The Position

BHPBilliton’s Global Petroleum Controllers team is responsible for external reporting, systems development, process improvement, financial analysis, and governance activities for Petroleum worldwide. In addition, the group develops and delivers Petroleum’s actual and forecast reporting to the Petroleum Exco and Corporate. The team works directly with the CFO and President of Petroleum, regional Asset Teams, regional support groups, and the global Shared Business Services organization to deliver on these reporting and stewardship objectives.

This position will oversee internal and external reporting for the Petroleum CSG. Leadership qualities are important as the role is responsible for providing assurance to senior management that Petroleum’s financial reporting is in accordance with applicable policy and industry regulations and providing the technical expertise required to advise senior management as to the proper accounting treatment for unique transactions.

This position reports directly to the Petroleum’s Global Financial Controller.

Experience & Qualifications Required

• Possess a degree in business, finance or accounting

• CA/CPA qualified

• Minimum of ten to fifteen years of finance and accounting experience

• Experience in upstream oil and gas accounting and reporting issues would be strongly preferred

• Superior interpersonal skills to handle various customer and stakeholder groups

• Experience in staff management

• Deep understanding of technical accounting issues and the associated external reporting requirements

• Demonstrated leadership capabilities

• Good problem-solving skills, analysis, judgment, and decision-making

Accountabilities:

Financial Reporting & Policy Formation

• Satisfy the Petroleum CSG’s external statutory reporting requirements under UK, US, Australian and International Accounting Standards

• Responsible for providing the assurance to the Controller, CFO, and President that Petroleum financial reporting is in accordance with Group policy

• Set Tier 1 finance global policy, procedures, definitions, standards and global reporting requirement

• Providing technical policy and accounting advice to Petroleum stakeholders including senior management, regions, Asset teams and Corporate

• Issue Petroleum specific accounting policies that improve the consistency of the application of accounting policy within the Petroleum CSG and ensure adherence to Group policy

• Ensure global accounting standards are properly implemented in all assets

• Coordinate the Accounting Matter for Consideration Process for all Petroleum assets

• Submitting accounting policy recommendations for Group Accounting review

• Provide accounting signoff as part of the Finance reviews of all projects going through the Tollgate stages

• Act as the primary interface with external auditors

• Assist external auditors in the coordination of the half-year and year-end audits

• Prepare responses to audit reports and provide feedback to auditors on their draft audit reports

• Coordinate closure of action items arising from audit reports

• Coordinate the annual Stewardship Review for all assets

• Ensure close-out of all recorded action items from Stewardship Review and Accounting Matters for Consideration

• Compilation of guarantee approval requests for FRMC and/or Treasurer

Management Reporting

• Manage the regular review of financial performance ensuring the business leaders are informed on current results and matters affecting the Petroleum portfolio

• Overall coordination responsibility of the Petroleum month-end close ensuring all requirements are adequately planned and quality outputs are delivered per required deadlines

• Manage the preparation of Petroleum Quarterly Profit Announcement and Briefing Papers

• Ensure the integrity of regional and entity based reporting through the development of effective relationships with the Regional Controllers and detailed understanding of the consolidation system (including role of Shared Services)

• Manage the variance analysis process (including establishing standards)

Forecasting & Analysis

• Coordinating the BHPB forecasting processes within the CSG

• Preparation of all Corporate quarterly forecast requirements

• Support the Petroleum CFO on ad-hoc data requests including but not limited to: cost analysis, forecast performance reviews, Petroleum Leadership Team presentations, etc.

• Provide support and information to various Corporate functions including: Corporate Tax, Investor Relations, Petroleum Tax, and Group Accounting and Reporting

• Coordination and communication of requirements and process with assets/regions, including creation of Letter of Intent (LOI)

• Consolidation, analysis and reporting of outcomes to the Petroleum Leadership Team

• Analyze and report the projected outcomes on the Petroleum Scorecard

• Consolidate the Petroleum Valuation Review outcomes and test for asset impairments

• Collaborate with Planning function to ensure Tier 1 global finance policies and procedures are consistent with Planning guidelines for production, opex, capex, and metric reporting

Other

• Participate in the review of commercial agreements to assess any commitments, contingent liabilities, embedded derivatives, etc

• Submission of new funding, equity injections and dividends for Group Tax approval, all tax accounting (including Income Tax, PRRT, Royalties etc)
