PURPOSE
Functional Supply Chain Excellence in achieving lowest Total cost, safe and reliable provision of all logistics, materials, equipment and services in support of BHP Billiton Petroleum (Shale Production Unit) activity. Ensure the procurement process is focused on driving HSEC best practice, optimisation of goods and services acquisition to meet business requirements, standardisation of documentation, business compliance fully integrated, and increased service levels across PU operations.
ACCOUNTABILITIES
• Assurance of Global Compliance with BHPB Corporate, CSG and Supply policies, procedures and statutory requirements.
• Focus on Source to Contract and Plan to Pay (GLDs) and Contracts and Commitments
• Ensure Corporate Governance and Process Compliance. E.g. Audits, Supply Standards
• Maintain and Manage key relationships with internal customers, functional teams and other BHPB Sites
• Accountable for data accuracy and ownership of SAP procurement data: e.g. Cost structure and allocation. Enterprise Structure, Entity alignment, Tax, Master Data, Payment Terms, Delivery Terms, Cost per unit Quantity.
• Accountable for ensuring Strategic Procurement and Contract alignment
• Using standard tools and processes1 SAP and 1CMS, execute standard Supply business processes.
• Ensure RFx., ITT, tenders are performed according to GLD source to contract , and commitment to contract GLD
• Ensure timely delivery of goods and services to meet business requirements within Supply control
• Manage supplier and vendor base as appropriate for role
• Liaise and provide feedback Supply manager and Production unit leadership.
• Analyse, and monitor and report on KPI's as directed
• P2P problem resolution appropriate to role on an escalated basis
• Increased visibility / audit ability across the integrated supply chain
• Develop and gain an understanding of the mutual impacts of Process Aligned Teams
• Develop and maintain lead time performance within procurement process

ROLES AND RESPONSIBILITIES
• Procurement Policies, Processes and Procedures – work with all other stakeholders to drive best practice processes & procedures emphasising standardisation and full system integration
• Assist in conducting Supplier workshops on process, invoicing, and future state business opportunities in e-procurement, e-sourcing, and payments
• Build user trust / confidence in Supply, and in the SAP Systems as they pertain to procurement of goods and services
• Procure competitively priced materials, services and equipment of the correct technical specification, in an ethical, cost effective and timely manner
• Execute and control RFQ bid processes, awards, claims, and delivery of goods and services
• Promoting and optimising automation to improve efficiency and accuracy in the procurement process.
• Develop and maintain relationships with key suppliers to ensure best service, commercial terms, and surety of services from a total cost of ownership/lifecycle standpoint
• Ensure 'best total value' is achieved by competitive and effective sourcing/tendering, negotiation and application of BHP Billiton's procurement methodology
• Ensure Supply Business achieves their annual KPI's, by continuous analysis, monitoring and reporting.

EXPERIENCE AND QUALIFICATIONS
Qualifications
• University Degree or equivalent.
• Membership of ISM/CIPS preferred
Experience & Technical Competencies
• Experience in the resources industry with exposure to major oil & gas operations specifically procurement of goods and services
• A comprehensive understanding of upstream E&P business
• Experience with the use of computerised materials management, preferably SAP.
• Advanced risk management skills
