I am interested in employment as a Project Manager with your Department Of Photogrammetry/GIS. May I have the opportunity to enclose herewith my brief resume for one of these positions.

As reflected in my attached resume, I believe my solid base Technical skills, experience and education qualifications readily adaptable to fulfill your needs in these fields of Photogrammetry, GIS, Cartography, Digital mapping and Imagery.

During my assignments with the Greenman-Pedersen, Inc., Jessup, as a Photogrammetric Project Manager I was responsible to manage Maryland State's SHAPLAN, SHAPLAT divisions all Projects starting from writing proposals, Flight Planning, Cost proposals to final delivery. At Advance Information Technologies (AIT), Indiana University and Perdue University of Indiana, Indianapolis, INDIANA, I was managing the Photogrammetry/remote Sensing/GIS under the platform of GIS production Arena.

At MSE (ASI) Indianapolis, Indiana, was responsible for the New York Niagara Mohawk Power Corporation's Land base & Facilities GIS conversion project from Nov 1995 to Nov 1997.This mapping project was of 1200 Stereo models and of 25000 sq miles throughout New York State. This Land base project was completed on schedule with the expend of 25,000 man-hours in 24 months. The project team assigned achieved 99.9% acceptance rate for the initial delivery.
Moreover, I managed overseas projects of Japan, Korea and Saudi Arabia during my GIS and mapping assignments.

At DOT, Federal Highway Administration, Vancouver, Washington, I was assigned to the Navajo digital Mapping Project. My skills enabled me to achieve extremely high performance levels and entire project delivered on time, within budget and as per specification.

As we all know, that complexity of Managing Photogrammetry, Remote Sensing and cartography need coordination of personnel expertise, latest generation technology and economically viable solutions. To tailor and fulfill clients' needs, I believe, my abilities are well suited.

Concerning eligibility requirements, I am a CITIZEN OF THE UNITED STATES and I was involved in many Photogrammetric/GIS projects during my assignments with the Federal as well as the States.

Operational Activities: Developed systematic work plan spreadsheets for all Projects related to Photogrammetry. Implemented quality standard accuracy as per NMAS and ASPRS by enforcing strict QC/QA applications and created a new standard which falls in between ASPRS1 and ASPRS2.

PROJECT EXPERIENCE:

(1) HANDLING HOMELAND Projects,-
As a Head Photogrammetrist and GIS Specialist, managed and coordinated the Photogrammetric conversion services of the State of Indiana County projects and its final QC/QA program. Moreover, was assigned to remain in direct contact like a liaison in between the Vendors and the county Personnel via E-mail, telephone and FTP. During these assignments, wrote technical manuals on Photogrammetry such as, schema, Digital Aerotriangulation; and trained the junior Photogrammetrists on Softcopy. Final adjustments of Aerotriangulation, scheduling & attending pre-bid meetings of vendors, scheduling employees and Departmental meetings has his responsibilities
Used Zeus's TD Scanner to collect film digital data for the use of softcopy Photogrammetric equipment and edit the data and its image contrast before the data send to the vendors.

For these projects we used NIMA Vector Smart Map (VMap) data specification.

(2) HANDLING OVERSEAS Projects,-
As a Project Manager in GPI, Jessup, Maryland, managed Overseas Projects of Japan. Other assignments include Preparing Cost Proposal, Flight Planning of all the cities, Aerotriangulation final adjustment QC/QA. All modes of overseas correspondences with the clients maintained via E-mail, Telephone and FTP to update the progress of the project and shipment of the final products.

CURRENT POSITION:

DIRECTOR & PROJECT MANAGER:
* Responsible for workforce development, implementation and coordination of new GIS mapping projects.
* Create Work Plan for the New Projects and determine appropriate productivity level.
* Oversee/Manage multiple GIS/Photogrammetric projects and coordinate all the Technical staffs of four other Branches of Corporate Offices.
* Competent Planning and realistic scheduling of projects, risk analysis and create staff motivation.
* Create an integrated QC/QA team to work towards a common goal for all GIT, Inc. business units and for all the projects related to the field of Photogrammetric mapping.
* Managed Terrestrial Mapping projects of Indiana Counties and Data Base.
* Responsible to communicate & coordinate with Project Staff and Executives of different branches of the Corporate.
* Responsible to conduct Final accuracy assessments of GIS/Remote Sensing/Photogrammetric mapping data before the project is deliverable.
* Hands on UNIX experience. Know how to telnet around a UNIX environment to look and Edit GIS/Photogrammetric files and logs.
* Provide innovative support to GIS and Computer Science Staff in building geospatial databases and in producing standard cartographic products.

* Estimate cost of the project and evaluate the status & performance of the work assignments.

APPLICATIONS & SKILLS ON PHTOGRAMMETRY /CARTOGRAPHY & GIS

Analog & Analytical Photogrammetric/Cartographic Mapping Equipments used as well as skilled for Digital and Conventional Mapping projects are,-- Intergraph's IMA, Kern's DSR-11, DSR-12, DSR-14 and Softcopy or Softplotters like Intergraph's ESSD,CLIX,SSK; Vision International's Softplotters.
Systems Skilled with for GIS assignments are,-- Microstation and AutoCAD, Windows NT/98/2000, Unix Operating Systems, ESRI Geographic Production tools including Arc Map, Arc GIS 8, Arc View and Arc Avenue/Visual Basic. These equipments also used for QC/QA of various County Projects as well as Training assignments of new technicians.

APPLICATION OF SOFTCOPY FOR MAP EDITING/QC/QA

At the Advance Information Technology, Indiana University Purdue University Indiana, Indianapolis, Indiana, mostly used Softplotters for final Photogrammetric QC/QA of compiled County project assignments received from the vendors; final delivery maintained NMAS and ASPRS accuracy standards.

PROJECT MANAGEMENT & PREPARATION OF RFP:

Responsible to prepare, release and respond the RFP for Clients as well as vendors. Dealt with Subcontractors, Managed pre-bid meetings, put together proposals, and handled competitive bidding of many NYDOT, SHAPLAN and SHAPLAT mapping and County Projects.

SUPERVISION & MANAGEMENT QUALITIES

Exerted High-level Supervisory & Interviewing skills. Kept Staff well Informed on all project assignments and Provided CLEAR and CONSISTENT directions, made TRAINING and RESOURCES available, involved staff in DECISION MAKING, encouraged TEAM WORK. Moreover, cooperated well with the MANAGERS and Departmental DIRECTORS during various project communications.

DIGITAL SCANNER AND PHOTOLAB.

Used Zeiss's Photoscan TD Scanner to scan aerial photographs for collecting digital data for Softcopy equipments and various Photogrammetric, GIS as well as Digital Mapping assignments.
