Supervised inspection and enforcement of active coal mining in the State of North Dakota. Served as a data processing specialist for the Reclamation Division, which regulates coal mining within the State of North Dakota. Computer graphics were employed to illustrate topographic and environmental changes that result from mining and reclamation activities. Reviewed vegetation, land use and wildlife sections of coal mining permits.

Director, Abandoned Mine Lands(AML) Division, Public Service Commission 1985-2006
Administered a federally funded program to reclaim abandoned coal mines in North Dakota. An annual budget of nearly two million dollars was used to repair sites which are potentially hazardous to the public. I drafted the division budget and defended it before the Commission and the State Legislature.
I supervised a staff of engineers and scientists who both designed and managed construction projects. I ensured that grant applications were submitted in a timely manner to the Office of Surface Mining Reclamation and Enforcement (OSMRE), Department of Interior and served as Chief Procurement Officer for professional and construction services. I initiated public meetings to provide comment on planned reclamation, conducted preliminary analysis of potential reclamation sites and acquired requisite concurrence from State and Federal agencies for threatened and endangered species assessments and cultural resource evaluations. I supervised the planting of thousands of trees and shrubs to control wind erosion and provide upland game habitat. I developed my division's web page (http://www.psc.state.nd.us/jurisdiction/aml.html), the agency's Intranet page using Dreamweaver MX, and the agency Internet site using Dreamweaver MX. I served as the risk management coordinator for my State agency.
