Mr. Khouri has more than 16 years experience in the construction and engineering industries. Mr. Khouri managed the performance of environmental programs for residential, commercial, and industrial real estate throughout world (USA, Dubai, Abu Dhabi, Oman, Lebanon, and France). Mr. Khouri also developed corporate environmental risk policies and provided input to corporate social responsibility and sustainability policies. Mr. Khouri provided environmental/risk management training and designed environmental programs to streamline work product and implement cost-effective measures that would satisfy corporate policy requirements and reduce costs to the client while maintaining a steady revenue stream for the firm.

Mr. Khouri areas of expertise include business development, project management, construction management, financial management, project scheduling and cost control, quality assurance, and environmental health and safety. Mr. Khouri has also extensive experience with Federal and State government contract management requirements as well as a solid understanding and experience of the Middle East culture and work practices.

Mr. Khouri is responsible for the establishment of Langan International branch offices in Abu Dhabi and Dubai in the UAE, including registration, licensing, staffing, marketing, business development and project management. Responsibilities included targeting and securing projects, reviewing contracts, retaining subcontractors, complex engineering, managing projects and reviewing reports.

Mr. Khouri active role in some of the lead professional organizations allowed an unprecedented recognition of the firm's diverse capabilities and national and international exposure, which in turn translated into the firm's exceptional financial and personnel growth. Mr. Khouri co-manages Langan Engineering environmental group comprising of 18 engineers and 14 scientists. Under Mr. Khouri's management, the firm's NYC environmental engineering group grew in the past 5 years from 8 to 32 employees, and the annual group fee billings consecutively grew from about $1.5 Millions to over $7 Millions.

HIGHLIGHTS OF REPRESENTATIVE PROJECTS

OQYANA World First, +$1 Billion Budget (Dubai, UAE) – Langan was retained by the owner to perform geotechnical and waterfront / marine engineering evaluations of the island's perimeter seawalls and ground improvement schemes, as well as seismic slope stability analysis at the edge of the islands. Langan's design effort and creative approach led to enormous budget and schedule savings for the client. The proposed development, currently in the early design development phases, will consist of luxury villas, hotels, and commercial buildings with marinas for yachts and private boats. The island edges will predominantly consist of beaches and quay walls. The project requires extensive coordination as there is multiple design teams involved. One team, Global Design Collaborative, is developing the overall master plan; HOK Architects will design the hotels and commercial amenities of the center islands; the villas will be designed by Kuwaiti-based architect Al-Jazeera.

Normandy Landfill Treatment Project, $65 Millions (Beirut, Lebanon) - Served as the Project Engineer for the development of the landfill. Managed the remediation program of a 60 acres' landfill reclamation project, including the setting-up of a laboratory, supervising 5 chemists and 4 technicians, assessment of results, and design of associated remedial options. Additionally, corresponded with management, owners, developers, and government representatives in relation to the above. Mr. Khouri's involvement with the project from the design stage through out the full remediation led to the project ultimate success with regard to the the remediation design, and schedule and budget compliance. Additionally, Mr. Khouri's extensive knowledge of the Middle East culture combined with local regulations expertise led to the smooth implementation and operation of the various tasks at hand, mainly with respect to community and public relations, while maintaining the impacts to the surrounding community and marine life from non-existent to compliant with regulatory standards.

Al Athaiba Beach Restoration Project, +$1 Millions (Muscat, Oman) - Provided environmental engineering and site civil support for the treatment, erosion control and beach restoration at a 1 Km stretch of the beach. Project is still ongoing for the future treatment for an additional 30 Km stretch of the beach.

Saint Germain sur Ay Beach Restoration Project, +$1 Millions (La Manche, France) - Provided environmental engineering and site civil support for the treatment, erosion control and beach restoration at a 1 Km stretch of the beach. Project is still ongoing for the future treatment for an additional 200+ Km stretch of the beach.

LIRR/MTA East Side Access Project, $8.4 Billion Budget (New York, USA) - The project involves the construction of new metro tunnels system in densely developed areas of midtown Manhattan, new tunnels system construction beneath active Amtrak, Metro North and NYCTA facilities, construction of new terminals, ventilation facilities, off street entrances, and yards development. As the Lead Environmental Engineer of the project, Mr. Khouri's primary responsibility was the environmental coordination and oversight for the entire project. In addition to establishing the guidelines of the project specific environmental management system, Mr. Khouri provided direct and extensive public and community relations outreach, educational and awareness programs, as well technical support for the design engineering and construction teams, inspectors, and environmental sub consultants, so that construction of the project proceeds in compliance with environmental commitments and requirements. Mr. Khouri's leadership of the environmental department, constant interaction with responsible parties and stockholders, and efficient document control system, led to a successful and uninterrupted work progress. By streamlining and identifying the environmental liabilities on the project ahead of time, Mr. Khouri's was also able to conduct the work under budget and on time, while maintaining the utmost quality. Another key component of the project success was the direct and constant coordination between Mr. Khouri and the multiple agencies and operators of the project, such as USEPA, NYSDEC, NYSDOH, NYCDEP, DOB, MTA, LIRR, NYCTA, Amtrak, and MetroNorth.

Columbia University Expansion Project, +$2 Billion Budget (New York, USA) - Columbia University new campus will be built within a 17-acre area and will be comprised of academic facilities, research facilities, and housing for graduate students, faculty, and other employees of Columbia University as well as commercial retail stores and open space areas. Mr. Khouri serves as the senior project manager for the project overseeing all environmental engineering related activities. This include site assessment and investigation activities prior to the development, pre-construction support for demolition, recycling, salvaging, soil and groundwater management, and LEED certification and verification support. Mr. Khouri's team will also be providing engineering oversight services during construction as well as community air monitoring for air and noise. All assessment and investigation activities involve detailed coordination and interaction with Columbia University, City and State agencies, construction managers, and the community. To date, under Mr. Khouri's leadership, the project environmental scope was approved in full by city and state regulators, which in turn translates into cost and schedule savings.

New York Jets Stadium, $1.4 Billion Budget (New York, USA) - Served as the geotechnical, site/civil and environmental consultant for the design and construction of the proposed Jets/Olympic Stadium on the west side of Manhattan. As the environmental project manager, Mr. Khouri's was responsible for the environmental program that included subsurface investigation for soil, groundwater, and soil gas. The work required close interaction with multiple entities including the MTA, LIRR, NYCTA, NYCDOS, NYSDEC, Amtrak, and adjacent property owners such as the Jacob Javits Convention Center. MR. Khouri's team diligence (24/7 work schedule), extensive technical expertise (soil/Air/Groundwater) and unprecedented work ethics (entire team was on call 24/7), let to the ultimate success of the environmental program and completing the project weeks ahead of schedule.

City University of New York, Tank Rehabilitation, Remediation and Closure Program, $5 Million Budget (New York, USA) – Served as the project manager for the technical assessment of the Underground Storage Tank (UST) facilities at seven City University campuses. Tanks sizes ranged from 550-gallons to 50,000-gallons. Alternative types of tanks, materials, piping systems, pumping mechanisms and monitoring devices were evaluated, and reports detailing work required at each site including estimated cost of removal/installation and a detailed implementation schedule was delineated. Prepared design drawings and construction documents for the tank and dispensing systems detailing the following: Vapor Recovery Systems, Fire Suppression Systems, Electronic Monitoring/Sensing Systems, Pumping/Delivery Systems, Storage Tank Details, Site Restoration, Subsurface Investigation, and Spill Remediation. Mr. Khouri's knowledge of the regulations and design experience coupled with outstanding support from the environmental group and support contractors led to the successful repair/upgrade/replacement of the enormous tanks system with minimum to no interruption to the operations of the facilities on campus.

Circuitron Corporation Superfund Site, Ground Water Treatment System, $1.6 Million Budget (New York, USA) Served as the Project Engineer providing technical direction for on-site staff, guidance in hazardous waste/material management, and performing technical review of contract deliverables. Coordinated with USEPA and USACE for the day-to-day operations and quality control matters. The success of the project led the USEPA and USACE to place the firm on its recommend list of engineering design firms, which in turn led to additional work and opportunities with the USACE.

LCP Chemicals Inc. Superfund Site, $1.5 Million Budget (New Jersey, USA) - Served as the Project Manager for the interim removal action program for mercury clean up and removal, petroleum contaminated soil excavation, storage tanks and steel structure demolition. The job also included a drum landfill investigation, done in level B PPE. Awarded the 74th Annual Governor's Occupational Safety & Health Award Citation of Merit of the State of New Jersey in 2002.

FAA Technical Center, Area D Jet fuel Farm, $2.1 Millions Budget (New Jersey, USA) - Served as the Quality Control Manager, supervising laboratory prequalification, fieldwork, and laboratory analysis. Evaluated and optimized the operation of the groundwater treatment system, CEM, and SVE bioremediation system, and prepared quarterly reports deliverables to the USEPA and the USACE. Also performed quality assurance audit and review for the pre-excavation sampling results performed by FAA subcontractors, using field test kits for PCB and TPH.
