SUMMARY OF QUALIFICATIONS
Mr. Khouri has more than 12 years experience in the construction and remediation industries. His experience includes Phase I and Phase II environmental site assessments, environmental impact statement, hazardous waste remediation, solid and municipal waste treatment and waste management, groundwater treatment plants construction and O&M, contaminated soil removals, underground and aboveground tank cleaning and removal, asbestos abatement, noise and vibration control, and contaminated building cleanup and demolition. Mr. Khouri was also part of a team that was contracted by the Federal Government to perform Anthrax sampling and investigation throughout the USPS offices in the northeast of the USA.

RELEVANT PROFESSIONAL EXPERIENCE
LIRR/MTA East Side Access Project, New York, NY, $6.1 Billion Estimated Budget - Served as the Lead Environmental Engineer for the ESA project in New York City. The job involves the construction of new tunnels system in densely developed areas of midtown Manhattan, new tunnels system construction beneath active Amtrak facilities, construction of new terminals, ventilation facilities, off street entrances, and yards development. The job is to be completed in 2015. Also managed the Environmental Department with primary responsibility being the environmental coordination and oversight for the entire project, providing technical support for the design engineering and construction teams, inspectors, and environmental sub consultants so that construction of the project proceeds in compliance with environmental commitments and requirements.
New York Jets Stadium, Manhattan, New York, $1.4 Billion Estimated Budget - Langan is serving as the geotechnical, site/civil and environmental consultant for the design and construction of the proposed Jets/Olympic Stadium on the west side of Manhattan. As the environmental project manager, I was responsible for the environmental program that included subsurface investigation for soil, groundwater, and soil gas for inclusion in the Final Environmental Impact Statement (FEIS). The work required close interaction with multiple entities including the MTA, LIRR, NYCTA, NYCDOS, NYSDEC, Amtrak, and adjacent property owners such as the Jacob Javits Center.
Javits Convention Center Expansion, Manhattan, New York, $600 Millions Estimated Budget - As the project manager, I was responsible for environmental site assessment and site investigation for the planned expansion of the Javits Convention Center. The site investigation encompassed soil borings, soil gas and ground water monitoring wells installation and sampling. Duties included the preparation of the Phase I and Phase II investigative programs, management of site activities, coordination with clients, city and state agencies, and subcontractors for the timely execution of the work.
City University of New York, Tank Rehabilitation, Remediation and Closure Program, New York, NY – Served as the project manager for the technical assessment of the Underground Storage Tank (UST) facilities at seven City University campuses. Tanks sizes ranged from 550-gallons to 50,000-gallons. Alternative types of tanks, materials, piping systems, pumping mechanisms and monitoring devices were evaluated, and reports detailing work required at each site including estimated cost of removal/installation and a detailed implementation schedule was delineated. Prepared design drawings and construction documents for the tank and dispensing systems detailing the following: Vapor Recovery Systems, Fire Suppression Systems, Electronic Monitoring/Sensing Systems, Pumping/Delivery Systems, Storage Tank Details, Site Restoration, Subsurface Investigation, and Spill Remediation.
LCP Chemicals Inc. Superfund Site, Linden, NJ, $1.1 Million Budget - Served as the Project Manager and the Health and Safety Officer for the interim removal action program for mercury clean up and removal, petroleum contaminated soil excavation, storage tanks and steel structure demolition. The job also included a drum landfill investigation, done in level B PPE. Awarded the 74th Annual Governor's Occupational Safety & Health Award Citation of Merit of the State of New Jersey in 2002.
Circuitron Corporation Superfund Site, Ground Water Treatment System, East Farmingdale, NY, $1.6 Million Budget - Served as the Project Engineer and the Health and Safety Officer providing technical direction for on-site staff, guidance in hazardous waste/material management, and performing technical review of reports and contract deliverables. Coordinated with USEPA and USACE for the day-to-day operations and quality control matters.
Normandy Landfill Treatment Project, Beirut, Lebanon, $56 Millions Budget - Served as the Project Engineer, preparing Quality Assurance Project Plans for the remediation work. Supervised laboratory pre-qualification, equipment purchase, fieldwork, chemists hiring & training and laboratory analysis.
FAA Technical Center, Area D Jet fuel Farm, Atlantic City, NJ, $2.1 Millions Budget - Served as the Quality Control Manager, supervising laboratory prequalification, fieldwork, and laboratory analysis. Evaluated and optimized the operation of the groundwater treatment system, CEM, and SVE bioremediation system, and prepared quarterly reports deliverables to the USEPA and the USACE. Also performed quality assurance audit and review for the pre-excavation sampling results performed by FAA subcontractors, using field test kits for PCB and TPH.
FAA Technical Center, PCB Soil Remediation at Area 20A, Atlantic City, NJ, $3.2 Millions Budget - Served as a Laboratory Manager for the PCB contaminated soils removal project at FAA Technical Center. Responsibilities included the development of sampling and analysis plans, establishment of project data quality objectives, evaluation and selection of laboratories for testing programs, data quality assessment, and preparation of test reports.
Phase I & Phase II Environmental Site Assessments - Completed numerous Phase I Environmental Site Assessments for various developers specializing in urban renewal. Many of these properties were located in New Jersey and New York and included warehouses, hotels, manufacturing facilities, stores, shops, residential buildings, gas stations and vacant land. Also managed Phase II subsurface soil, groundwater, and soil gas sampling and provided support for the client's NYS Brownfield Cleanup Program application. Efforts included client communications, state agencies coordination, project meeting, coordination and oversight of field investigation, and report completion.
Rhodia Inc, New Brunswick, NJ - Served as the Project Manager for the remedial action performed at the creek banks of Mile Run Brook. The job involved the excavation of soil contaminated with TPH, PCB and Coumarin at both slopes of the creek banks, followed by the installation of absorbent pads, geotextile fabric, and biologs along the excavation area.
Solidere, Beirut, Lebanon - Managed the analytical program of a 60 acres' landfill reclamation project, including the setting-up of a laboratory, supervising 4 chemists and 3 technicians, collection and analysis of soil and water samples, assessment of results, and assessment and development of remedial options. Additionally, corresponded with management, owners, developers, and government representatives in relation to the above.
University of Central Florida, Orlando, Florida - Served as an environmental engineer/ instructor for the Department of Civil and Environmental Engineering, consulting on environmental engineering projects and serving as liaison with owners of contaminated properties, developers, and consulting engineers.
