Developed, marketed and implemented an integrated risk management program for effective vessel/port interface. This program was reviewed by the International Maritime Organization (IMO), Society of International Gas Tanker and Terminal Operators (SIGTTO) and British Petroleum Marine and British Petroleum Shipping and found to meet all International requirements associated with maritime operations. Presented a paper, co-authored by SIGTTO on Vessel/Port Interface Programs as Risk Management Tools at an International Risk Management Conference in Oslo, Norway June 2001. Co-authored with the SIGTTO Secretariat, Chapter 7, Risk Communication for the Societies paper on LNG Operations.

Reporting directly to the SVP, Marine Operations with responsibility for development and implementation within the Royal Caribbean Fleet of all environmental compliance programs developed as a result of the Environmental Compliance Program with the Department of Justice. Sailed with every ship in the fleet and provided oversight to the audit team which reported through, SVP safety & Environment, to DOJ. Developed Best Management Practices for a number of shipboard functions such as painting and chipping, Bloodborne Pathogens, Medical Waste Management to include management of sharps, hazardous material training and hazardous waste classification and management.
Typically there were from 50-70 nations represented on each ship and training had to be done to meet the requirement of each individual crew member. Responsible for development of the Environmental Officer Position Description and for assisting in the interviewing and recruitment of the initial Environmental Officers. Started a Green Hotel Program and worked with the ISO 14001 Certification Process. Began a confined space management program to include upgrade of monitoring equipment onboard all vessels. Organized the EPA Refrigerant Certification Training Program to ensure all shipboard personnel dealing with ozone depleting substances had the proper EPA Certification.
Reorganized the hazardous material management program.

Awarded the Navy Meritorious Civilian Service Award for my tenure as Safety/Environmental Director, Naval District Washington. Directly responsible for oversight of all safety and environmental issues associated with the Base Realignment and Closure Activities at Naval District Washington. Resolved a Sierra Club Citizens Suit and two Environmental Protection Agency Consent Agreements. Developed and implemented a community relations/stakeholder involvement program called Walls to Bridges which evolved into Bridges to Friendship. This program allowed the community to become a part of the progress underway at Naval District Washington. The program also partnered 13 Federal Agencies in an effort to make the best use of existing available resources. Developed an innovative on-line training tracking program to ensure that EPA and OSHA training requirements were met and documented. Reengineered the way in which work was accomplished bringing in new organizations with new vision to the team. Outsourced several positions such as NPDES compliance and UST management to ensure highly qualified persons were performing the critical compliance work. Developed and implemented the first hazardous material management program in which all tenants were participating. Coordinated with EPA the establishment of the Anacostia Toxics Working Group and coordinated the studies the Naval Research Laboratory.
Was invited to speak at the FAA Environmental Managers Meeting two years in a row and also worked closely and cooperatively with the Department of Energy.

Served as the first Environmental Compliance Manager for Naval Security Group Command with responsibility for all environmental compliance media, budget preparation and submission for 11 activities worldwide. The Commander, Naval Security Group Command was awarded the Secretary of the Navy Commendation Award for the environmental program and the environmental policy statement six months into program development. Worked with the Government of Panama on natural resource issues as a result of work at Galeta Island Panama. Cooperated with the Smithsonian Tropical Research Institute to ensure that appropriate measure were taken to protect threatened and endangered species at all times during Navy construction. Worked with the British Ministry of Defence to ensure that a Naval Security Group Base Closure was accomplished within all relevant guidelines. Also inspected an operational facility with the British Ministry of Defence. Established and maintained the policies for an operational firing range in Virginia that had been inappropriately sited. Coordinated with regulators and other Navy commands to achieve a mutually beneficial solution.

Appointed to the position by MG Akin during the time of the criminal investigations at the Army Pilot Plant. Coordinated the various sampling programs and worked closely with what was then known as CRDEC to ensure appropriate management of any potentially chemical agent contaminated issues. Also was detailed to serve as US Army Aberdeen Proving Ground Resource Conservation and Recovery Act Program Manager.
Reorganized the hazardous waste management contract and also coordinated closely with a TECOM Environmental Engineer to allow an accumulation of agent contaminated material to be landfilled disposed. All items had been decontaminated and checked multiple times for any residual contamination and still EPA declared the items not to be eligible for disposal. This resolution allowed a large backlog to be disposed in accordance with all applicable and relevant regulations. Was given an award by MG Akin for the effective management of the HW program.
