JOB DESCRIPTION

TITLE: MATERIAL HANDLING CONTROLLER
DEPT: OPERATIONS – COAL AND ASH HANDLING
REPORTS TO: MATERIAL HANDLING ENGINEER

POSITION OBJECTIVES:
Operates one or more types of gasoline or diesel powered heavy engineer and construction equipment such as dozer, dump trucks, front end loaders or coal mover car at the Coal Handling Power Plant.. The ash hauling function is anticipated to be contracted to a third party. However, in the absence of an ash hauling contract this position will be required to haul ash residue from the CHPP to an approved disposal site. During winter months, operates engineering equipment in extreme weather conditions to move coal from the outside stockpile to the grates using a dozer and/or front end loader. Responsible for observing condition of the coal pile to identify "hot spots" where coal may spontaneously combust. During CHPP operations, the ash handler, in conjunction with the ash hauler must constantly maintain ash handling equipment, ensure ash silos are emptied to prevent overfilling of the silos and "choking" of the plant operations due to excess ash storage. May be required to operate ash unloading equipment, clean ash loading area and ensure equipment is properly maintained. During any required ash hauling operations, operator ensures that loads are properly distributed in the vehicle and covers are in place before leaving the CHPP grounds. Properly groom the coal stock pile to prevent migration of coal dust from the CHPP site, ensure the stockpile integrity is maintained and safely slope and compact the sides of the stockpile to prevent development of moisture pockets or to prevent slope erosion.

MAIN ACTIVITIES:
1. Maintain coal stockpile by operating dozer, front end loader or other engineer equipment.
2. Haul ash from the CHPP to a designated disposal area when function is not performed by a contract.
3. Operate ash equipment at the CHPP to include ash gates, conveyors, augers and blowers.
5. Maintain equipment using sound preventive maintenance practices.
6. Ensure equipment is clean and roadworthy, including removing ash from installed safety equipment such as tail, brake and turn signal lenses when engaged in ash hauling duties.
7. Ensure compliance with OSHA standards regarding work around ash loading/unloading operations.
8. Maintain the ash loading area in a clean and safe condition, including removal of any spilled ash, and cleanup around the loading area.
9. Reporting of any safety issues/concerns noted during ash hauling duties.
10.Operate a vehicle requiring a Commercial Driver's License and other engineer equipment such as dozer, front end loader, coal mover car or other related equipment.
11. Maintain accurate daily records of ash hauled by contractor, vehicle maintenance performed
And vehicle/equipment hours logged.
12. Available to work shift or weekends as part of a normal rotation.
13. Operate as a member of the coal handling crew if needed during seasonal surges or when needed to cover shift shortages.

SKILLS AND QUALIFICATIONS:
1. Demonstrate mechanical aptitude of equipment and proper maintenance techniques for ash
Handling equipment, dump truck, and engineer equipment.
2. Knowledge of the CHPP ash handling equipment, safe operating procedures and proper disposal procedures for the ash.
4. Knowledge of proper procedures when working around coal dust and maintaining the coal stockpile.
5. Ability to understand and execute written and oral instructions and relay instructions to follow-on engineer equipment operators/ash handlers when multi shift operations are used.
6. Sufficient physical strength, ability, dexterity, vision and hearing to perform all the work of this position.
7. Ability to communicate effectively with engineer, operators and plant personnel.
8. Must demonstrate initiative and be able to work with little supervision.
9. Must be able to identify potential safety hazards, including fire or explosive hazards at the
CHPP and take immediate action to correct the hazard and report the situation to supervisory personnel on site.
10. Must be able to wear a respirator during ash handling operations when required.
11. Must be willing to maintain plant and equipment in a clean and serviceable condition, including cleanup of ash residue around the ash handling area.
12. Must be willing to work shift or alternate work week.

WORKING ENVIRONMENT:
Works both indoors and outdoors throughout the year. Workers may be exposed to extreme heat and cold and frequent changes in temperatures. Worker is constantly around coal dust, coal ash, dust and dirt. Continuously working around moving equipment and parts, danger from slips and falls associated with mounting and dismounting equipment or working around the CHPP. Adequate safety and personal protective equipment is issued to employee including: hard hats, gloves, respirators, safety shoes and goggles. Workers are required to wear proper hearing protection when working within a noise hazard area or around equipment with high noise levels. Often the operator will be required to work alone or independently with little direct supervision so must be capable of making sound decisions about plant operations. The employee will be responsible for ensuring safety and security of the ash handling and loading area and of equipment around the coal stockpile. The position requires a minimum of 40 hours per week. Ash handling and coal stockpile maintenance is required 7 days per week therefore operators will be assigned to an alternate work schedule to ensure complete coverage.
