Acting Project Controls Manager/Senior Analyst for $733MM Back End Technology (BET) Emissions Controls Installation program at the Public Service Electric & Gas (PSE&G) coal fired electric generating facility in Jersey City, N.J. Performing duties of Project Controls Manager until a PSEG (Public Service Enterprise Group) employee becomes available to fill the position. Supervising PSEG project controls staff of eight (8) and overseeing/advising the project controls staff of the EPCM contractor on the program. Supervising project controls activities, including analysis and reporting, change order/budget management, forecasting, and scheduling. Initiated Earned Value Analysis for program. Assisted in revision of boilerplate contracting documents for PSEG, including addition of Earned Value and similar analysis and reporting for future contracts. Assisted in determining project controls procedures for new EPCM contractor. December 2008 to Present

Project Controls Manager for $154MM Meadowlands Landfill Closure Program. Client is MACTEC Development Corp. (MDC). Designed project controls system for project – green, paperless project controls system that provides instant access to cost transactions, budget and change order data, instant cost and performance analysis. Advanced EV metrics. Project is a Design/Build program for the closure of five (5) landfill areas comprising approximately 500 acres including associated infrastructure. Development to include golf courses, high-end residential condominiums and hotels. October 2004 to November 2008.

Project Controls Consultant for $38MM Telecom Program. Client is MACTEC Development Corp. (MDC). Renovation of existing project controls systems, creation of standardized reports and procedures, personnel training. Program consisted of the demolition, rebuild, and refurbishment of telecommunications towers and equipment at several thousand locations throughout the continental US. January, 2006 to September, 2006.

Planning and Scheduling Engineer for Design Basis Threat (DBT) security installation project at the Oyster Creek Nuclear Generating Facility. $18MM project with a hard deadline mandated by the Nuclear Regulatory Commission (NRC). Client was Joseph Jingoli & Sons. Microsoft Project, Primavera Expedition and Timberline accounting systems. July, 2004 to November, 2004.

Project Control Engineer for a $10MM steam piping and associated equipment installation project at the PSE&G Linden, N.J. power generating facility. Client was The Hake Group, a division of Matrix Services. Cost/Schedule by P3, EVPM, financial reporting. August, 2003 to June, 2004

Adjunct Instructor at the New Jersey Institute of Technology, Newark Campus. Undergraduate and graduate level courses in financial and project management. Taught graduate course in Project Control (Course EM 637).

Project Control Engineer

Project Control Manager for Commercial Consulting and Engineering Group (CCEG) in three offices (Edison, NJ, Trenton, NJ, and West Chester, PA). Responsible for approximately 125 projects, 38 project managers and combined budgets of $30.3MM. Financial data rolled up for each office and financial analysis and forecasting performed.

Project Control Engineer on a number of Commercial Contracting Group (CCG) projects. Prepared baseline budgets and resource/cost loaded CPM schedules, performed cost control, performance analysis (including earned value), forecasting, made recommendations for corrective action, change order determination and negotiation, invoicing review and financial analysis/reporting to management. Proposal preparation and cost estimation. Supervised on-site project business accountants (PBA's). Worked on a variety of environmental remediation projects (soil, groundwater, hazardous waste/government and commercial/lump sum, T&M, cost-plus, unit price).

Produced standardized instructions and reporting boilerplates for cost control and scheduling. Working with senior IT programmer, designed customized financial reports on company financial system (J.D. Edwards).

Major Accomplishments

* Assisted Office Manager in bringing Edison office back to financial health. Slashed unbilled and billed A/R, increased utilization and reduced administration and indirect costs. Edison became one of the top offices in the region for profitability and other financial measures.
* Most Productive Project Control Engineer in Region (2002, 2003): Worked on the largest number of projects, simultaneously, of any Project Control Engineer in the Northern Region. Made possible by expertise at P3, Excel and company financial system.
