Contracts Engineer
WorleyParsons Services Pty Ltd, Perth, Australia October 2008 to Present

To review and compile EPC tender packages for SO11 – Installation of Second Submarine Power Cable, SO12 – Installation of Integrated Well Jackets (IWJ 6 & 7) and SO9 Upgrading of Onshore Facilities and Associated Gas Facilities. Responsibilities include:
- Prepare and submit EPC tender packages for internal reviews.
- Submit the EPC tender package to the client (KJO) for their review. Incorporate client's comment to finalise the package.
- Obtain and evaluate quotations from vendors for KJO's budgetary estimates.
- Review and finalise pre-qualification packages for KJO
- Review and finalise bid evaluation plans for KJO

These 3 projects are worth approximately US$500 million and their purpose is to maintain the maximum sustainable capacity of 350 thousands barrels of crude oil per day at KJO Facilities. WorleyParsons provides Front End Engineering Design services and produces EPC tender and contract packages. SO11 and SO12 packages were delivered 3rd week of November 2008 and SO9 was delivered on the 3rd week of December 2008.

Contracts Engineer
Brunei Shell Petroleum Co Sdn Bhd, Brunei 1995 to Sept 2008

Principle tasks and responsibilities include:
- Involved in development & formulation of Contract Strategies.
- Prepared and issued tender packages, and ensured HSE capability questionnaires were incorporated.
- Prepared tender evaluation plans with contract holders.
- Team member to present contract strategies to the Brunei Government Petroleum Unit and BSP Tender Board.
- Conducted commercial evaluations and amalgamated final recommendations for approval by Commercial Authority
- Ensured contracts were awarded in accordance with the BSP's guidelines and procedures, acceptable technically and most attractive commercially.
- Managed and administered contracts with contract holders and contract owners by utilising contract management plans (CMPs) detailing action plans at start up phase, execution phase and close-out phase. Executed and updated CMPs.
- Utilised Emptoris (where feasible) to conduct e-tendering. Ensured all transformation factors and cost adders were properly established and formulated where prices were to be obtained through on-line biddings.
- Utilised OMNICOM in setting up tender award and execution plans, inputed all mandatory contractual information including tender documents, letters, factsheets, etc.
- Prepared databases to upload all commercial and related information on awarded contracts into SAP. Utilised SAP to monitor spends versus approved contract values.
- Developed key performance indicators (KPIs) in rig contracts in line with global structures and formulated incentive bonus to recognise performances. Assisted Contract Holders in monitoring contracts and contractor performance against KPIs via regional/global/local BPRs.
- Ensured all documentations are properly filed for each contract for easy reference by auditors.
- Ensured all rig contracts (all of high value and high risk) complied with all mandatory contract management standards.
- Assisted in the negotiations & evaluations of Contractual Claims including resolution of disputes
- Provided post contract administrations, including preparation of Variations to the Contracts.
- Ensured all documents such as contract documents and variations are properly reviewed by all relevant parties before they are formalised.
- Focal points for various categories:
o 1995 – 2005 Logistic (Marine and Aviation): chartering various types of vessels related to offshore operations, construction of Kuala Belait River Mouth breakwater, Kuala Belait River Mouth Dredging, and consultancy services for BSP's Marine Department. Aviation Contracts included chartering of additional helicopters during peak operational requirements, maintenance of helicopters' engines and supply of parts, aviation trainings and provisions of back-up pilots. Estimated contracts' value of US$500 millions.
o 2005 – 2006 Inspections, Material Supplies, and Onshore Contructions and Maintenance: Inspection services included underwater, non-destructive testings, intelligent piggings, fluid analysis, maintenance inspections and plants integrity inspections including certifications. Material supplies were for all consumables required for both onshore and offshore operations. Aditionally, tasked to undertake onshore construction and maintenance tenders. Estimated contracts' value of US$200 millions.
o 2006 – 2008 Rigs, Completions and Wells Services: hiring of rigs (onshore and offshore), and securing completions and wells services. Estimated contracts' value of US$800 millions.

Contracts Planner/Analyst
Sarawak Shell Berhad, Malaysia 1990 to 1995

- Responsible for timely placement of tenders and contracts for various departments of SSB, covering Information Technology, Explorations, Finance, Safety and General Services.
- Managed contracts from planning strategies, tenderings, awards, execution and close-outs in line with the SSB's Contracting Policy and Procedures Manual and PETRONAS Procedures.
- Liaison between PETRONAS and SSB in obtaining all commercial approvals for awards and variations to tenders and contracts.
- Conducted commercial evaluations for tenders, negotiated with tenderers as and when necessary and recommended awards.
- Presented all commercial proposals including tendering strategies with the relevant departments to SSB's Major Tender Board.
