PROFESSIONAL EXPERIENCE
Environmental and Social Consultant, Inter-American Development Bank (IDB)
Environment and Social Unit, Private Sector Department, Washington D.C. / May 2002 – October 2003
In coordination with a team of international technical specialists, successfully carried out to completion the environmental and social due diligence of a high-profile gas project in Peru, internationally known by the name of Camisea (www.camisea.com.pe). The 18-month due-diligence involved the assessment of all three project components (Upstream, Downstream, and Distribution) and ended with the approval of the Banks Board of Directors in September of 2003.
Responsibilities in this position include: – maintaining ongoing communication and regular meetings (in Washington and in Peru) with the project companies, contractors, the Peruvian government, as well as the NGO and stakeholder community; - reviewed and assessed all project environmental, social, health & safety and labor issues (impact assessments, management plans, and other technical documentation) to ensure project compliance with IDB, national and pertinent international requirements (WB operational policies and IFC guidelines), as well as best accepted practices; - represented the IDB in official site visits to the project area (Peruvian Amazon); - conducted environmental audits of company operations; - conducted research, wrote and translated the teams internal and external technical reports as well as all project related correspondence - organized and participated in a widely publicized Public Consultation Program in 15 indigenous, rural, and urban centers along the project right-of-way and ensured timely disclosure of information to project stakeholders and NGO's; - developed and negotiated the implementation of environmental and social safeguards with the project companies and the Government of Peru to improve the overall viability and positive impact of the project on the peoples directly and indirectly affected by the project; - monitored the adequate implementation of a Public Sector Loan approved by the IDB to strengthen the capacity of the Peruvian institutions involved in regulating and monitoring the Camisea Project; and - contributed to fostering ongoing dialogue, transparency and dissemination of information with project stakeholders worldwide.
Natural Resources Management Analyst, United States Agency for International Development (USAID)

Served as the primary government liaison and technical specialist for assessing, interpreting, writing, and communicating information about and for USAID's natural resources management programs.
F Provided management consulting and technical support to the biodiversity, forestry, education, and water teams of the USAID Economic Growth, Agriculture and Trade Office of Environment and Natural Resources.
F Researched and wrote reports on the Agency's natural resources programs, and assisted with the compilation and organization of data for Agency reporting and performance monitoring requirements.
F Other tasks include: seminar and conference support; web development and maintenance; production of outreach materials and other publications (including the annual report for two consecutive years, and a technical report to Congress on USAID's Activities in Tropical Forestry); and networking with Bureau and partner organization staff.

As a consultant, worked on the environmental due diligence of infrastructure projects in Latin America and the Caribbean (sectors: roads and highways, tourism, ports and harbors, water treatment facilities, and telecommunications).
Responsibilities include: 1) conducting reviews of environmental impact statements, management plans, action plans, and mitigation and monitoring plans; 2) ensuring project and sponsor compliance with pertinent IFC/World Bank environmental and social guidelines; applicable international environmental laws; and U.S. legislation and regulations; 3) writing technical summaries and reports on sponsor environmental performance and project environmental conditions; 4) drafting corrective and monitoring measures to mitigate adverse environmental impacts caused during the life of the project; 5) analyzing and monitoring water, air, and noise quality/conditions; and 6) translating, interpreting, and communicating complex technical data from Spanish to English.
