PURPOSE
The main purpose of the role will be promotion of zero harm through active participation at the operational work site and the development and utilization of effective work practices and procedures. We currently have 2 positions available at this time. The incumbent will foster a strong HSE culture and stimulate line ownership of HSE, ensuring HSE risks are managed according to BHP Billiton HSE Management Standards. The HSE Analyst will be a member of the site leadership team and have a dual reporting role to the Site Manager and office based HSE Manager/Supervisor.

The HSE Analyst will work at the operating site, often on rotation. The role will be a full time position reporting directly to the HSE Manager or Supervisor and jointly to the Site Manager. The HSE Site Analyst will provide dedicated site HSE support, additionally supported by the local HSE team.

Core Accountabilities
• Support and influence line management in adopting a risk based approach to achieving Zero Harm through; assuring implementation of Petroleum HSE MS controls and pro-actively coaching site based workforce on hazard identification and risk tolerance
• Actively promote workforce involvement in all aspects of HSE performance; promote their input into pro-active initiatives and safety themes; obtain their feedback into continuous improvement of controls; encourage them to be part of the solution and openly support their work mates
• Champion STOP, the behavioural based safety program at site; build on positive behaviours to foster an excellent HSE culture
• Align with site management in the presentation and delivery of key safety information; recognition of positive behaviours and results; case studies; audit findings; lessons learned; new controls; workforce HSE planning and initiative development
• Participate in hazard hunts, high risk activity toolbox talks and the development and review of site based risk assessments, using the hierarchy of controls, as part of the control of work process and capture lessons learned through work force after action reviews
• Complete audits and inspections against HSE MS and controls as part of the PU assurance program ensuring findings are prioritised, assigned appropriately and followed through to closure
• Support management of contractors at site ensuring; work programmes are well defined and risk assessed, expectations are set on compliance with site controls on arrival at the facility and "green hats" are adequately hosted
• Manage the balance between personnel health and safety issues and control of Major Hazards and process safety events; understand MH controls and evaluate impact of loss of controls through control of work processes
• Rigorously perform incident investigations to identify root causes and ensure key issues/hazards are eliminated/mitigated to minimise the potential for repeat events
• Participate in HSE Analyst networks to share best practices and lessons learned globally
• Support the collecting, storing, analysing, tracking and reporting of HSE data (e.g. Incident report findings, statistics, audit actions)

Qualifications (combination of)
§ Engineering or Science Degree
§ HSE certification
§ Audit qualifications
§ Operations or HSE Management
Experience & Technical Competencies (combination of)
§ Minimum 5 years plus HSE experience in oil and gas
§ Speciality in Marine, Exploration, Drilling or Production
§ Experience in HSE reporting systems.
§ Understanding of local HSE regulatory issues.
§ Risk management and risk assessment skills.
§ Technical proficiency and knowledge of Safety Case process and requirements
§ Technical proficiency and knowledge of Operational Procedures.
§ Technical proficiency in Auditing.
§ Technical proficiency in Incident Investigation.
§ Technical proficiency in Emergency Response.
