POSITION: Network Engineer
Performs network engineering, administration and maintenance for one of the largest ISPs in Afghanistan. Plans for network rollout of WiMAX and WiPLL systems as well as PPPoE system. Performs network security functions by hardening network and servers against attacks and collecting/preserving evidence. Builds and maintains server farm using Windows Server 2000/2003 and Linux. Interfaces with customers at customer sites and telephonically to resolve 3rd Level support issues referred from Help Desk. Programs and deploys Mikrotik routers and programs and maintains Cisco 7206 routers used at ISP. Designs and deploys 5000-user ISP for Kandahar Air Field in southern Afghanistan, using Mikrotik routers, wired connections, wireless bridges and wireless access points. Sets up, operates and maintains satellite hub to main Internet service provider in Hong Kong. Provides network engineering and security for Kandahar and Kabul networks.

Serves as Technical Director of MINUSTAH radio network. Designs broadcast network to cover island nation of Haiti. Installs and commissions high-power FM transmitters to ensure complete radio coverage of island nation. Interfaces with CITS for support necessary to maintain transmissions and PIO support. Serves as verifier for PIO requisitions and performs technical evaluations of bids from vendors. Receives ordered equipment into stock, and maintains warehouse. Orders equipment when stock falls to necessary level or as needed. Ensures tight technical compliance with international broadcasting standards and maintains broadcast IT network. Installs, commissions and maintains broadcast IT network utilizing Windows 2000, Windows XP Pro, Windows Vista Ultimate and Windows Server 2000/2003. Troubleshoots and maintains 8 servers and 72 client computers utilized by journalists and broadcast personnel. Troubleshoots to board level, troubleshoots network problems and maintains network and domain access control. Assists users with computer issues and installs/upgrades software for users where necessary. Interfaces with Radio Nationale d'Haiti and submits QIP projects to assist government broadcaster so that MINUSTAH frequency can be obtained. Provides reports and briefings on progress and planning to senior management as required. Maintains technical awareness and keeps abreast of technical developments in the industry through trade journals and attending training and seminars as available. Installs, configures and repairs broadcast FM transmitters as well as studio installation and maintenance. Performs IT work relating to the station automation systems and internal servers. Ensures tight technical compliance with international broadcasting standards and maintains broadcast IT network. Installs, commissions and maintains broadcast IT network utilizing Windows 2000, Windows XP Pro, Windows Vista Ultimate and Windows Server 2000/2003. Troubleshoots and maintains 4 servers and 56 client computers utilized by journalists and broadcast personnel. Troubleshoots to board level, troubleshoots network problems and maintains network and domain access control. Assists users with computer issues and installs/upgrades software for users where necessary. Designed the UNMIS network including satellite relay and performed calculations to ensure no overlap of FM signals. Responsible for ordering appropriate equipment to make the system work. Involved in negotiations with Sudanese government (both North and South) for licenses to broadcast.

POSITION: Station Engineer
Responsible for the overall operation and maintenance (contract) of the International Broadcasting Bureau transmitting sites on Tinian and Saipan in the Northern Mariana Islands. Responsible for O&M of six Asea Brown Boveri SK55C3-2P 500kW shortwave transmitters, two Continental 419F2 250 kW shortwave transmitters, three Continental 418E/F 100 kW shortwave transmitters and their associated antennas. Supervises three electronic technicians and seven electronic equipment operators in the master control room on varying shifts. Manages and trains personnel and also serves as station safety officer (HS&E officer), conducting safety inspections and promulgating safety standard operating procedures. Also responsible for station IT infrastructure including 35 workstations running Windows NT and Windows 2000/XP Professional, assorted printers, copiers and fax machines as well as six windows NT/windows 2000 servers, one windows 2003 server and one Sun Solaris email server running iPlanet and Netscape, and for maintaining Saipan/Tinian end of WAN satellite link between islands and Washington DC. Provides weekly, monthly and quarterly reports to IBB on-site engineer in Saipan concerning station operation and conditions.

Assistant Chief Engineer for spanish-language radio and TV network. Responsible for technical operation and maintenance of two TV and two FM stations with transmitters, repeaters and translators over a three-state area. Transmitters for FM are of the Armstrong and Harris brands and TV transmitters are ITS as well as low-power Harris. Responsible for production and news studios as well as remote broadcasts. Also responsible for maintenance of five servers running Windows 2000 server as well as NT server and 100 client computers running XP Pro to Windows 95, to include LAN and Las Vegas end of corporate WAN. Responsible for network and system administration as well as design and planning for LAN and WAN systems. Responsible for computer security and antivirus deployment. Configures and repairs workstations and servers and loads software and operating systems. Plans for network expansion and upgrading of routers hubs and switches. Responsible for maintenance and administration of four Cisco 1700 routers and two T1 lines carrying external Internet.
