The Project Quality Manager serves as the quality technical leader for assigned project teams and ensures that all quality related requirements for a project are satisfied and that project tasks are performed in accordance with the Company Quality System.
The Project Quality Manager performs duties based on guidance received, assignment objectives and project’s special/complex features. Participate in setting objectives for projects. Use creativity & independent judgment to formulate results based on principles, experience & constructive thinking. Develop unique solutions for complex technical problems that may include the design of new systems or development of solutions having few or no precedents. Anticipates potential problems and proactively solve complex problems through creative thinking and internal/external resources.
RELATIONSHIPS: 0 to 5 direct reports. May oversee or coordinate activities of Quality Inspectors at subcontractor (shipyard, fabrication facility) and at critical equipment suppliers. Indicate internal/external contacts and purpose of contacts. Interfaces with technical professionals outside of the local organization. Solicits understanding and support of other functional managers for major projects and uses available technical resources.
ESSENTIAL RESPONSIBILITIES
• Coordinate the quality effort within the Project Team.
• Ensure that the quality requirements (Company, Customer and Certifying Authority) are adequately defined, approved and communicated.
• Resolve any issues with Customer and Certifying Authority.
• Prepare the Quality Requirements Matrix and the Project Quality Plan.
• Ensure that the plan is implemented correctly.
• Report quality measurements for the project.
• Develop and clarify standard operating procedures (SOPs) for Company's quality process.
• Assist with the control, communication and training associated with the Quality System SOPs.
• Assist in linking the applicable Quality Requirement Matrix sections to the Project Bill of Materials.
• Provide support for the procurement department by reviewing purchase order quality requirements, reviewing/approving suppliers' Inspection and Test Plans and Nondestructive Test and Weld Procedures.
• Assist with evaluating suppliers and coordinate resolution of supplier nonconformance.
• Maintain project quality documentation files and prepares Project Quality Documentation Manuals.
• Review supplier quality documentation and ensure conformance with defined requirements.
• Oversee, coordinate and track inspection and witness activities to satisfy defined project requirements.
• Monitor third party inspection costs to project budget.
• Perform internal audits of the Quality System.
• Support ISO audits as required.
• Perform external audits as assigned.
• Actively participate in product standardization and process improvement efforts.
• Ensure that Quality System and ISO 9001 requirements are met as new tools, methods and systems are implemented.
• Investigate problems with process or system procedures, evaluates root cause and recommended corrective action and follows-up to ensure that action was effective.
Job Requirements: BS in Metallurgical or Mechanical Engineering or Quality Management or equivalent experience
Total 10 yrs experience, (5+ yrs in an engineering discipline preferred) 5 yrs in Project Management and Quality
Lead Assessor Qualification and TQM Education
Project Management Certification (PMP)
