Over 9 years of working with and for regulatory agencies including the State of Colorado, Department of Public Health and the Environment-Water Quality Control Division (WQCD), Environmental Protection Agency, Colorado Oil and Gas Conservation Commission (COGCC), Colorado State Engineers Office (SEO), and local governmental agencies. With a strong background through both education and work experience with the Clean Water Act (CWA), National Pollutant Discharge Elimination System (NPDES), and Resource Conservation and Recovery Act (RCRA). Knowledge of all aspects of permitting including discharges from domestic, industrial and stormwater sources to surface water and groundwater.

Over 8 years experience in analytical chemistry in both the field and laboratory setting. A broad range of classical and instrumental techniques. Designed and implemented a variety of sample collection and preparation methods (extractions, tube furnace development, and fiberglass recoveries). Regulatory Compliance Specialist 2008-Present

Provided consultation for oil and gas industry for regulatory approvals under local, state, and federal statutes. These included discharge assessments for water quality permits, stormwater management plans (SWMP) and inspections, spill prevention control and countermeasures containment (SPCC), material containment plans, and hazardous waste management plans. Local permitting included pipeline development, special use, conditional use, building, and grading permits. (URS Washington Division)

Regulatory Compliance Specialist/Hydrologist 2006-2007
Denver, CO
This position provided consultation to mining and oil and gas industries, which included interpretation of laws and regulations under EPA or state equivalent programs. These included the CWA, Underground Injection Control (under Safe Drinking Water Act), Surface Mine Compliance and Reclamation Act (SMCRA), Comprehensive Environmental Recovery and Compliance Liability Act (CERCLA), and RCRA. Supported these companies during Water Quality Control Commission rulemaking hearings where data was presented showing attainment of certain water quality standards.

Performed groundwater sampling at CERCLA site on NPL in Yerington Nevada using EPA assigned protocols. Researched coal combustion byproduct regulations for major surface coal mine in New Mexico and provided necessary consultation to client for expansion and enhancement of mine. Consulted to only operating cyanide leachate gold mining facility in Colorado for the expansion and enhancement of their valley leach facility and overburden storage areas.

Applied for and obtained a Class V UIC permit for disposal of oil waste byproducts in Montana through Region 8 EPA. This included assessing the area of review of existing and abandoned wells, stratigraphy, closest sources of underground sources of drinking water ("USDWs"), and local aquifers (confined and unconfined). Environmental Protection Specialist II 2000-2006

Permit writer for the Water Quality Control Division with duties including writing discharge elimination permits for industrial and domestic permits (surface and groundwater discharges). This included water quality assessments, review of compliance history, newly promulgated water quality standards, use attainability analyses, water effects ratios, recalculation procedures, etc. Outreach and assistance included presentations to special interest groups representing industrial groups such as sand and gravel, construction, mining, oil and gas, power washing, and other public and private entities who need guidance under Colorado's CWA. A strong understanding of the Effluent Limit Guidelines ("ELGs") for categorical industries including bituminous coal, metallic and non-metallic mining, coal fired power generation, onshore oil exploration and production, oil refining (Suncor®), and beer production (MillerCoors®). General permits included construction dewatering, Minimal Industrial Discharges ("MINDi"), sand and gravel, domestic discharges to use protected streams, domestic discharges with 100:1 dilution, individual sewage discharges systems (ISDS), reclaimed coal mining discharges, and groundwater remediation permits (with a coordinated effort under CERCLA and RCRA programs through Hazardous Waste Management Division). Materials Development Engineer 1996-2000

Materials development for Power Transmission Division includes compounding polymers used for V/Micro-V belts, analyzed data from testing labs and draw conclusions based upon both physical and chemical analysis. Use of Design of Experiments (Design Expert 5.0 by Stat-Ease) program to develop experiments and Weibull® statistical program to determine distribution of data. Understanding of all aspects of ingredients that go into polymerization of thermosets (vulcanized rubber).
