594 Acre Mountain Top Removal Permit (Drummond Company Inc.) - Design and engineering to permit a mountain top removal mine consisting of 3 valley fills (one over 25 million cubic yards) and two miles of haulageway.

7.28 Acre Deep Mining Permit (Eugene B. Hoover) - Design and engineering to permit a deep mine located in Kanawha County, WV.

4.8 Acre Deep Mining Permit (KMADER Enterprises, Inc.) - Design and engineering to permit Mine No.1, located in Clay County, WV. This mine was located in an acid producing seam. As a result, we provided a seepage analysis, mine barrier width determination and predicted seasonal sur¬face water impact after mining.

Project Manager of Small Operator Assistance Program (SOAP) - Responsibilities included evalu¬ating the geology and hydrology of proposed Small Operator mine sites and determining the proba¬ble hydrologic impact (PHC) of each. Areas of environmental sensitivity to the operations were identified and operational procedures to minimize adverse impacts were detailed. I investigated 5 mine sites while with KGB&W. The largest was SOAP 189 which encompassed 26 square miles of the Monongahela National Forest. This was the largest SOAP study ever conducted and it was lo¬cated within an extremely sensitive watershed.

Swanton Corporation had prepared a Coal Investment Fund of nearly $100 million organized as a coal tax shelter. This fund had been examined and ap¬proved by the Securities and Exchange Commission - the first coal tax shelter ever to be granted the SECs approval Kenerco Corp.'s duties were to locate and purchase quality coal tracts.

As Manager of Exploration, I evaluated all of the numerous coal properties that were for sale. I eliminated the dogs and followed up on those with potential. I would visit the site, taking my own coal measurements and coal samples. I would note surface features that would impair mineability or permitting. Finally, I prepared both a reserve analysis and a proposed mine plan and reviewed these with the president.

As a consultant, I prepared a 314 acre Surface Mining Permit for a limestone quarry in Jefferson County, WV. I also conducted numerous property surveys.

As a subcontractor, I helped Kelley, Gidley, Blair and Wolfe prepare their WVDOE - AML pro¬posal. I helped Vande Linde, Inc. prepare a 336 acre surface mining permit, two deep mine permits and a 7200 acre reserve study on a multiseam coal property in Logan County, WV. I aided A. E. Associates in permitting two deep mines and a 131 acre surface mine in Kanawha and Clay coun¬ties, WV. In addition, I prepared a comprehensive materials handling scheme for the construction of the Calhoun Co. Industrial Park. It was based upon the excavation rock type and included densi¬fication requirements of various fill areas based upon the proposed surface usage.

My responsibilities included conducting geologic and hydrologic investigations of 31 mine sites in WV and KY. Most of these were SOAP program investigations. They required overburden sam¬pling (highwall and borehole), surface and groundwater sampling, formatting data into acid base accounts and geological cross-sections, data evaluation and writing the PHC report I also con¬ducted all of the topographic and boundary surveys and designed the drainage control required to permit 7 deep mines, 2 refuse area and a preparation plant.

As Principal Investigator, I investigated four abandoned mine land problems for the Office of Sur¬face Mining. They consisted of a multiseam mine fire, landslide, flooded drift mine and mine sub¬sidence. I assessed each problem and prepared abatement solutions for each. I also served as Con¬struction Inspector during abatement.

I was responsible for the field work needed to prepare reserve studies of over 10,000 acres in WV and MD. Work consisted of field directing dozers and drill rigs and in logging the cores. I also prepared the exploration permits and wrote the bulk of the final report

Consolidation Coal Co. provided me with work/study employment while I pursued my degree in
Mining Engineering. In 1977, I worked for one semester as a Mine Laborer at CONSOL's Renton
Mine. It had five active sections utilizing continuous miners. I rock dusted, cleaned belt, retracked cars, hung brattice, timbered roof, etc.

In 1978, I worked as Assistant Mine Engineer, performing engineering for three CONSOL mines. I prepared 5, 10 and 25-year mining projections for each. Projections included the layout of overcasts, track haulage combined with conveyor haulage and ventilation plans for each projection.
