Principle Functions:

The Sourcing Manager – Contract Services will lead the development, implementation, and execution of sourcing strategies for Cliffs’ Ferroalloys Business Unit. The position will require consistent and complete application of sourcing processes, practices, and procedures to meet governance requirements and the needs of the business. The Sourcing Manager – Contract Services will partner with internal stakeholders and work with suppliers to identify solutions that support business unit goals and objectives. Further responsibilities include management and oversight of the end-to-end sourcing process for targeted business requirements, development and execution of category strategies, negotiation of supply agreements, and development of sourcing tools and processes to optimize sourcing efficiencies. Categories may include capital or operating expenses and materials or contract services.

Specific Responsibilities:

Vision, Strategy, and Leadership

• Lead Business Unit specific sourcing activities to meet goals and objectives in support of the Sourcing function and overall company strategy
• Develop and implement annual and long term business unit specific sourcing plans and strategies to achieve business unit objectives
• Establish, direct, and manage strategic supplier relationships including EPCM / EPC business partners; ensure EPCM business partners conduct contracting activities in accordance with Cliffs NR requirements, including governance practices and assurance that all relevant laws have been met
• Develop, manage, and retain all documentation relative to tender, adjudication, and award in an accurate and timely manner to avoid any misunderstanding of responsibilities and liability, for work, material supply or services
• Partner with Supply Chain Management counterparts (strategic sourcing, materials management, and capital sourcing, etc.) to support the development of Business Unit specific practices, processes, and procedures
• Develop business unit specific policies and procedures and drive compliance to established policies and procedures

Spend Management and Strategic Sourcing Execution

• Develop an annual business unit sourcing plan to address high value and strategic projects based on an analysis of Business Unit inputs including capital expenditures, spend data, and stakeholder feedback
• Manage sourcing projects involving very high levels of complexity involving multiple locations and very high value or risk
• Identify and manage projects to improve the sourcing process through streamlined processes, templates, and tools
• Provide input into sourcing strategy development and execution for strategic alliances and Enterprise-Wide Sourcing
• Lead sourcing efforts for higher dollar capital projects through collaboration with technical stakeholders to meet operational requirements while focusing on reducing the Total Cost of Ownership TCO) on a Net Present Value (NPV) basis
• Evaluate supplier capabilities and establish sources for new technologies and in new markets as business requirements dictate
• Coordinate and issue RF(x) events, i.e., RFI’s, RFP’s, eSourcing events, etc.
• Oversee / lead negotiations and development of supplier agreements that support sourcing strategies and business objectives
• Identify global sources of supply and include in the sourcing process; understand the unique circumstances and TCO implications of utilizing global suppliers
• Proactively identify and recommend alternative sources of supply (general supply vs. OEM) to reduce operating costs, lead-times, and support corporate cost savings targets
• Develop PowerPoint, Word and Excel based deliverables in the sourcing process including Internal/External Profiles, Strategy, T CO models, RFx documents, Negotiation Worksheets and Implementation Plans
• Apply policies and procedures to ensure that all sourcing activities comply with company and regulatory directives as well as ensuring compliance with sound contract management and sourcing processes; ensure contracting procedures are well communicated internally and externally
• Ensure all contracts are completed and signed off in an accurate and timely manner; ensure Cliffs NR and partner responsibilities are understood and fully documented, to avoid any long term misunderstanding or development of liability
• Lead and manage supplier dispute resolution process and/or any potential supplier claims as they arise

Supplier, Customer and Team Management

• Identify, develop, and maintain relationships with key internal customers including VP, GM - Global Ferroalloys, business unit leadership, and other senior stakeholders
• Oversee the building of partnerships and alliances with select suppliers and maintain relationships with executives in strategic supplier relationships
• Oversee the satisfaction of Cliffs’ internal customers with the services provided by the sourcing organization. Solicit suggestions from internal customer for service level improvements / enhancements
• Ensure the Sourcing delivers results to the Business Unit in accordance with agreed upon goals (benefit targets, project completion dates, policy & procedure development, support for strategic unplanned initiatives)
• Assist the VP, Sr. Project Director – Ferroalloys and Director of Capital Infrastructure in developing and communicating plans and results to executive management
• Lead efforts to enhance supplier qualification and measurement
• Include key stakeholders in the sourcing process up to and including vendor selection decisions. Communicate vendor selection to impacted stakeholders, their leaders, and suppliers. Effectively communicate the impact of sourcing decisions to management as appropriate
• Utilize leading edge sourcing and procurement practices, use consistent methodologies, and pursue deliverables that are aligned with corporate objectives
• Develop, monitor and analyze performance metrics for both vendors and internal customers to develop and implement improvement plans
• Develop and track global procurement metrics including areas of spend analytics, benefits capture, requisition to payment process, operational efficiencies, and supplier performance and compare to industry benchmarks
• Work collaboratively with external vendors, Procurement, Corporate Accounts Payable and IT personnel in developing and deploying standardized eSourcing / eProcurement processes and improvements for the Business Unit. Provide training and coaching in the use of eProcurement systems. Coordinate and manage the supplier on-boarding process

Education:

• Bachelors degree in Engineering, Business, or Supply Chain Management (Required)
• MBA in Business, Finance, or related field (Preferred)
• Supply Chain or Procurement Certification Preferred (C.P.M., C.P.S.M, CIRM, CPIM)

Experience:

• 5 to 10 years of professional experience in procurement, engineering, or supply chain management, preferably in a construction or capital projects environment.
• Operational/Industry/Supplier knowledge is preferred
• Demonstrated performance against aggressive cost savings/avoidance targets preferred
