As a Cost Engineer / Analyst, was responsible for the project cost control functions related to $1bn construction, engineering and operations / maintenance projects under the Middle East re-construction program in the power and water sector for the USACE.
Job responsibilities included:
* Developing work breakdown structure (WBS) for new projects and updating as per additions to scope of work.
* Preparation of monthly cost reports. This included recording actual costs, analyzing the actual costs, forecasting estimates to complete, and providing inputs for the "Prolog" cost reporting software.
* Reporting project cost data and deviations from current budget if any, due to changed scope of work or schedule performance through a variance analysis.
* Cost performance measurement in terms of schedule and costs, through the earned value measurement system. This include analysis of the Earned value, CPI and SPI based on BCWS, BCWP and ACWP.
* Monitoring line item budgets, identifying and tracking changes due to change in work scope or schedule performance and preparation of project change notices to cover these variances. Follow up through the change management process till modification to contract.
* Monitoring actual costs and commitments under various projects to funding limitations.
* Scrutinizing month-end accruals for completed unbilled work, based on percent complete for each WBS line item.
* Forecasting and distribution of shared costs across the various MECP projects based on the cause-benefit analysis.
* Analyzing cash flow on a monthly basis and forecasting monthly revenues, based on the budgeted work scope for the month and cash flow diagrams.
* Preparation and presentation of monthly MIS reports to upper management.
* Analyzing manpower across various MECP projects and suggesting optimal use of the manpower by way of reallocation. This includes tabulating safety man hours for each project on a weekly basis.
* Review and verification of invoices based on installed quantities and their correct holdback, coding and WBS allocation.
* Providing forecasted shared cost inputs to the estimating team for preparation of estimates for new bids.
* Procurement requisition process, including coding, checking availability of line item budget and data entry in "Marian" procurement software.
