Mare Island Shop, Module Yard, and COP Field Site Hydrocracker Expansion Project (HEP)
Supervision and auditor of all Fluor and managed contractor work, including both welding/NDE programs 1) at COP Rodeo site and 2) Mare Island shop site. 3) Module Yard Facility.
Welding programs included industry standard Carbon, heavy wall, and special service Alloy Steel, Chrome, Incoloy piping, with site specific WPS.
Supervision of Weld Inspectors and NDE Contractors at both project locations. Aided in identifying additionally needed FCII and managed contractor site specific weld procedure qualifications, to meet client specified Aggressive Environmental Services and bi-metal/dissimilar metal welding, and coordinated WPS/PQR approval between client, FCII, and PCI Weld Engineering.
Aided to review and identify to Engineering additional lines calling out for special NDE testing per Refinery Engineering Practices for Aggressive Environmental Services, and the coordination with Material Engineering for the revision of Project Piping Material Specification/NDE Weld Data sheets.
Aided in writing FCII site procedures for approval by client. Supervised client specific program for 100% alloy PMI of all installed equipment and materials. Aided in review of FCII subcontractor/managed contractor quality programs in compliance with FCII Section E.
Assisted in revising Site specific Quality Manual to meet client approval. Established and supervised Fluor Welder Qualification testing in compliance with ASME Section IX, AWS D1.1, AWS, D1.6, for FCII welders liaising with UA Halls testing authorities at Bay Area Pipefitter, Boilermakers, Ironworkers, and Electricians for all locations. As needed, and in cooperation with Fluor Weld Engineering, devised specific weld qualification test, not standardized in Fluor Corp Welding Manual, for as required qualification requirements.
Supervised and trained staff and subcontractor Certified Weld Inspectors (AWS-CWI) on FCII technical welding qualification matters, and trained newly acquired QC Fluor or subcontractor Inspectors to gain familiarity with Fluor methodologies and QC work processes. Assisted Heavy Wall and Alloy machine welding Specialist Managed Contractor quality control with standardizing qualification tests for ease and consistency of qualification assessment to applicable WPS and joint weld out requirements, as well as for conformity to Fluor Weld Tracking (NEWS) Program.
Verified and audited Welder Management to ensure welder qualification and weld fabrication to materials. General QA/QC duties included regular identification to management and Engineering requiring clarification for client directed RFI and Deviation Requests. Directly worked with COP site and Mare Island Piping and Boilermaker FCII Construction Superintendants and General Foreman to advise on quality control issues and specification requirements pertaining to Welder Qualifications, Testing, Welding Procedures (WPS), Rod control and welding material needs, Structural and Piping Fabrication, PWHT requirements, NDE acceptance criteria to ASME B31.3.
Was assigned to supervise all QC activities in Mare Island Fabrication shop, Module Yard, and Materials Warehouse, including: Welding and NDE activities, subcontracted CWI/NDE crews, receiving inspection, initiation of the client requested PMI program, Rod Control and Weld Materials stores and surveillances program, as well as initial non-permanent module erection inspection.
Consistently passed inspections of Weld fabrication control, NDE control, and audits to the client's satisfaction. Proactive in recognizing non conforming items through audit, surveillances reporting, and NCR initiation to address resolution of findings by proposed disposition. Proactive in aiding responsible parties through closeout of surveillances or non-conformities through to item resolution and client approval.
Additionally, established and managed Fluor's NEWS project weld tracking programs, NDE Clearances, QC Weld Mapping As-Build and Document control activities, and client requested PMI clearance program throughout hydro-test/system turnover while supervising QC clerks and training them in basic QA/QC and NEWS operations. Correspondence with Project Controls and client management in determining scope of welding operations for continued planning and work projection needs.
Hosted and assisted in regional Industry Training session of Fluor QC nondestructive examination and welding system preparing representatives from multiple Fluor Construction project sites.
Supervised most Project Quality activities, primarily for Fluor and managed contractor Weld Fabrication audits, As-build control, NDE, PMI, and UT program activities, establishing and managing Welder qualification, trained local hires and supervised staff for QC clearing lines for Hydrotest, and ensured WPS approval by client. Established the site project Quality Weld Tracking and NDE program (NEWS). When the department was established, trained/supervised/administrated/audited operators in Welding, Fabrication, NDE, inspectors, and technicians assigned to the program.
Ensured project (shop and field) weld fabrication and NDE activity was conducted in accordance with approved project specifications, and welding and NDE procedures.
Trained and mentored both foreign and national staff in areas of QA/QC welding and NDE work process operations. Coordinated subcontractor project activities involving NDE, welding inspection, spool release, and Hydro-test NDE clearance.
Interfaced as liaison with client, project management, main works subcontractors, Engineering, Construction, and Quality inspection and NDE groups.
As requested by the client and subcontractors, designed and developed onsite additional support software ("EXTRA") to enhance the NEWS program with an advanced Spool Release Management System & NDE Clearance Status program. This new program provided a uniform tracking system of the 400,000 welds identified on 30,000 Isometrics, and 90,000 spools drawings to be dispersed over different contractors' work sites.
Worked with subcontractors to align SpoolGen Engineered As-Build ISO drawing program data for direct importation to Fluor's NEWS Program. Audited project As-build drawings and weld fabrication, NDE, shop spool release, welder qualification activities.
Prepared and presented training presentations and reports to client and PMT as to the status of weld production, welding inspection, cost control, NDE, and other reports specific to client requests. Assisted in the training of subcontractor weld engineers, inspectors, and NDE coordinators to help expedite subcontractor work processes.
Established controls for weld mapping activities, coordinated NDE clearance for spool release and hydro-test, and controlled NDE documentation.
As requested, updated "EXTRA" construction technology software program with additional weld/NDE controls and programming for AGIP- Kashagan Main Works subcontractors and as requested by AGIP client Management. Assisted in training/coordinating/auditing managed contractor shop, module yard, and field site weld fabrication, NDE, PWHT, inspection activities and staff.
