Location: USA Position Overview:
The incumbent is responsible for the operation of a 2X2000 MT/D oxygen plant and oxygen plant cooling towers. The incumbent will ensure that all plant specific procedures are initiated and are implemented, as required through to and including commissioning and future operations. The position is in Toronto for a period of 6 months to a year, with relocation to the Dominican Republic during 2010.
Main Duties & Responsibilities:
• Review and follow the design of the oxygen plant and associated services, in collaboration with the engineering consultant and the oxygen plant manufacturer.
• Participate in Hazard & Operability (HAZOP) for the oxygen plant.
• Review the process control strategies and participate in the development of the programming of the DCS and control systems.
• Identify, in collaboration with the maintenance group, the level of spares.
• Participate in the development of the preventive maintenance activities required for the safe and efficient operation of the oxygen plant.
• Establish the classification, skills and training requirements for the operation of the oxygen plant.
• In collaboration with the safety department, perform a risk assessment of the operations, including tasks, workplaces and equipment with the goal of determining the critical tasks and workplaces.
• Develop and write operating procedures and related documents for the training of operators. An in-depth understanding of the process and equipment as well as proficient writing and computer skills are essential to this position.
During the pre-commissioning and operations phase of the project
• Build and supervise a team of supervisors and operators as required for the SAFE commissioning and operation of the pressure oxidation oxygen plant.
• Assist, with activities associated with pre-commissioning, commissioning & handover.
• Coordinate the maintenance of all equipment as needed.
• Develop optimizing strategies for oxygen production and power consumption as it relates to ore sulphur content variability.
• Lead and implement the safety and training programs, including (but not limited to) the development of the Risk management, Standard Operating Procedures, (SOP’s), Standard Maintenance Procedures (SMP’s), Workplace Inspections, Task Observations and Training programs.

• Operations personnel, shared operations supervisors, shared operations planner.

Education:
Bachelors degree in Mining, Metallurgy or Chemical Engineering is preferred
Experience:
5 years supervisory experience at an oxygen plant is preferred, or 7 years as a lead operator at oxygen plant is required. Additionally, practical experience in operation of an oxygen plant in the mining industry is preferred.
Skills & Abilities:
Applicants will demonstrate the ability to motivate, train and develop others to maintain good working relationships, excellent work ethics and that best and safe practices are followed. Willingness to relocate is required. Above average communication skills, able to speak, read, and write in English and English/Spanish bilingual ability would be preferred.
