i) Preparation of tender document package including bills of quantities, pricing mechanism and strategy, cost estimation, scope of work, specifications, terms and conditions and general requirements of the tender;
ii) Pre-qualify contractors; perform evaluation of tenders, technical and commercial, and provide submission/ recommendation for award and presentation to the management/contracts committee;
iii) Administer contract award process and prepare the contract document package incorporating the effect of prior negotiations, commercial exceptions, deviations and all other contractual matters agreed upon;
iv) Preparation and issue of change orders and variations, drafting modification/addendum to the contract terms and conditions and other required documentation;
v) Administration and resolution of contractual claims and disputes with contractor(s) and, if necessary, conduct negotiation with the contractor(s) to obtain settlement;
vi) Measurement/review the progress of contract and provide advice to contract holders with information on any commercial, legal and technical difficulties;
vii) Monitoring expenditures against the contract, valuation for payment on account, verify contractor and vendor invoices against claimed progress and/or milestone payment, settlement of final account and contract close out; ensure correct payment is maintained as per the contract;
viii) Preparation of all contractual correspondence, commercial and administrative issues including tender bulletins, minutes of contract meetings, negotiations, etc.; ensure that the contractual and administrative requirements including warranties, bank guarantees, insurance certificates are maintained in accordance with the terms and conditions of the contract;
ix) Development of most effective contract strategies for engineering works and services for the corporation's operational requirements while adhering to the corporation's risks policies and contracting philosophy;
x) Liaise with legal and finance to ensure that all contract terms and conditions are adhered to and maintained.
