EMPLOYMENT HISTORY
Presently. Employed as the Regional Transportation Officer South Baffin, for the Territorial Government of Nunavut. Through the (Baffin.) Manager Transportation Programmes I am responsible to the Regional Superintendent (ED&T.) for the regulatory compliance and operational efficiency of Baffin Island airports. The job responsibilities include a knowledge and awareness of TP 312 the management and operation of regulated standards, policy and programs, and a substantial liaison component with other regional, and federal government agencies and authorities involved in the civil aviation field. The work also encompasses supervisory management, lease administration, contract negotiation, contract drafting, program implementation, liaison, instruction and supervision of independent consultants, contractors, and municipal employees. Oversight for purchase and procurement of goods and services. HSE and vocational skills training. Identify skill deficiencies, design training curriculum and provide technical leadership to administrative, trades & ground staff. Currently (Mar/05.) I am working in close cooperation with the Director Nunavut Airports, the Assistant Deputy Minister Economic Development & Transportation and the (Gov't of Nunavut.) Risk Management Committee to implement the Transport Canada airport Safety Management System. I am also working in close cooperation with the Director of Iqaluit (YFB) International Airport to ensure effective project management of $20M of (to be announced Tuesday 22 March/05.) ATB CATSA security and apron development projects.
1995 – GM of a startup (Mill-Air Service Centre Inc.,) general and service engineering company with various franchises for both 2 and 4-cycle engine equipment manufacturers. Specialized in very elaborate chassis and high performance engine modification, dynamometer test, repair and certification on outboard and inboard engines. Provided business leadership in all aspects of management, sales, parts and service.
1991 – 1994. Marine Engineer. British Columbia Ferry Corporation. Completed WHIMS training and other marine technical and safety training courses. Served as a relief engineer on a number of large BC Ferries operating out of Vancouver BC. The majority of the on-board work is running repair, preventative maintenance and system monitoring, HSE and marine emergency preparedness.
1985 – 1990. Project Engineer. Hunting Technical Services. US$20M agricultural development project in Mozambique funded by ADB. Maintained engineering management database. Reporting to the project leader and responsible for all in-country and overseas EPC/EPL engineering services, maintenance and rehabilitation activities – this included policy and planning, purchase and international procurement of engineering consumables and capital equipment, HSE, new construction and technical leadership to trades and field staff.
Project Engineer. US$25M UN funded Tsetse fly eradication startup project in Somalia, For very time sensitive aerial application of insecticide by low flying aircraft; I constructed 2 x 4500-ft aircraft runways, together with aircraft refuel/ground service facilities and accommodation for a 30-man flight and ground crew. I reported to the in-country director and was responsible for local, national and international EPC/EPL (consumables, POL and capital equipment.) function of the project.
Project Engineer. US$50M tube well rehabilitation project in Western Sudan. (Dafur.) UK/EU/UN funded. Reporting to the project director and responsible for local and international EPC/EPL function of 800+ units of mobile equipment and 300+ wells, together with numerous associated service support installations distributed over a (100,000 sq. miles.) geographical area. Developed HSE, vocational (O&M) and operator technical training curriculum. Service policy and planning included large contract drafting phase for preparation of RFP's for capital equipment, and associated engineering goods and contract service.
1983 – 1985. Branch Engineer/Business Development Manager for the national distributor of Rolls Royce and Perkins industrial engines. In Aberdeen N.E. Scotland setup new dealership facilities, and infrastructure to provide dealer support to the region and the UK North Sea oil and gas industry. Reported to the CEO, I was wholly responsible for the activities and developments of the Aberdeen branch. Opened this new market and established a market presence in the parts and service business, primarily by offering turnkey innovative turnkey solutions to oil service and marine companies, in the form of sales support and convenient service maintenance contracts, which I designed, prepared and implemented.
1981 – 1983. Plant Superintendent employed by a British civil engineering consultant on a road construction project in Southern Sudan. (Yei/Juba.) The only expatriate on site I reported to the in-country director and the UK based CEO. With no local technical support I had sole responsibility for the local and international EPC/EPL function of this project and extensive equipment inventory which I managed and constructed a total of 84 kms of road together with all the necessary culverts and bridges within my contract period. I was instrumental in establishing satellite facilities; technical standards, policy and HSE training for a roads maintenance program handed over to, and operated by, the local regional government authorities.
1978 – 1981. Plant Manager/Chief Engineer. Prospect Estates Ltd., (PEL.) Tortola, British Virgin islands. PEL was a large holding company with numerous and substantial interests throughout the region. I was responsible to the absentee owner for the operations and profitability of the dredging and equipment rental companies, and all technical plant and equipment issues relating to the other associated BVI companies and facilities. (Hotels and executive properties.)
1977 – 1978. Mechanical Supervisor. Jedco Corp, Jeddah, Saudi Arabia. The national distributor for Porsche and Volvo automobiles and construction equipment in the kingdom. I instructed third country nationals in service management, safety and workshop practices repair techniques and automotive engineering technology.
1969 – 1977. Corporal. Royal Electrical & Mechanical Engineers. Army apprentice trained as HD mechanic and auto electrician. Also completed some specialized military skills training. My duties revolved around R&D, vehicle, plant & equipment inspection, technical evaluation and operator training. Supervised junior inspection staff.
