Project Management
Bolivia Occupational Health and Safety Project. La Paz, Bolivia. Subcontractor to Abt Associates. August 2001 to present. Contracted by the U.S. Dept of Labor to provide design guidance for a tripartite occupational health and safety project implemented through the Bolivian Labor Ministry. Responsibilities include planning support for project framework, timeline, training, Terms of Reference, and performance indicators.
Cuiaba Integrated Energy Project. Santa Cruz, Bolivia. March 2000 to February 2001. Coordinator for the Environmental and Social Management System (ESMS) an ISO 14001-based management system developed for environmental compliance issues and project-related social programs during the construction phase of the natural gas pipeline. Additional responsibilities included advisor to Enron Corporation on programmatic issues related to the Foundation for the Protection of the Chiquitano Forest. (Enron is a Foundation Board member.)
Republic of the Marshall Islands. May 1986 to May 1988. Project Director for the Rural Sanitation Construction Grant ($601,000) funded by the U.S. EPA to the Republic of the Marshall Islands. Responsible for developing the proposal, work plan and project administration including coordination with elected officials and community organizations to implement the grant, prioritize grant recipients, and mobilize citizen participation.
Environmental Policy/Institutional Strengthening
Inter-American Development Bank (IDB) and Guyana Environmental Protection Agency. Subcontractor to ICF Consulting Group. September to November 1999 Developed technical recommendations that form the basis for environmental regulations for the program areas of water pollution control, hazardous waste management, used oil management, air pollution control, noise, and consolidated permit program. Assignment included review and development of Agency policy requirements.
Inter-American Development Bank (IDB) and the Municipality of the Central District, Honduras. Subcontractor to Abt Associates, Inc. May to September 1998. In-country Coordinator for the preparation of an environmental action plan and GIS maps for use during the project preparation phase of the Tegucigalpa Modernization Project funded by the IDB. Evaluated local government environmental agency capabilities, prepared institutional strengthening action plan and a decentralization process for preparing and evaluating EIAs and environmental permits. Evaluated proposed IDB investments for possible environmental and social impacts.
United Nations Development Program (UNDP) and Secretaría de Recursos Renovables y Desarrollo Sustentable (SERNDS), Argentina. Jan. to April 1997.
Project preparation of a proposed World Bank Pollution Control Project. Identified areas of institutional strengthening for SERNDS needed to manage and replicate the pilot projects. Prepared a survey of international demonstration projects, that could serve as potential models for the project.
U.S. Environmental Protection Agency (EPA), Office of International Activities (OIA) and PRAT. June to July 1995. Provided technical and planning assistance to the Proyecto para la Recuperación para la Bahía Talcahuano (PRAT), Chile. Evaluated the design and implementation of the consensus-based approach used by the San Francisco Estuary Project (SFEP) for applications to the PRAT project. Organized and led a Chilean delegation on a visit of Bay Area environmental agencies and pilot projects to evaluate potential applications for the PRAT program.
U.S. Environmental Protection Agency and CONAMA, Chile. April 1991 and November 1992. As a U.S. EPA employee on assignment to the Agency's Office of International Activities, provided technical assistance to the Chilean Comisión Nacional del Medio Ambiente (CONAMA) on the preparation and review of environmental impact assessments including a historical overview of U.S. environmental regulatory framework. Assignment also included participation in the evaluation of the Ley de Bases (NEPA-type law) and discussions with Chilean government resource agencies concerning proposed organization in preparation for the implementation of the law.
Republic of the Marshall Islands. May 1986 to May 1988. Served as the first General Manager of the Marshall Islands Environmental Protection Authority. During the two-year contract, established the administration and organization of the agency including annual work plan, budget, staffing, training, technical assistance, and policy formulation. Previously there had been no agency with an environmental mandate. Selected as the Marshall Islands' representative to the South Pacific Regional Environmental Program (SPREP). Developed proposals for consideration in the SPREP biennial plan. Responsible for reviewing environmental impact assessments of national and international significance and issuing the agency's comments.
Peace Corps Ecuador and PREDESUR. November 1979 to April 1982. As a Peace Corps Volunteer, assisted with the administration of the fish culture program including classes, public outreach, and the design and construction oversight of a fish hatchery at the Natentza Experimental Agricultural Station located in Zamora Chinchipe, Ecuador.
Public Education and Community Involvement Programs
Organization of American States, Unit for Sustainable Development and Environment. November 1999 to January 2000. Consultant to the OAS Program the Inter-American Strategy for Public Participation in Sustainable Development Decision-making (ISP). The ISP is a hemisphere-wide initiative to increase civil society participation in the decision-making process for sustainable development and the environment. Prepared component reports reviewing various project activities and implementation framework for future ISP Project activities.
Organization of American States, Unit for Sustainable Development and Environment. April to July 1999. Developed performance indicators and conducted in-situ evaluations of three multi-stakeholder coastal pilot projects, in Peru, Jamaica and the Gulf of Honduras; which have been supported by the ISP.
Organization of American States, Unit for Sustainable Development and Environment. October 1998 to February 1999. Prepared the Information and Communication Guidance that discussed best practices to be incorporated into the ISP. Responsibilities included evaluation of 12 public involvement pilot projects selected by ISP.
San Francisco Public Utilities Commission, Utilities Engineering Bureau
Subcontractor to the Joint Venture Montgomery Watson/Ballofet/Ellington
January 1998 to June 2000. As part of the consultant team, provided support in the planning and preparation of public education and involvement, and media outreach materials for the Water Supply Master Plan for the San Francisco Bay Area.
San Francisco International Airport, Bureau of Planning and Environmental Affairs. Subcontractor to LSA Associates. August 1996 to June 1999. Contracted to provide community relations support to the San Francisco International Airport as part of the Airport's Master Plan facilities expansion.
U.S. Department of the Army, Presidio of San Francisco. Subcontractor to Montgomery Watson. August 1995 to February 1996. Contracted to prepare a community relations plan required by CERCLA for the Army's environmental restoration of the Presidio of San Francisco. Project included development of a community involvement strategy related to environmental restoration activities and closure of the Presidio of San Francisco.
Regulatory Compliance/Litigation Support
CNA Insurance. San Francisco, CA. May to July 1997. Contracted to provide litigation support in preparation of the approval of the AHERN global settlement for damages resulting from worker exposure to asbestos.
GeoSyntec Consultants. Walnut Creek, CA. 1995-1996. Contracted to provide regulatory compliance support for hazardous waste litigation. Prepared regulatory matrices, literature reviews, summarized reports and data characterization.
U.S. Environmental Protection Agency and U.S. Department of the Army, Presidio of San Francisco. May 1994 to August 1994. As a U.S. EPA employee on assignment to the U.S. Dept. of the Army, assisted the Dept. of Public Works resolve outstanding compliance issues and prepare the application for the Army's potable water system and waste water systems at the Presidio of San Francisco and Hamilton Airfield.
U.S. Environmental Protection Agency, Office of Federal Activities, Reg. IX. February 1990 to February 1991. As EPA Federal Facilities Coordinator, served as liaison between federal agencies and U.S. EPA Region IX programs. Administered outreach program, assisted federal agencies understand their compliance responsibilities under federal environmental regulations, and facilitated discussions between EPA and other federal agencies. Reviewed Environmental Impact Statements for DOD and DOE projects and issued Agency comments.
Water Resources
U.S. Environmental Protection Agency, San Francisco Estuary Project, Region IX. February 1991 to April 1993. Responsible for the organization and supervision of a multi-disciplinary team which prepared the draft version of the Comprehensive Conservation and Management Plan (CCMP) for San Francisco Bay-Delta. Drafted and reviewed the pollution prevention, and dredging and waterway modification portions of the Plan. Participated in the design and implementation of the consensus process. Developed and managed local pilot projects which served to begin early implementation of potential management recommendations for the CCMP.
Training and Presentations
Cámara de Producción y Comercio, y CONAMA. Concepción, Chile. July 23 to 26, 1996. Invited to participate in a seminar on EIA regulations. Provided an overview of the National Environmental Protection Act, and the preparation and review of EIAs.
New York State University, International Programs. September 1995, August 1994. Participated in a U.S. AID-funded training on environmental policy for Brazilian professionals. Developed and presented material, in Portuguese, on the design and implementation of consensus process fora, dispute resolution, and public education and involvement programs.
GeoSyntec Consultants, Municipalities of Quito and Guayaquil, Ecuador, and Fundación Natura. February 1995. Conference speaker on designing funding strategies for environmental projects, and an overview of the environmental regulatory framework in the United States at environmental conferences in Quito and Guayaquil, Ecuador.
