1. Sohar Refinery Company, LLC February 21, 2006 to Present
Falaj Al Qabail, Sohar, Oman
New Oil refinery complex, 80% owned by Oman government and 20% by Oman
Oil Company. The refinery will process a mixture of 40,000 BPSD long residue and
76,000 BPSD Oman export blend crude as fractionated in CDU producing long residue for feed to RFCC with total plant capacity of around 116,000 BPSD. The complex comprises of On-Site Process units, Offsite Facilities and Utility Facilities capable of supplying feedstock/utilities to industrial area.
Position: Shift Foreman – Operations Utilities Area
Job Description:
A. Basic Function and Scope:
- Takes charge of all operation activities in Power Plant, Electricity Receiving &
Distribution System, Sea Water System, Steam & Condensate System, Fuel Gas &
Natural Gas System, Air, Nitrogen units and supervises the activities of the Operators in accordance with Daily Operation Guide from TSD and DOB during shift working hours.
- Reacts to emergencies in an organized manner according to the operating procedures.
- Trains shift operators and enhance the capabilities of shift operators through training program.
B. Tasks and Duties:
a. Take charge of all normal operation activities and emergency responses during shift working hours.
b. Overseas Control Operator's activities and ensures all process units and all products meet the requests of Daily Operation Guide and DOB
c. Monitors and ensures all processes and equipment are operating within the safety and environment margin.
d. Reviews logs books or TOB and DOB and follows up on jobs to be done and outstanding jobs in process. Identifies trends and movements in readings and logs.
e. Liaise with TSD and Off-site Shift Foreman for process feeds and products rundowns.
f. Follows-up on problems identified at commencement of shift or on continuing process problems identifying any action to be taken and initiating actions to overcome situation.
g. Prepares maintenance work request and authorizes work permits and vessel entry permit for both hot and cold work.
h. Refers process anomalies or non-routine events to Area Manager.
i. Carries out a physical inspection of plant reviewing situation on the plant with Operators.
Make sure all process equipment including spares and safety/environment equipment and personal protective equipment are ready for use.
j. Prepare shift operator training program with Lead Operator.
k. Trains and oversees the development of Shift Operators through on-the-job training programs.
l. Organize and conduct dry training for the appropriate and prompt response to emergencies.
m. Checks and confirms blinds list prepared by Operation Coordinators.
n. Checks and reviews procedures for newly installed equipment prepared by
Lead Operator.
o. Approves the leave request of shift operators and assigns substitutes for the vacancies.
p. Undertakes duties such as fire and safety training on a regular basis.

- Liaises with immediate associates on a frequent basis. Liaises on a periodic basis with TSD, Safety, and Maintenance on a regular basis.

Senior Control Panel Operator (DCS Console/Panel) designate and:
- Manages the safe operation of Central Control Room (CCR), monitors and controls the process/utilities plant DCS Consoles/Panel ensuring safe, economical, reliable and optimum performance of the production plants.
- Coordinates and leads the Process Field Technicians on the on-stream operation, scheduled start-up & shutdown, maintenance isolation of assigned units comprising process/equipments such as catalytic reactors, atmospheric/
