Overview: Thirty (30) years of engineering and safety management experience, 26 years of which were in the oil, gas and shipping industry and EPC projects that include the following: Project and HSE management, conceptual, feasibility and risk and safety assessment studies, basic and detailed safety and process control design engineering, procurement, planning, organizing, QA /QC, construction, installation, modification, upgrades, start-up and commissioning, and maintenance of International Projects for onshore & offshore oil and gas facilities. Said facilities cover FPSO, gas plant, terminal, oil refinery, petrochemical and oil gathering station operations and offshore topsides with accommodation platforms. Led and organized a team of people of various nationalities, including multi-discipline engineers, who worked on different projects in detailed design, contract administration, construction and commissioning activities; assured the flow and completion of work schedule in these projects; monitored expenditures, organizational targets, delivery schedules; and ensured that such projects were implemented with strict compliance for safety, quality and environment standards..
Objective: To obtain a Senior project/ Instrumentation engineering position that makes a major contribution to the operations of an Oil & Gas facility in an International environment, where I can dedicate my time, resources and rich experience to the needs of the project; contribute my management, leadership, technical, and interpersonal skills; and at the same time,. develop more my competencies on a much broader scale and keep abreast with the latest technology.
Position sought: Senior Project / Instrument Engineer/Commissioning Engineer
Career summary and Capabilities:
* Project and Commissioning Management/Supervision of up to 300 multi-discipline / multi-cultural Engineers and Technicians with experience on pre-commissioning and commissioning of instrumentation and control systems, and multi-discipline team including supervision of engineers; also on safety management, mechanical alignments, motor and transformer tests, hydro testing, leak testing, re-instatement, vendor equipment, start-up and testing, etc., QA/QC, procedure development, operations supervision, maintenance coordination, operator training, risk assessment and safety coordination. Commissioning Management experience in preparing monthly/weekly reports and continuous progress monitoring of projects; interaction and coordination amongst various stakeholders, managers, clients, contractors, third party consultants and government agencies; the conduct of frequent site visits to monitor method of execution, safety and progress of project works as well as decision-making and authority that includes contracting issues, safety, quality assurance, Management of change, and schedule. Familiar with Shell project process roadmap for value assurance and governance.
* Work pack and Commissioning Procedure preparation –Supervision of engineers in the preparation and compiling all instrumentation pre-commissioning and commissioning procedures for on-shore and offshore commissioning activities. Prepare project execution and safety plan; work packs covering schedule, costs and budget, organization, HSE, contracting and procurement, quality control, SIMOPS plan, commissioning and handover to operations.
* Instrumentation and HSE Engineering Mentor- Manage, prepare and ensure specifications and design basis for instrument and control systems meet client requirements and all applicable codes and standards - Supervise Contractors to: * Validate integrated control and safety system architecture and design, ensuring that it meets legislation, codes standards and client requirements * Ensure instrumentation and data communications system specifications and technical requisitions correctly define client requirements to meet project design objectives for control performance and reliability and that test inspection and other requirements are appropriately defined. * Ensure that safety critical instrument and control functions are identified and appropriate design assurance processes are applied. * Complete instrument and control design work and deliverables in accordance with schedule and budget. - Ensure design interfaces are correctly managed with other disciplines in the Project Management Team - Supervise /coach junior engineers including development of National staff. - Act as Technical Authority for instrument and control. - Participate in safety and risk studies including HAZID, HAZOP. Provided training pertaining to instrumentation, project management, and HSE lecture and local engineers and technicians for 25 years. Training includes developing and implementing O-J-T programs, monitoring and reporting on progress, Offshore platform health, safety & environmental systems, and counseling employees as required.
* HSE Management: Provide HSSE management support to Project management; Risk assessment using RAM, energy isolation, H2S operations, PTW and compliance Audit, Safe house Habitat, Accident Investigation and Analysis, Oil slick quantification, gas testing and MSDS in oil and gas production. Manage the preparation of HSE safety-ESD and fire and gas system cause and effects designs and philosophies, including HAZOP & HAZID analysis and reports, shutdown and blow down philosophies. Prepare Company HSE Policy, Loss and prevention Manual, Safety Manual. Review Third party Consequence Analysis Reports, SIL analysis, Fire and Explosion Reports, Risk assessment Reports, noise studies, HSE team building coordination, and Project team HSE continuous improvement meetings (Saudi Arabia). Develop plans for safety talks, tool box talks and development of site HSE Procedure and guideline, and Communicate HSE policies, guidelines and standards to all staff through presentation.
* In-depth knowledge includes control systems of electronic, pneumatic, hydraulic based instrumentation, electrical systems for power generation, gas turbine compression, water injection, chemical plant production and utilities, oil/gas flow metering systems, boilers, reactors, scrubbers, separators, desalination, waste water and waste gas treatment, topping plant, analyzers natural gas dehydration, ammonia and propane refrigeration, telecommunication and production operations,, etc. particularly in the application of these in hazardous and non hazardous areas. Specializing in managing and preparing deliverables for instrumentation and control systems (DCS & Safety system instruments), sourcing the right technologies, procurement and installing / commissioning the equipment.
* Education-Strong educational background. BSEE /BS ECE( electronics and communication engineering) graduate with some units in masters in general engineering.
* EPC Project Management of several (Multi-million Dollar Projects from 80,000 USD to 800 million USD Projects) International Oil and Gas Companies: Experienced on the following projects:
a) Saudi Arabia: E&I & Safety officer, maintenance, construction and commissioning Projects in Aramco and SCECO modification projects.

* Twenty-one (21) years hands-on testing: including simulating, psv and instrument calibration, troubleshooting and repair of electronic and communication, CCTV system, PA/GA system, PABX system, instrumentation and electrical equipment (low voltage) and working within the provisions and guidelines of the QA system. Provide production operations support especially in safety, gas testing, troubleshooting process control problems. Familiar with Oil company standards- ( Shell, Exxonmobil, ConocoPhilipps, Sonangol, Total, Chevron and Petronas oil companies), and US and European HSE industry standards (IEEE, ISA, IEC, NEMA, API, ASME, NFPA, ISO, ANSI, ASME,OSHAS 18000, IOSH, OHSMS, etc.).
* Gas turbine experience: Nine (9) years maintenance, trouble shooting and repair experience on Allen Bradley PLC controlled equipment such as gas Turbo-compressors (SOLAR Taurus and Mars, Ruston and Rolls Royce), (Zella Field, Libya).
* Computer knowledge-User of Windows 2000/XP/NT, DOS, Microsoft office -word, access, excel, power point, outlook, Internet, dbase III+ systems, Auto CADD, Delta V version 6.3, Primavera (P3), Lotus notes, Bentley view and INtools.
* Instrument DCS /SIS experience-Experienced on the following instruments: PLC (Allen Bradley 5/15), Yokogawa CS 3000 DCS & Prosafe PLC Fire & Gas SIS Triple Redundant Emergency Shutdown System, DCS-ABB, GE Fanuc 90/70, Spec 200, SCADA, HART, and Emerson Delta V (6.3) and Foundation Field bus, Profibus control system, Triconex F&Gas and ASD system, HIPPS, Honeywell Plant Scape, HIMA SIS., Endress hauser, Seimens, etc.
* Production Operations – Three (3) years experience in Libya doing production operations and plant maintenance for Oil and Gas Production Gathering Station (29C), and Zella Gas Plant producing 200 mmscfd of natural dry gas utilizing molecular sieve and glycol dehydration at Zella and Fidda Libya oil and gas field facilities.
* Commercial Contract Management: Six (6) years facilitating and assisting the subcontract administrators in the following: Budget control, Close-out of Subcontractor commercial issues. Identify back charges and ensure notification to affected parties. Identification of insurance claims. Issue of Field or Site Instructions. Input to Change Orders. and Progress valuations. Prepare and review technical bid specifications and proposals, vendor data, resources, and liaise with clients, designers, PMT, vendors and subcontractors.
* Maintenance Management: Experienced more than 15 years in oil and gas onshore and offshore facilities instrumentation maintenance. Plans and supervises the execution of all major overhaul/plant shutdown work on all instrument/ control and related systems, prepares scope of work for all instrument/control maintenance contracts. Reviews and comments on conceptual, basic and detailed design packages for process and general utilities such as Fuel Gas system, Chemical dosing, Nitrogen Plant, Air systems, water filtering and cooling systems, etc. Liaises with operations to discuss recurring operational problems, safety reviews, maintenance records to determine breakdown frequency and trends.
* Offshore Experience: Experience for a total of more than 6 years working offshore (EPIC and maintenance). A total of 26 years working onshore experience in project and HSE management, pre-commissioning, commissioning & start-up.
* E&I & Safety Design: The job involves development of various conceptual studies, safety design, basic engineering (FEED) and detailed engineering (EPC) documents, including study reports, sizing software for flow elements and control valves, basis of design, general specifications, data sheets, instrument index, logic diagrams, graphics, functional design spec, I/O list, cause and effect matrix, area classification, root cause analysis, lessons learned, review design basis, control narratives, SIL assignment and 3D designs, etc.

Achievements:
* Received commendation from MCCI Azerbaijan Piping superintendents for delivering on time more than 700 hydro test packages (as Hydro test mechanical completions supervisor/coordinator).
* Received commendation from Petronas CARIGALI HUC, Operations and SARKU management for the successful first gas Project completion held last August 8, 2002 (West Natuna- Duyong gas Tie- in Project) witnessed by both Indonesia and Malaysia Head of state. A fast tract project completed on time, with simultaneous production and construction activities.
* Received certificate of Appreciation from Malaysian Shipyard Engineering (MSE) and Esso Production Malaysia Inc. (EPMI)- Larut-A CPP Project Management, acknowledging the contribution for the participation, dedication and tireless efforts (as Lead commissioning engineer ) in achieving high standards of quality and promoting the maintenance of safety throughout the project execution up to the successful scheduled load-out. Completed 81% onshore pre-commissioning and commissioning of the Topsides Platform. WORK EXPERIENCE:
June 29, 09 to Present Senior Project Engineer/Instrument engineer, Ranhill Worley Sdn Bhd, Miri Malaysia(EPICM). Overall responsibility for quality and delivery of instrument and control system design, procurement, installation and commissioning Shell TIR Project for SSB and SSPC Facilities. Reports directly to RWP Design Manager and liaise with Shell Project Management Team in project management and cost effective engineering design ( multi-discipline, contract administration, prepare work authorization, project execution plans, Risk assessment and HAZOP studies, work package's, planning and execution of brown field projects for offshore as well as onshore production facilities. The services also includes coordination, administration, monitoring, control of project deliverables, cost control, procurement, contract administration and safety in design engineering. Review engineering scope of work and prepare cost, man-hour estimates and other engineering inputs. Directly supervises engineers, subcontractors, specialists and drafting works pertinent to assigned projects. Perform site visits for offshore and onshore projects, conduct safety field surveys to determine detailed scope, and proceed with the management and design coordination and ensure cost effective and quality deliverables as per schedule. Provide on going management and engineering training to Malaysian engineers. Nominated as Shell Deputy Company Representative for F23 Platform F&G Upgrade Project to manage subcontractors and ensure scheduled delivery targets on time and within Shell's HSE and Quality standards.
