2007, contracted through Technical Diagnostic Services to the Urenco National Enrichment Facility following contract with Washington Group International (WGI) as procedure team supervisor for Louisiana Energy Services (LES) on first US nuclear project in 30 years, one of only 4 facilities in the world and first & only combined construction & operating license (USNRC; $1.8 billion project); southeastern New Mexico. Provide QA audits, procedures, and support to both WGI and LES; also, SAP trainer for the LES/WGI integrated management team. Prior to, on contract Safety Inspector with QIS for Equitable Resources/Equitrans on largest project east of Mississippi River, the Big Sandy Pipeline.
2000-2006, contracted through Environmental Planning and NEPA Services to lead and conduct first independent assessment & first audit of Thomas Jefferson Nuclear Accelerator Laboratory environmental management systems (USDOE facility; ISO 14001:2004). Also, Safety Inspector representing Williams Northwest Pipeline (Williams Energy) on the Capacity Replacement Project (268-mile right of way, Washington State). Quality Control Manager with MACTEC. Responsibilities included control of quality, final inspection, and certification of support structures for the State of California Department of Transportation (CalTrans) San Mateo Bridge Widening Project.
Quality Engineer with Site of Care Systems. Responsibilities included validation of programs through testing of software on various platforms, developing test specimens and scripts, procedures, records creation, and liaison with regulatory bodies for this medical, peri-natal information company serving hospitals and medical centers nationwide, including interface with the Hewlett Packard Fetal Monitor prototype at the Duke University Medical Center.
Technical Writer through Adecco to West Valley Demonstration Project (Westinghouse/USDOE facility). Responsibilities included standard operating and other procedures, delivery of training on initial implementation of the Integrated Waste Tracking System of Idaho National Engineering and Environmental Laboratory (INEEL; now, combined with the Argonne National Laboratory-West as the Idaho National Laboratory (INL)).
1970-1999, E2 Consulting Engineers. Assigned to the USDOE Spent Nuclear Fuel Project. Responsibilities included startup engineering and startup programs administration, including safety inspections for OSHA compliance, investigation of incidents and accidents, development and delivery of training, procedures, and liaison to regulatory bodies and Site QA; voting member of the Voluntary Protection Program (VPP) and Employee Zero Accident Council (EZAC), components of the Department's Integrated Safety Management System (ISMS).
Vice President of International Sales and Management Representative with Quality Systems Development. Responsibilities included maintenance of accreditation by the Registrar Accreditation Board (RAB; US) and the Environmental Auditor Registration Association (EARA; UK); development and delivery of training throughout the US, India, and Thailand on ISO 14000 environmental management system standards and auditing; and, tutor to the Maryland Consortium of ISO 9000 Companies on ISO 9001 auditing (IRCA accredited; ASME NQA-1 equivalent). Oak Ridge Associated University. Consultant. Responsibilities included assisting USDOE Office of Nuclear Energy, NE-80, during US visit by nuclear safety inspectors from the Russian Federation to finalize their expectations regarding requests for in situ training by the Department.
Assigned through Scientech to the US Enrichment Corporation (USEC) Paducah Gaseous Diffusion Plant. Lead QA Auditor (ASME NQA-1). Responsibilities included audits of conduct of operations. Represented coalition of Scientech and Alamo Learning Systems to conference of Tri-State Chambers of Commerce on ISO systems (Indiana, Ohio, and Tennessee).
Senior Consultant through GD Barri and Associates. Assigned to USEC to as co-author to draft the Quality Assurance Plan for Radioactive Materials Packaging and Transportation, required by the US Nuclear Regulatory Commission (USNRC) for initial licensing of the facilities for continued operation. The USEC was established by Congress to transition both US uranium enrichment plants from the USDOE to private ownership of the licensed facilities. Previous assignment, assigned to the USDOE Rocky Flats Site, managed and operated by EG&G. Responsibilities included root cause analysis and reporting of occurrences, incidents, and accidents.
Senior Consultant through MACTEC. Assigned to USDOE Headquarters, Germantown, Maryland. Responsibilities included support to the Office of Nuclear Energy, NE-10, for the Paducah and Portsmouth Gaseous Diffusion Plants, managed and operated by Lockheed Martin Utility Services for the Office of Oak Ridge Operations; represent NE-10 in interdepartmental activities on suspect/counterfeit parts and materials, quality assurance, assessments of Oak Ridge and Idaho (including TRU waste), and other issues of interest to the Department. Special assignment to the General Services Contract office, Richland, Washington, to assist with delegation of Department headquarters approval authority to the Department's Richland Operations, using Primavera P3 programs to develop and maintain schedules and other project controls. Involved in preparation of Environmental Assessments and EIS documents for problematic underground storage tanks (CAA, CWA, NEPA, WAC, et al.).
Assistant Vice President with Energetics. Responsible for full P&L for the company's Washington DC office, supporting the USDOE Office of New Production Reactors, NP-1 ($40M contract).
Senior Consultant through UESC. Assigned to the USDOE Savannah River Site. Responsibilities included operational readiness reviews of site wide activities in support of restart of three tritium production reactors; and, as Lead QA Auditor for the conduct of audits and reviews.
Senior Specialist with Carolina Power & Light Company (now Progress Energy). Assigned to the H. B. Robinson Project, an operating pressurized water reactor power plant, operating coal-fired power plant, and Independent Spent Fuel Storage Installation (ISFSI). Responsibilities included Acting Director of Regulatory Compliance and Secretary to the Plant Nuclear Safety Committee (PNSC), providing direct liaison to the USNRC Resident Inspectors and visiting inspectors and inspection teams; certified USQ evaluator (10 CFR 50.59); assist in management of steam generator replacements and interim on-site storage; perform root cause analysis of events, incidents, and accidents with the Institute of Nuclear Power Operations (INPO); develop procedures and revisions; provide approval review of procedures and revisions; write and report Licensee Event Reports (LERs); manage the site corrective action request program; maintain the Safety Analysis Reports (SARs) and Environmental Impact Statements (EISs) for the nuclear plant and ISFSI; member of the Plant Emergency Response Team to provide interface with federal, state, and local regulatory agencies and first responders. Responsible for first assessment and in-depth review of company's Environmental Qualification program for three nuclear units (H.B. Robinson, a PWR; Brunswick, a BWR; and, Shearon Harris, a PWR under construction). Prior to regulatory compliance, supervised the site quality surveillance group and provided approval review and walk down validation of operations, procedures, and practices. Surveillance involved oversight of modification activities, including radiography and ultrasonic testing, in-service inspection (reactor containment), and confirmation of test result verifications. Wrote the "LER Handbook," distributed to the NRC and other utility companies. Wrote the first employee safety video produced by the company.
Consultant through Quantum Resources. Assigned to the H. B. Robinson Project and responsible for quality assurance after assignment to Virginia Electric Power as cost analyst for coal-fired plant new constructions and electrostatic precipitators.
Consultant through Mid-Columbia Engineering. Assigned to the Wolf Creek Standardized Nuclear Utility Power Plant System of Kansas Gas and Electric. Responsibilities included audits of construction and startup activities as Lead Auditor (ANSI N45.2.23). Audits involved oversight of non-destructive testing (NDT) and non-destructive examination (NDE) activities and records, including test reports and radiographs.
Senior QA Engineer with Wright-Schuchart-Harbor/Boecon/GERI for construction of the Washington Public Power Supply System boiling water reactor nuclear project. Responsibilities included audit and source inspection (ASNT-TC-1A Visual Inspector Level 3) of ASME Code and non-code vendors throughout the US, procedure review and approval, assessments, and surveillance (Lead Auditor). Vendors included manufacturing and fabrication suppliers of piping, vessels, supports, forgings, et al.
Advanced Engineer and Lead QA Auditor with Rockwell Hanford Operations. Responsibilities included audits, surveillance, reviews, and inspections throughout the 576 square mile Hanford Atomic Energy Reservation (USDOE).
Senior QA Engineer and Lead QA Auditor, also, Cost Engineer with Burns and Roe. Responsibilities included audits, surveillance, reviews, and inspections as SQAE and, prior to, cost engineering, estimating, analysis, budget preparation, and contractor performance review. Project was the first and only BWR constructed by Washington Public Power Supply System (WPPSS Unit No. 2; now Energy Northwest), now the only reactor in operation by the utility.
Field Engineer with J.F. Pritchard. Assigned to refinery construction project, Nouakchoutt, Islamic Republic of Mauritania, Africa.
Field Engineer with Bechtel Power Corp. Assigned to the USDOE Fast Flux Test Facility Liquid Metal Fast Breeder Reactor after providing planning and scheduling for the facility and cost engineering and analysis for other electrical generation projects at San Francisco Headquarters. Responsibilities also included contractor and subcontractor oversight, progress monitoring and reporting, project photography, procurement expediting, and daily construction schedules.
QC Analyst with Union Carbide Corp. Responsibilities included purity analysis and testing of plant's chemical and plastic products utilizing atomic, gas, mechanical and wet laboratory procedures; served on the site Emergency Rescue Team.
