August 2006 – On Contracts Engineer –Supply Department with
Qatargas Operating Company (Ras Laffan).

Basic Function:
Analyze requests for contracts initiation and develop contracts packages, set and recommend qualification / evaluation criteria and negotiation strategies and attend the same, coordinate and advise users Divisions on contractual and commercial matters. Evaluate and apply judgment on claims and request of variations and contracts and follows up work process up to contracts file close out.

Duties:
* Participate in preparing annual acquisition plan.

* Receive and analyze works scope and specifications for works and services to be contracted, clarify works aspects, and verify technical evaluation criteria.

* Recommend and agree with Contracts Section Head on contracting strategy. Propose contract type and compensation method. Prepare tender documents, liaise and finalize Legal, Finance and Users Divisions concurrence on tender documents.

* Establish bidders pre-qualification criteria (In view of company's procedures), Evaluate Contractors capabilities, recommend bidders list and prepare the necessary submission to the concerned tender Committee for bidders list approval.

* Prepares invitation to tender, authors the final draft for management approval and issue tender documents.

* Evaluate technical / commercial clarifications and finalize the same. Plan site visits and attend the same. Advice the bidders on clarifications concluded during site visit. Attend technical and commercial bid opening.

* Evaluate exceptions and qualifications to tender documents raised by bidders, advice bidders through proper channels on Company stand against the same, obtain Legal, Finance and Users Division advice / comment and negotiate the same with bidders.

* Arrange for technical evaluation of bids, review technical evaluation reports and request authorization for commercial bid opening.

* Perform commercial evaluation, exercise all possible options and finalize techno-commercial evaluation. Propose cases for negotiation, set basis for negotiation and submit it for approval and attend negotiation meetings.

Summarize the results and obtain confirmation.

* Prepare final recommendations for award in liaison, author the final draft and submit the same for management/tender committee approval.

* Prepare Letter of Intent / award and agreements, author and initial, obtain successful Contractor's acceptance of award and signature of agreement, proceed with obtaining concerned Management's signature and ensure proper distribution of the same. Follow up the submission of performance bank guarantee, verify and recommend acceptance of the same.

* Receive and verify claims and request for variations apply my judgment, plan and propose negotiation strategy and meeting as applicable and attend the same. Prepare recommendations on the same and apply for management approval. Finalize the issue and settlement of claims and variations.

* Follow up with concerned Divisions the performance evaluation of contractors and complete close out of files.

* Work under general directives and in accordance with the established policies and functional procedures, while processing daily activities. Apply contractual/ commercial engineering standards and practices on each part of work.

* Ensure that all proposals, recommendations and implemented actions provide best value of money, protect Company's investment and satisfy works quality requirement.

1995 – JAN. 2005 Spare parts/ contracts engineer CUM buyer with the Federal Electricity and Water Authority (F.E.W.A) Dubai.

Tasks and Responsibilities
Ensure availability of material resources as preparation to process equipment, planned preventive maintenance and regular raising of material purchase requisition to carryout maintenance.

* Review stock inventory levels of materials, source required to carry out equipment repair and maintenance.

* Review the stock inventory levels of the provision of spare parts for maintenance works within the required scope

* Technically approve placement of orders for the provision of spare parts and components by vendors.

* Ensure appropriate spare parts and components stock control maximum and minimum levels

* Prepare technical evaluations for ordering of spare parts and components.

* Coordinate issues related to equipment maintenance and provision of the engineering data required for operation with equipment vendors/ manufacturers.

* Provide the required data and information to the computerized maintenance management system team.

* Prepare and submit for review reports in the standard form and statistical surveys in order to improve maintenance process and projects.

Participate in formulating procurement policies and procedures and recommend amendments when opportunities to improve performance are identified.

Establish high level contacts with major vendors, suppliers and sub-contractors and undertake visits, as necessary, to assess suitability for inclusion in bidder's lists, negotiate purchasing Sources agreements, ensure specification compliance and secure commitment for timely delivery.

Co-ordinate and manage the preparation and issuing of tenders/enquiries for the securing of goods and services to meet the Authority's needs. Assisting clients in developing and refining specifications, ensuring budget cover for the purchase, scheduling and conducting clarification meetings for the benefit of pre-qualified suppliers and setting closing dates for bids.

Process approved bids through the raising of Purchase Requests and the issuing of contracts where necessary.

Place orders with approved suppliers, contractors or consultants and monitor the performance, in providing contractual services. Receive reports on potential and actual failures to meet deadlines and takes corrective action.

Supervise the receipt of purchased goods and services and certify contract compliance to enable payment of supplier's invoices. Ensure all specifications have been met, correct installation has been carried out and that commissioning is complete.

Pre-repair and pre-dispatch inspection of materials sent for refurbishing at contractor's works locally and abroad (Wood Group Heavy Industrial Turbine Limited, Kaevernor Energy Limited, Sermatech UK. SIFCO Ireland, ETC.).

Shift Engineer, Ghubrah power generation and water desalination plant with Sogex Oman Co, Muscat - Sultanate of Oman.

Absolutely conversant with the operation and maintenance of parallel/cross flow, 20/16 multi-stage flash desalination plants (MSF), frame five and frame six Alsthom/GE gas turbines, steam turbines and duel fuel boilers and associated equipment.

Ghubrah plant consists of:

Nine Alsthom frame five gas turbine units with speedtronic MarkII control.

Two GE frame six gas turbine units with speedtronic MarkIIcontrol.

Two John Brown frame nine gas turbine units with speedtronic MarkV control.

Three BBC steam turbine units of 9.5 Mw each, one BBC unit of 50 Mw condensing/extracting type) and one ABB back pressure unit of 32 Mw.

Four Hitachi Multi-stage flash (MSF) sixteen stages cross flow desalination plants of six MIGD each. One Demag twenty-stage parallel flow type of five MIGD.

Nine duel fuel Babcock/ Skg/ Hitachi boilers.

Two pumping stations for water transfer comprising ten pumps. The capacity of each pump is 1080 Cu.M. Per hour at 10.5 bar pressure.

c) High and low voltage system switching, isolating and earthing (132 kV, 33 kV, … etc.)

d) Issue and cancel permits to work limitation of access and sanction for tests.

e) Perform plant auxiliaries mechanical and electrical isolation and de-isolation.

f) Carry out units pre-maintenance tests (stand by auxiliaries auto start/stop, protection devices operation … etc.) and all re-commissioning tests.
