2003- 2005
Commenced a short term contract at one of Canada's largest power generation company
(in Western Canada). Key role is to support management teams at one of the main power generating plants in developing "Long Lead Items" - RFQ's for major 2005 project planned outages. Scope of work includes participation at engineering meetings to assess status on technical specifications, researching overseas equipment suppliers, keeping management aware of critical procurement issues arising from non-planned 'maintenance requirements', and supporting key 'lead' contract administrator with ad-hoc management support. Work is tentatively scheduled for completion for late January or early February, 2005.

Completed a personal estate closure (2003) – in Eastern Canada (Montreal). Also undertook in the latter part of 2003 and into 2004, specific research into "the Private – Public Partnership" (P3's) viability and subcontracting options for infrastructure construction projects in Western Canada, notably on rapid transit, 'ports' and other forms of transportation infrastructure projects in the Vancouver B.C. region (Work was done under a confidentiality agreement.)

Undertook several 'personal' overseas trips.

2001-2002 IICOR Vietnam Inc. ( R. LaBrie Consulting / Sole Proprietorship )
Sole Source Advisory role to a privately financed project development –investment group involved in the pre-feasibility development phase for a port- project in Vietnam. Supported the project director in assessing international (European and North American) offloading equipment (engineering-manufacturers) and evaluated the potential viability into local 'sub-contracting' procurement initiatives. Traveled to the region in 2002 to meet with on-site North American project financing teams, and with local government agencies to determine / assess: (i) 'sub-contracting capabilities' of local companies, (ii) contracting process and methodologies and (iii) to assess potential alternatives for project site location. These activities were undertaken on a private consulting 'as needed basis' agreement with the US based project investment group. Scope of work was completed under a 'confidentially agreement.' Presently the project is on 'indefinite hold' for geopolitical reasons.

1999-2000 Irving Oil Corporation / Refinery Facility Up-Grade Project
Subcontracts specialist with key activities being to represent the client at main EPC Contractor project contracts meetings and provide an-hoc debottlenecking of fast tracked project procurement / contracted services - material delivery issues that impacted the project. Facilitated project site contract administrators in the change order processing from field site instruction clarification to advising key client financial teams of claims – deficiency issues impacting payment of approved contracts and purchase orders. Interfaced with various government and regulatory bodies on behalf of the client on materials supply – fabrication issues. Provided a forensic audit role during project close out and the turnkey time frame to support equipment and services deficiencies resolution.

1991-1999 Contracts Procurement – Business Advisor / Sole Proprietorship
Infrastructure business advisory roles on procurement – contracting – EPC proposal development initiatives of Canadian Consortium and in support of project proposal presentations to various Federal and International financial agencies.
Provided the research into university technology driven activities and investigated the commercialization issues through the development of a baseline for contracting procedures and technology transfer agreements.
Coordinated Business Development and Contracts Administration activities on behalf of a senior Consortium team group of Engineering & Design teams (EPC) assembled to assess international projects. Coordinated the logistic issues of all meetings both in North America and during overseas meetings. Traveled to China and Central America (Panama) in support of the facilitator roles undertaken. Extensive interface –liaison with development banks, various international project funding agencies (World Bank- Anti-American Bank) as well as with UN local representatives and with the Commercial Officers of the Canadian Embassy to facilitate high level meeting and to expedite /resolve issues of concern by all parties involved.
Under a contract with a Calgary based engineering company, I as based within the corporate offices of the Esso Canada, to provide, under a senior subcontracting role, a matrix research of worldwide pipe mills delivery capabilities for a proposed large-scale pipeline project. Assessed key steel pipe mills and steel fabricators in North & South America, Europe, Asia on quality, delivery capacity and scheduling issues. Facilitated project proposal submissions.
Promoted Canadian – Alberta energy equipment manufacturing and services capabilities on joint-venture opportunities into the Argentine (MERCOSUR) market, this under an exclusive agreement with the Chairman of the Alberta based Nisku Industrial Park.

1982-1991 Alberta Government
Contracts Procurement Coordinator in setting-up baseline RFQ's, RFP's, and standardized contracts for government contracting to the private sector. Extensive interface with legal and risk management teams to establish baseline contracting and procurement documentation (methodology and procedural documentation) necessary for the privatization of various technical government services. Liaison activities with both private sector groups by providing project proposals facilitation through government bureaucracy and in supporting technical in-house management groups though the adoption (training of staff and various management teams) and management of the contracting transfer process. The role was that of a 'change-agent' with the focus being to facilitate the transformation of government outsourcing policies and procedures.

1980 – 1982 Bechtel Canada (Edmonton Project Office)
Contracts Procurement Specialist.
Various activities in the role of project contracting and client to contractor interface during the various stages of contract development. Significant interface-liaison with engineering teams in the North American offices of the Bechtel Corporation in order to secure value-added benefits to construction contracts.

1978-1980 Export Development Corporation (EDC- Ottawa)
Construction Contracts 'Canadian Content' Officer.
Developed strategic contracting support for Canadian firms involved on large-scale construction projects that had Canadian Export Trade financing support. Involvement on a multitude of infrastructure construction projects financed through EDC. Monitored over a billion dollars of Canadian export financed construction project contracts. The role required significant interfacing / facilitating with Canadian and international suppliers to maximize 'Canadian Content' on material and equipment supply services. Extensive involvement with various industrial sectors across Canada as well as with international agencies worldwide to promote cooperative interface development on large to small scale projects.

Newfoundland; Specialty ship construction and supply through the Vancouver Ship Yards
(Chilean Project);
-Pulp and Paper (Overall Infrastructure EPCM /Argentina, Honduras, Poland, China);
-Oil & Gas Drilling Platforms - Fabrication (Offshore / & Subsea Manifolds- Facilities /
Campos Basin-Brazil); Gas Gathering EPCM (Algeria);
-LNG facilities EPCM (Algeria, Tunisia);
-Nuclear (CANDU) Reactor – Feasibility Studies and EPCM Project Construction (Korea –
Wolsung and Romania);
-Power Generating / Coal-Oil Fired facility (a B&W Project in the Middle East);
-Road Building Projects (China and Jamaica);
-Hotel and Convention Centre EPCM materials and supply advisor to the main EPC site team
(SNC-LAVALIN project team in the Republic of Panama);
- to diverse equipment supply contracts tied to energy projects.

Other Work experience has been in the heavy equipment sector, in managing product liability claims with major North American and European manufacturers.
