EDF's Rio Bravo 4 Project, Anahuac, Tam, Mexico (500 MW /gas)

This Electricite De France project has 2 SIEMENS-Westinghouse W501F gas turbines (EconoPac plants) with SIEMENS DCS, 2 recuperating boilers (HRSG) from CMI/Belgium and an ALSTOM steam turbine, the last ones with EDF DCS intefaces. The turbine has a Foxboro sub-automation and DCS.
Just after the some training and certification provided by SIEMENS Westinghouse we run the first FSNL tests to both the gas turbines ans soon after have run the steam blows at both the CMI boilers (June-July).
I worked as "Ingenieur de Permanence" at the control Room of Rio Bravo 4 with Operations duties all along the commissionning period.
Have worked closely with the commissioning engineers, client's operators ans subcontractors personnel.

ALSTOM POWER CAN Project, Turkey (2x160 MW/coal + oil)

The ash system of the CFB Babcock boiler is actually a heat recuperating loop for the condensate and feed water as well as an aid for the fluidized bed temperature control. It includes ash coolers, chain conveyors, crushers, screw conveyors, surge bins, blow tanks and silos.
Separated pneumatic transport systems for bed ash, fly ash, limestone (SO2 treatment material). Belt conveyors for coal and distance transport of ashes.
The DCS used - Rockwell ControlLogix automations / Allen Bradley PLCs on RSLinx network with RSView32 interfaces (ALSTOM design).
We have run the 72 h test on Unit 1 with all the boiler auxiliary systems working properly at full charge.

Temporary job at a starting-up center of profit inside of one of the largest malls in UAE. I organized the service running, personnel schema, timings and maintenance operations, fully computerized the sound systems of the mall (programmable multimedia scheduler), defined the marketing policy, planned further developments (assets, showbiz events, in-house school, in-house multimedia production).

The project consisted in the full reconstruction of the main power plant of this country (8 units of Diesel engines up to 8 Mw).
I re-organized the Technical Office of the subcontractor (documentations base, computers, software), ruled the communication and data sharing with the other parties (French, German, Arab) and done all the CAD (Autocad 2000) and Planning (MS Project) works needed on site.

While the PROJECT SA Institute (see below) was collapsing due to the political switch of 1989, I registered this limited company to continue the former activity on private basis.
The largest designing project was an industrial platform HVAC system of 5000 Kw at SPIACT Craiova - utility of the regional railroads company.
Occasionally, I acted as Consulting and Design Engineer for a state owned company, Instalatii 2 TCIF SA, Craiova, for large construction projects of district and industrial HVAC systems (up to 10.000 Kw).

PROIECT Craiova SA, Romania (county governmental institute)

This was the Southwest regional institute for governmental civil investments. We designed, planned and supervised all the governmental projects for the civil sector in the area.
Here I upgraded at the Design Engineering entry level (III) and, in a few months, was charged as Project Manager (1983). Got level II after 4 years and in 1991 was approved for level I.
Investment projects begun with advanced Business Plan and went to extensive cost calculations based upon a very detailed national project controls system. The HVAC projects had to present at least three detailed techno-economical solutions to choose from in each case.
Most of my projects were large urban heating systems and networks. Have designed several 5-10 MW Thermal Units for the central area of Craiova City (300,000 habitants). Equipped with tubular exchangers, they are using superheated water (135/100 oC) from a co-generative power plant located 5 km outside the city.
Other projects included medium and small range heating plants (under 5 MW) on gas, oil or coal and are now supplying civil areas/buildings and industrial platforms.
I also managed the project of a 0.5 MW heat recuperating station equipped with water-water heat pumps, which uses wastewater from an iron foundry in Electroputere Plants and delivers domestic hot water to a neighboring residential area.

Turceni is the largest classical power plant in Romania and Eastern Europe. I was there at the time of units 2 to 5 start up period. I served as Operating Engineer for the client at the units 3+4 for a short time and soon after was upgraded as Events Analysis Inspector subordinated to the Technical Dept of the Energy Ministry. It was a challenging job at that time (1980-1982) because of the very intrusive political control, the oil crisis that had just begun, the poor quality of the coal (1500 Kcal/kg), the low qualification level and hostility of the workforce.
My job was to determine the primary causes of all the major events occurring in any subsystem of the plant (by my knowledge or organizing appropriate technical commissions), report them to the Energy Ministry (sometimes to the Minister himself) and other centralized entities, supervise the scheduled prevention plans and participate to all the activities related to processes optimization, reliability, safety.
As we had big events on daily basis I had the chance to deal with almost any possible operational problem (including turbine in flames, boiler cracked by internal explosion, floods, mortal accidents, etc).
Occasionally I acted as Operating Engineer and managed a sector of 2x330MW units.
Periodically, I acted as Manager of the Plant Technical Department, dealing with all the problems of a fossil power system from reliability and process optimizations to procurement, safety and environmental issues.
Upon the last period (the 4th year) I was assisting the night operations of the plant as Night Operations Manager.
Have trained technicians at the internal Training Center up to foreman certification (3 years) - 10 hrs/week.
08.1978 – 03.1979
Rovinari Power Plant, Romania (2 x 200 + 4 x 330 MW / coal, oil, gas)
