Domestic U.S. Exploration & Production Environmental Manager responsible for the development and integration of an electronic environmental management system and automating compliance programs. Also served as the business unit’s technical remediation expert. Responsible for conducting environmental expenditure tracking & financial reporting in addition to administering Federal and State reporting programs, e.g., SARA Title 3, TSCA IUR, and various State Hazardous Waste.

Accomplishments:

 Developed and initiated implementation of an electronic Environmental Management System (EMS). The EMS was designed utilizing Lotus Notes™ as the strategic application delivering dynamic compliance activity tracking capability. The EMS was web-enabled to enhance user efficiency and simplify deployment. Effective utilization of the EMS projected a 75% reduction of environmental staffing requirements.

 Developed and implemented an environmental expenditure coding system that resided in the company’s Oracle-based financial legacy system and resulted in a standardized platform where data was relationally categorized across the business unit. System improved budget forecasting by 200% and streamlined annual reporting processes by eliminating intrusive field inquiries by reducing average preparation time from 240 man-hours to 2.

 Created and instituted an automated environmental expenditure tracking report. Report facilitated management-by-exception via trend analyses and cost breakdown by operations’ group and expenditure category.

 Managed the company’s remediation reserve budget for three years without impacting net earnings, i.e., SEC guidelines requiring the company to establish and maintain remediation provisions out of net earnings.

Responsible for region’s strategic business plan & implementation with an annual budget average of $50 Million and consisting of more than 100 remediation projects with a professional staff of eight. In addition, supported the Legal and Real Estate groups for asset management, due diligence and litigation support.

Accomplishments:

 Personally recruited to manage the company’s largest remediation liability project (Guadelupe Oil Field); cited by many in California as the State’s largest ever oil spill remediation site. Annual project budget averaged $35 Million where total restoration liability estimates exceeded $500 Million. Regularly appeared before executive committee for status updates and fiscal/strategic plan approvals.

 Received special recognition award for the team participation and development of a regional remediation design and operations manual.

 Participated or lead in the team development of special programs designed to reduce the region’s environmental costs. Programs included the formation of joint ventures on O&M and horizontal well drilling as well as the pursuit of cash recovery programs like State UST funds & property tax reimbursements.

 Project manager for UST leak prevention program and Phase II vapor recovery program. Managed over 180 remediation projects simultaneously without incurring any injuries or regulatory fines. Obtained regulatory closure on approximately 20% of the project portfolio.
