EMPLOYMENT HISTORY:

SENIOR CONTRACT MANAGER – Fluor Corporation (Mar 2008 to May 2009) – Contract Manager for the Marine Facilities of the New Refinery Project in Al- Zour, Kuwait, an EPC contract between Kuwait National Petroleum Company (KNPC) and Hyundai Engineering and Construction Company Ltd.(HDEC) with Fluor Corporation as program project managers. Additionally acted as Procurement Material Manager at the EPC office of the project in Seoul, Korea. Management responsibilities in the development of project procurement procedures, review, processing and recommendation approvals of RFP's for prospective lump sum subcontracts and specialty procurements. Complete pre-award and post-award process and approval control. Overall procurement and subcontracting budget exceeded $850 Million USD.

CONTRACT MANAGER – ATAP International Inc ( Jun 2004 – Feb 2008) - Responsible for directing, planning and execution of all development inter-agreements, contract policy commercial procedures, contract type formation, subcontracting, bill of quantities, negotiations, bid selection and proposal evaluation reports of architectural, engineering and construction projects. Post Award project control management procedures (budgeting and payments, scheduling, RFIs, Change orders and claim control systems). Execution and administration of all project contracts for a large multi-national housing and reconstruction project inclusive of infrastructure in the Philippines under a global participation plus several planning and development projects in the Central Valley of California including Castle Air Force Base and University of California in Merced master plan. Project Budget $4 Billion USD.

PROJECT MANAGER (Engineering Manager) - (Japanese Partner: PCI International Engineering Consultants of Japan) ( Feb 1989 – Mar 2004) - Responsible for all internal engineering functions and contract management administration of outside consultants for engineering, environmental functions plus management of construction contracts related to complete infrastructure, buildings, housing and public projects development with respect to a 300 acre riverfront high-end "upscale" housing development project with a golf course and marinas. Directly in charge of the development, construction and maintenance of 350 acres of riparian mitigation inclusive of water well development and pumping stations, irrigation and natural re-vegetation. Over 2 miles of project levee enhancement construction reinforcement work above the 100 year flood zone areas in the Sacramento River including dredging, on-river and off-river marina design studies and design and construction of storm drainage pumping station and flood protection. Coordinated and implemented project EIR-EIS approvals with the County, City of West Sacramento, US Army Corps, State Lands Commission, Fish and Game, Water Quality Board, Reclamation Board and other local government authorities.

PRINCIPAL PROJECT ENGINEER - Morrison-Knudsen Company, Inc. (Jan 1986 – Nov 1988) - Responsible for engineering and management control systems for construction management services provided to the State of California for the prison and correctional facilities program during contract administration, procurement, engineering and construction phases of the Susanville and Jamestown prison centers. This project required extensive contract and subcontract administration services, bidding, award evaluation, estimating, scheduling plus the development of procedures, RFIs,change orders, claims and negotiations.

GENERAL MANAGER - TRADCO (Nov 1984 - Dec 1985) - Responsible for contract administration and management, proposal preparation and negotiations of TRADCO's operations and maintenance (Hitachi desalinization floating barges) activities in Saudi Arabia. TRADCO is a large conglomerates with over fourteen joint ventures (J.V.) engaged in diversified fields ranging from computer and telecom installation and O&M, steel fabrication, concrete and aggregate production, operations, management and spare parts technical support of refineries and industrial facilities, engineering and construction. Some of the joint ventures were Prime Computer, NESMA, TMSI Arabia (a J.V. with engineering firm Daniel,Mann, Mendhall and Johnson of U.S.A.), Hazama-Gumi and Hitachi Zosen of Japan.

PRINCIPAL CONTRACT ADMINISTRATOR - Parsons Corporation (Jun 1979 – May 1984) - Responsibilities included engineering and administration of Architect/Engineer design services (PRC Harris, London-Hague) for the preparation of engineering, procurement and construction contracts; bidding, evaluation, negotiations, pre-award and post-award engineering and construction management activities for the construction of the Port in Madinat Yanbu Al-Sinaiyah, Saudi Arabia. Projects under my personal contract administration involvement ($500 Million USD) included the supertanker port terminal and deballast facilities with two offshore Suez Class berths connected to shore by a pier and pipeway trestle servicing the Mobil/SABIC Refinery with fully automatic computerized liquid product metering and handling systems on the berths; marine craft procurement and ancillary facilities construction, containership wharves, infrastructure of port principal and administration buildings and other inter-related port navaid systems. Master Plan of Projects were performed under a multi-million dollar international environment with the participation of Fluor, Lummus and worldwide procurement representation that included dredging reclamation and port bulkhead construction with participation of firms like Fluor, Ballast-Nedam and Hyundai.

SENIOR CONTRACT ADMINISTRATOR - Morrison-Knudsen Company, Inc. (Jan 1976 - Jun 1979) - Responsible for preparation and administration of life support, catering, engineering, telecommunication, construction "Quarry and Aggregate production, Concrete and Batch Plants" and other administrative subcontracts for the construction support activities of the King Khalid Military City (KKMC) in Saudi Arabia under a one and one half billion dollar EPC contract with the U.S. Army Corps of Engineers. Contracting and Procurement services performed in compliance with FAR-DOD-DCAS-CPSR and US Procurement and Cost Accounting Regulation Standards. Construction support facilities included temporary housing for 20,000 beds, infrastructure, sanitary and sewage facilities plus permanent pre-cast and concrete batch plants and quarry development. PRINCIPAL CIVIL-STRUCTURAL ENGINEERING DEPARTMENT MANAGER (Acted as Assistant to the Engineering Manager) for the last 2 years of involvement on this project coordinating with the Architectural Department for the technical review of the permanent city infrastructure and coordination with the Delft Office.

CONSTRUCTION ENGINEER - Morrison-Knudsen Company, Inc. (Jan 1974 – Jun 1977) - Several Fixed Price Construction contracts with Metro WMATA exceeding $120 Million. Farragut Square Subway station and lines "Cut and Cover construction" servicing area near White House in Connecticut Avenue and Rock Creek twin tunnels (3 Miles) Station and shafts in Wisconsin Ave. NW Washington, D.C. Started as a field and quality control engineer working closely with the field superintendents rotating into materials, cost and scheduling engineering leading to office engineer position with project control, change order and claims responsibilities. Close out activities as project engineer for the project. Negotiations and final close out with Bechtel-WMATA. During the execution of the project I was responsible for design and administration of temporary support systems, support of excavation, tunnel mining support and TBM engineering and boring production support, concrete and formwork field support. Ensuring the projects were built in accordance with drawings and specifications, safety, quality control and within budget and schedule. Contract administration was handled in accordance with FAR-DOD for a Federal Funded Project. Supported, created, managed and settled over $12 Million in change orders and claims. Office administration responsibilities included CPM scheduling, cost control, estimating, material procurement, subcontracts, RFIs, change orders, payment billing control and claims.

FIELD ENGINEER - Greiner Company (Jan – Dec 1973) - Responsible for overseeing the field performance, quality control inspection and OSHA safety on behalf of the Owner during the reconstruction of the old "Union Train Station" and construction of the new subway station interconnection system for W.M.T.A. in Washington D.C.

PROJECT ENGINEER - Spearin, Preston and Burrows, Inc. (Jun 1971- Dec 1972) -Responsible for all engineering activities and supervision functions in the field and office for the construction of Sealand containership wharves, navaids, and piers in San Juan, Puerto Rico. The project required dredging of 1 square miles. Processing and separation of dredged materials for project future filling purposes. Over 1.5 Miles of bulkhead steel sheet piling cell installation with depths of 40 feet. Filling the sheet piling cells with natural sandy materials and final filling of over 2 square miles including sand piling consolidation for port storage paved areas. Concrete bulkhead construction for the length of the project. Concrete piling installation and foundations for gantry cranes and rail installation. Railing installation, final grading, filling and asphalt paving including all underground electrical and utilities and hook ups. Installation of bulkhead bollards and docking systems and area navigational and safety marking systems.
