Cost Engineer - Field Supervisor Dec 2000 –
Working on site I am in control of 3 Cost Engineers and 2 Timekeepers, where my responsibilities include but not limited too, the full responsibility for field assigned cost engineering and trending functions of the project. Provide day to day cost engineering support to project team, and detailed monitoring and analysis of field project budgets and actuals for direct and indirect labor and materials. Interface with other members of the project team, customers and other personnel. Update and maintain the project budget and cost data information.
Provide support to project financial reporting and trending functions and invoice / billing function as and when required. Provide miscellaneous cost support to project management and team members. Stand in for Project Controls Manager when he is absent from project.
Lead Trend/Cost Engineer – April 2000 – Dec 2000
Based in Cairo Home Office where I controlled a staff of 3 persons - 2 Cost Engineers and 1 Planner, reporting to the Regional Business Manager. My duties included Hands on management and operating of the Project Controls System (PC Works) which includes but not limited to Commitment capture flagging of Budgets etc, Work Order Tracking, Coding, and Budgeting. Tracking and trending of man-hours and quantities required to produce the weekly efficiency reports. Ensure that this information is then translated to the current Schedule and all variance identified and reported to Construction Management that they may take remedial action.
Analyzing of actual costs, produce estimates for change orders; identify trends and variances, input to the project PFSR (Project Financial Status Report). Administer the trend and change control program. Liaison with Sub Contract Management team to ensure all changes have been captured and formal contract amendments raised. Create ad hoc management Reports in Excel and Access. Provide the link between site and home office (This involved extensive travelling between Cairo and Alexandria)

Working for the Government owned Offshore Oil & Gas Exploration Company I was responsible for all aspects of Cost Engineering and Project Control’s including Contract Administration. During my employment period I introduced and implemented a Project Controls System as no Official Project Controls Department existed at that time.
The Project was in two phases the first involves drilling of 2 Holes in a oil reserve to prove the flow rates and quantity before the field was to be opened up for production in 2001. Unfornatully the wells did not yield any oil and the project stopped. Which resulted in me seeking alternate employment.

Here I was involved in the phase one of the Pebble Bed Modular Reactor power project. A mini sized nuclear power station first of which is to be built in Cape Town adjacent to Koeberg Power Station.
Based in the corporate Head Office in Pretoria with a staff of 2 Cost Engineers, 2 Project Accountants and 1 Administration Assistant, my duties include the review of current estimates and the compilation of the final budget. Implement a Cost Control Program, input all data and maintain project database generate monthly management reports.

Senior Cost Engineer
EPC Contract for the design, construct, erect and Commission a 70Mw Power Station located in the north of the island for CTBV. Using the Bagasse from the adjacent Sugar Mill as fuel.
Based on site I was primarily responsible for providing the Construction Manager (On Site) and Project Manager (Home Office) with a detailed over view of the Civil contracts, by producing concise and detailed performance information.
Duties included the development and introduction of a Cost/Budget reporting system for Duke Engineering on site using primarily MS Access for data collection and reporting. Administration of all contractual payments/ invoices (Generate Monthly Certificates), co ordinate all payments with the accounting division to ensure accurate monthly cash flow/forecast. Measure and or agree change. Track trends, Analyze daily and weekly labor returns for productivity. Review schedules on an ongoing basis to ensure we could achieve project milestone dates. Provide estimates for additional work given to contractors. Compile and analyze monthly management reports, compile a variance report, which provided management with information to make remedial decisions.

Lead Cost Engineer Iron Making
8,1 Billion SAR project for the design and erection of a Steel plant in the Western Cape. The plant is the second of its kind in the world using both Corex and Midrex technology within the Iron Making area.
Working for the owners team my duties included the responsibility for the overall cost control, budget estimates for new works undertaken, preparation of project reporting for Iron Making and the consolidated project report, progress monitoring, costing and invoicing. Work in conjunction with the Procurement Department to ensure that all change orders have been captured and budget flagged highlight variances warn management so they can take corrective actions.
Based on site, I managed a staff of 3 Quantity Surveyors, 2 Cost Engineers and 1 Technical Assistant.
The primary function of the department was to measure and control all reimbursable type contracts within the Corex, Midrex and Raw Materials handling area. These included the Civils, Structural Steel, Mechanical, Electrical and Piping erection.
This involved the capture of all contractors Plant, Equipment and Labour allocated to the various areas. This in turn was imported into an Administrative Database in MS Access developed by myself, which had a link to the Project Cost Control System (PCCS) which enabled us to produce standard and ad hoc management reports covering the total project EPC scope.
Assist Construction Managers in the understanding and controlling of Cost and Budget for their disciplines. Provide and assist Management perform project forecasts.

72 Million ZAR assignment involved working on 3 small projects to supplement and enhance the current process being the Common Control Room, Zircon Extraction Upgrade and new effluent ponds.
Based on site I had to implement the Hatch Cost Control System (PROCOST) SQL based system introduced to Hatch SA from Canada. I was also responsible for the overall cost control, budget preparation, and progress monitoring costing and invoice control.

Duties included the providing of a link between Site and Home Office. I was responsible for the planning (in conjunction with mining personnel) scheduling, development of cost and budget centers, implementation and upkeep of the MS Access Cost Control system, Data collection, update and provide daily, weekly, and monthly reports for management. Track and trend variances, provide detailed variance reports. Administer all contractual payment invoicing and co ordination between accounting and Cooperate Accounts in the Home Office.
I was also responsible for the design, implementation and updating of the Capital Information System (C.I.S.) in MS Excel later converted into Ms Access, which provided senior management with a view of all ongoing capital projects at Impala. This formed the basis of the 5-year and 30 year business plan.

245Million SAR Green field project where we built new Platinum mine in the Marikana district. This mine was designed to produce 500,000 oz of platinum per annum to supplement the production at Impala Plats.
Here I worked in the Cost Engineering Department where my duties included the daily authorization of procured items the tracking and trending of costs and manpower, generating management reports on a daily, weekly basis and provide the Lead Cost Engineer with data to compile to Monthly Progress Reports.
