SCOPE/PURPOSE:
Under direction of the General Manager, the Manager - Technical Services develops mining concepts, directs pit and dump designs and preparation of mine plans and schedules in support of feasibility studies, permit applications, development and operations.
ORGANIZATION:
The Manager - Technical Services reports directly to the General Manager.
The following subordinates report directly to this position:
• Senior Mine Engineer
• Senior Geologist
• Mine Engineers (2)
• Environmental Superintendent
PRINCIPAL ACTIVITIES:
1. Directs activities of Mine Engineering and Technical Services personnel in providing support for short, medium and long term operation of open pit coal mines.
2. Undertakes and directs pit and dump design and phase planning for open pit coal mines, including coal and waste scheduling and pit access road development.
3. Plans, coordinates and supervises Mine Engineering and Technical Services personnel in scheduling, blasting design and monitoring, geology, surveying and drafting, production studies, industrial engineering/information systems, laboratory services, dewatering and geotechnical studies required for optimum utilization of coal reserves.
4. Oversees the provision of geological services to the mines.
5. Oversees the laboratory operation, providing coal quality analysis and process control for the mining and processing departments.
6. Monitors and evaluates mining performance against established long range plans and recommends appropriate corrective action where necessary.
7. Oversees the translation and application of long range plans into short range plans and schedules for execution on an annual, monthly and weekly basis.
8. Ensures that the appropriate reports, schedules, short-range plans, blast plans and survey plans are generated and provided to management for the purposes of daily in-pit mining control and overall mining plan control.
9. Prepares weekly, monthly and annual coal shipped and inventory materials balances for financial and royalty payment purposes.
10. Works with other senior operating department heads in the selection of equipment to ensure the efficient extraction and transport of the coal reserves.
11. Coordinates with consultants and others in developing overall site plans and reclamation plans.
12. Develops designs that optimise the safety and cost effectiveness of the operation and provide the flexibility to help ensure production goals are met.
13. Maintains plans, provide site liaison with mining contractor.
14. Prepares and assists in development of annual operating and capital cost budgets, including through input on equipment and manpower needs.
15. Responsible for the health and safety of employees in Mine Engineering and Technical Services.
16. Remains abreast of industry activities and recommends the use of new techniques and equipment that will improve productivity and reduce costs.
17. Other duties as assigned.
SKILLS:
Mathematical aptitude, capable of developing solutions to three dimensional problems, ability to sequence and schedule complex inter-related activities. Good supervisory, communications and report writing skills.
ACCOUNTABILITY:
Ensures that pit and dump designs are practical and meet required geotechnical design criteria and can be mined in a sequence that provides continuous regular supply of coal at required rates.
Ensures the ongoing specialized technical training and development of Mine Engineering and Technical Services personnel.
Communicates clearly verbally and in writing
EDUCATION AND EXPERIENCE:
1. Degree in Mining Engineering.
2. Eligible for registration/registered as a Professional Engineer in British Columbia.
3. 5 ¡V 10 years of experience in open pit mining, including at least 3 years in mine design and planning, preferably in coal.
4. Knowledgeable in computerized pit optimization and design.
5. Supervisory experience required.
WORKING ENVIRONMENT
Mine office environment with occasional travel.
