SYNOPSIS
An highly experienced professional with 24 years international experience as a Quantity Surveyor, Contracts Administrator, Contracts Engineer and Claims Specialist on most types of construction/engineering projects world wide working with both contractors and consultants. After training, working and qualifying as a Contractors Quantity Surveyor, Malcolm left the UK in 1980 to pursue a career overseas. Between 1980 and 1990 Malcolm worked throughout the Middle East primarily for Contractors. In 1990 Malcolm moved into claims working for a leading specialist claims and dispute resolution firm. During 1993, Malcolm settled in Thailand where he remains home based. After a year of working with a major local international contractor, he registered his own company providing independent consulting services. Between 1999 and 2001 Malcolm worked in Vietnam on a major ADB project to rehabilitate 450 Km of National Highway No 1. Project Name & Location: Rehabilitation works associated Maritsa-East 2 Thermal Power Plant (TPP), Stara Zagora Bulgaria
The project involves the construction of Flue Gas Desulphurisation Systems, up-rating of the turbines and other miscellaneous works associated with the TPP.
Responsibilities: 1. Review of contract documents and contractual correspondence including subcontracts and identification of risk and opportunity areas as work proceeds.
2. Monitoring commercial issues, drafting correspondence and notices. Promoting the maintenance of records for use in substantiating future claims.
3. Contractual, commercial and strategic advice and assistance in relation to any project claims to be pursued or addressed by IHI.
4. Contractual, commercial and strategic advice and assistance in relation to project variation orders to be pursued or negotiated by IHI/MPP.
5. Support the compilation of monthly requests for payment and support the negotiation of monthly payments, variation account, claims and final account.

Title: Project Control Advisor
Employer: HighPoint Rendell (Hong Kong)
Seconded to COOEC (China Offshore Engineering Company), the engineering arm of China National Offshore Oil Company (CNOOC).
Project Name & Location: The Bohai Phase II Development Project.
ConocoPhillips China Inc (COPC) is currently executing the development of the Bohai field in the Bohai Sea area off the north-east coast of the People's Republic of China (PRC). The entire project requires five well head platforms and one riser/utility platform.
Responsibilities: Establish and oversee the set up and initial running of a Project Services Department.
Project Name & Location: The HZ21-1B Gas Production.
China National Offshore Oil Corp (CNOOC) + AGIP China B.V + Chevron Overseas Petroleum Ltd + Texaco China B.V collectively known as ACT-OG are further developing the Huizhou gas field located in the South China Sea approximately 160 km Southeast of Hong Kong.
COOEC were awarded the EPIC Contract for a new gas production platform.
Responsibilities: Review outstanding commercial issues towards the end of the project to identify, pursue and resolve commercial and time issues.
June 2004 – April 2005 Laos
Title: Senior Contracts Engineer
Employer: Oriental Consultants (OC), Kawasaki City, JAPAN
Project Name & Location: Greater Mekong Sub-region Northern Economic Corridor
The Project calls for the improvement of National Route No 3 from Houay Xay on the Laos side of the Mekong River bordering Thailand to Boten on the Laos border with the Peoples Republic of China, a distance of approximately 250 Km over mountainous, rolling and flat terrain.
The whole Project has been divided into three (3) sections each approximately 80Km depending on source of funding. Section A is funded by the Thai Government, Section B by the ADB and Section C by the PRC Government.
Responsibilities: Commercial and Contractual Support to all components making up Oriental's Terms of Reference including:
* Resettlement activities all sections.
* Construction Supervision Section B.
* Assist the Client with pre-qualification of contractors and procurement of supplementary construction contracts including preparation of bidding documents and evaluation of contractors for all sections including (a) 100Km of rural access roads (b) toll collections facilities and (c) weighing stations and forestry checkpoints.
Sept 2003 – June 2004 Taiwan
Title: Senior Quantity Surveyor
Employer: HBP Joint Venture (Hochtief-Ballast Nedam-Pan Asia JV)
Project Name & Location: High Speed Rail Project - Taiwan
The project is the worlds biggest rail project, providing a high speed rail link between the capital Taipei and the southern city of Kaohsiung, a distance of 350 Km. The HBP scope consisted of Contract C250, the design and construction of 38 Km of elevated viaduct and bridge construction together with short lengths of cut and cover tunnel and earthworks.
Responsibilities: Contract Management of Prime Civil Subcontract during latter part of project in particular claims review and rebuttal.
May 2000 – Jan 2003 Venezuela, Kenya & USA
Title: Consultant Quantity Surveyor
Employer: Dal-Sterling Group PLC
Project (3) Name & Location: Valero Refinery Power Project, Benicia, California, U.S.A
The project was to provide a new Cogeneration Power facility at Valero's Benicia CA refinery. The plant consists of one 51 megawatt (MW) combined-cycle gas turbine with chillers, Heat Recovery Steam Generator (HRSG), Selective Catalytic Reduction (SCR) and oxidation catalyst systems for emission control, a small package cooling tower and associated instrumentation, piping and wiring.
Responsibilities: During the construction phase, Contract Administration, Correspondence, Document Control & Change Orders on behalf of Encompass Industrial Services Inc the lead subcontractor for Civil, Piping and Electrical works.
Following completion of construction, Dal-Sterling was engaged to prepare claim documentation by the prime contractor Encompass Power Services Inc. During this phase, research and preparation of quantum data for claim documents.
Project (2) Name & Location: Olkaria II Geothermal Power Project, Naivasha, Kenya
The project provided for the construction of a 64MW power station using steam derived from existing underground wells and comprised all necessary civil, electrical, mechanical and other works to complete the total project.
Responsibilities: Preparation of an Interim Extension of Time Claim and Piling Works Change Order on behalf of Mitsubishi Heavy Industries the lead civil and structural contractor.
Project (1) Name & Location: Sulphur Complex Package, José, Anzóategui, Venezuela
The project consisted of the Engineering, Procurement, Supply, Construction and Commissioning of a US$ 120 million Sulphur Complex Package.
Responsibilities: An audit on behalf of Kvaerner Venezuela, to establish whether the correct amount of escalation (price adjustment) was being calculated and billed under the terms of the Main EPC Contract as well as sub and procurement contracts.
July 1998 – April 2000 Viet Nam
Employer: Chiyoda Consulting Engineering Co Ltd – Tokyo, Japan
Project Name: Rehabilitation of National Highway No 1, Ho Chi Minh City to Nha Trang, Viet Nam.
The project comprised the rehabilitation of 450 Km of sub base, asphalt paving together with ancillary drainage and 320 minor bridges.

Responsibilities: Responsible for the Commercial & Contractual administration of three separate ADB (Asian Development Bank) funded, Construction Contracts.
