Our client is a world-class organization in Riyadh, Saudi Arabia that has the responsibility for developing manufacturing clusters and attracting multinational and local companies to invest in these clusters. They are initially targeting the following 5 clusters: the automotive value chain, metals processing, consumer goods, packaging and construction material. The organization is searching for global executives to form their senior management team. The mission of the program is to grow and diversify the Saudi economy by developing these targeted industrial sectors.
FUNCTIONAL PROFILE
The Human Capital Enabling (HCE) Director is tasked with structuring innovative multi-dimensional mechanisms aimed at qualifying Saudi nationals for the purpose of inducting them into the Clusters Manufacturing Industries (CMI). Such mechanisms should link existing and new National Educational Institutions (NEI) to CMI in a sustainable and optimum mutually benefiting bond that adds to the competitiveness, growth and goals fulfillment of these industries and the public. Linking is achieved through integrating the program’s strategic plans into all NEI plans. While CMI includes SME’s, NEI includes public and private universities, vocational schools / colleges, technical training schools, linguistic schools, skills development establishments, manpower sourcing companies and specialized manpower research entities.
FUNCTIONAL DIMENSIONS
STRATEGIC
• Develop and execute HCE Evergreen Strategy that integrates CMI plans into NEI development and strategic plans.
• Initiate, propose structure and pursue establishment of new NEI supportive of CMI production and competitiveness.
• Exploit HCE enablers as a competitive incentive for CMI that provides respectably attractive career for Saudis.
• Conduct research, data collection, comparative analysis, cost to benefit modeling of labor issues to familiarize and prove attractiveness to CMI manufacturers.
• Superimpose CMI manufacturer’s competitiveness under the promoted focus on employment of Saudis among NEI.
OPERATIONAL
• Develop purpose-built HCE Delivery Plans linking NEI resources to individual CMI manufacturer’s plans.
• Provide advice and explanations to CMI and NEI on Saudi laws and regulations governing labor and workmanship.
• Support the needs of CMI manufacturers using NEI in conducting specific research aimed at advancing HCE.
• Source funding for placement of Saudi manufacturing management hopefuls at CMI manufacture’s prime facilities.
• Provide advice and recommendations on social, cultural and interface issues to CMI manufacturers.
COLLABORATIVE
• Establish formal executioner collaborative network among advocate members of NEI and needed government agencies..
• Establish formal catalytic and supportive links of NEI with CMI manufacturers at leadership and management levels.
• Catalyze fertile direct and long-term professional partnerships that bond NEI with individual CMI manufacturers.
• Infrastructure for a continuous transfer of engineering, technical and vocational manufacturing knowledge from CMI manufacturers to NEI.
• Facilitate provisioning of formal recruitment support for CMI manufacturers from qualified private agencies.
COMPETITIVENESS
• Diagram individual CMI manufacturer’s micro-competitive requirements to HCE resources then to NICDP proposition.
• Promote professional treatment of employees by CMI through the creation of world-class productive environment.
• Develop innovative tools, mechanisms and processes to maximum utilization of NEI to MCI competitiveness benefits.
• Promote employee’s performance-based award and nurturing of talents among CMI manufacturers.
• Work to boost competitiveness through creating synergy and exchanges among CMI through the provisioning of HCE.
SKILLS AND ABILITIES
• Can genuinely commit to the program’s mission and is willing to take the extra professional step to support its realization.
• Possesses exceptional follow-through skills in managing multiple related projects to a high performance level.
• Passionate and persistent in functioning collaboratively with CMI, NEI and other government agencies.
QUALIFICATIONS AND EXPERIENCE
• University graduate with a minimum of 10 years of hands-on experience on human capital industrial development.
• Experienced in technology transfer and structuring industrial engineering, vocational and technical training programs.
• Have practiced human development and sourcing processes for or in association with multinational companies.
SALARY AND BENEFITS PACKAGE
