Project: CSPC Nanhai Petrochemicals Project

Nature of Work:
CSPC Nanhai Petrochemicals Complex in southern China's Guangdong Province. With its 427-hectare (1,055-acre) work site sprawled along the coastline, its projected workforce of more than 40,000, and its implications for the future of the manufacturing industry in China, the Nanhai project is engineering and construction on a dramatic scale.

Duties and Responsibilities:
* Setting up the Emergency Preparedness Plan for Fire, Rescue, Typhoon, gas leakage and Chemical Spillage.
* Training of the In-house fire brigade on Chemical Plant fire fighting technique, Hazmat operation, high-level rope rescue, first aid and water rescue.
* Fire Safety Inspection and Auditing
* Technically recommendation and review of the fire brigade's equipment and fireman gear for rescue operation.
* Advisor to the Emergency Response Units (HSE Group, Fire Brigade, Security and Site Medical) and high-risk activities.
* Training of firemen in fire fighting technique, equipment and confined space training.
* Conduct tabletop exercises and drills with the commissioning, logistic and utilities personnel department on all major offloading.
* Lead Investigator for serious accident.

Work Experience:
March 2003 to May 2004: NISHIMATSU - LUM CHANG JV
Position: Snr. Safety Officer
Project: Singapore MRT Circle Line Stage 2 Contract 823
Project Sum: $321 Million Singapore Dollars

Nature of Work:
The project consists of 3 under ground stations at Old Airport Road, Tanjong Katong and Paya Lebar Interchange with the existing Station. It's including a twin Bored Tunnels of inner diameter of 5.8 meters with total lengths of 3 km.

Duties and Responsibilities:
* Facilitate the implementation of EHS Management policy, procedure and process within the project.
* Health, Safety and Environmental Management Audit.
* EHS Training to all personnel in the project
* Risk Assessment Training (Risk Assessment Management – HAZOP Study, CARPAR, FMEA)
* Fire Safety Management.
1. Emergency Preparedness Procedure (EPP) written for the individual station and tunnel for client approval and regularly revisions updating due to changes to site condition.
2. Singapore Civil Defense Force (SCDF) is updated on the EPP every 3 months and a joint exercise conducted every 6 months.
3. Internal drill is conducted every 3 months for individual stations and tunnel group basis on different scenarios to allow all personnel working and key personnel in the offices and the worksites to be familiarized with there responsibilities spelled out in the EPP.
4. Advisor to the incident commander (Project Director) during crisis management.
5. Training of project personnel in fire fighting technique with fire extinguisher, sand pail and fire blanket during drill.
6. Training of in-house rescue teams of individual station at SCDF facility in fire fighting, usage of Self Breathing Apparatus (SBA Set), emergency rescue method, First aid & CPR, theory in fire chemistry.
7. Co-ordinate staff for external training.
8. Conducted Table Top Exercise on Crisis Scenario with authorities from SCDF, Traffic Police, Ministry of Manpower, Land Transport Authority and MRT.
9. Site Fire Plan Audit.

2002 October To Present: SHELL CHINA EXPLORATION AND PRODUCTION CO. LTD.
Position: HSE Field Specialist
Project: China West to East Natural Gas Pipeline Project

Nature of Work:
West to east NG Pipeline is an important part of China's natural gas strategic development. It is a key project in the country's Tenth Five Year Plan, a symbol project of China's west development. The source of it is the Xinjiang Tarim gas field, and the Yangtze river delta area is the target market. The major pipelines, key offshoot pipelines and gas storages serve as the main subjects in connecting user along the lines, to form a natural gas supply network covering the vast west to east. The total length of it is 4000 kilometers, it will pass through nine provinces / autonomous regions, namely Xinjiang, Gansu, Ningxia, Shaanxi, Shanxi, Henan, Anhui and Jiangsu.

Duties and Responsibilities:
* Health, Safety and Environmental Management Audit.
* Site evaluation of Contractors.
* Environmental and Social impact assessment and evaluation protection program.
* Recommendation of better HSE management system practice from finding.

Nature of Work:
The company is a steel fabrication main contractor for onshore and off shore oil and gas and infrastructure project. The company provides a full range of services from Engineering, Fabrication to Construction and Project Management. CSE covers an area of over 160,000m2 located on eastern side of Chiwan Port.
