THE ROLE
CCL has been requested by a major EPC contractor to provide a Cost Manager. Role is on a contract or permanent staff position based in Lagos, Nigeria and is responsible for managing the cost discipline within the Project Controls Unit, utilising widely diversified experience in project controls activities within the assigned discipline(s); proven leadership; a strong working knowledge of all industry practices; strong technical expertise; computer literacy in typical project controls software. Must be willing to travel as and when required by Client. Remuneration, which will be dependent upon experience, and T&C's will be discussed at short-listed stage.
THE PERSON
Minimum 5 to 7 years of applicable experience. In addition, 12 to 15 years of experience with typical project controls activity, managerial experience is preferred. Exercises overall managerial / technical direction. Assists Project Controls Manager in recruiting, interviews, and evaluates prospective employees. Offers personnel development, conducts performance evaluations and counselling, takes corrective action as required, and approves terminations. Ensures that new employees receive orientation in Company and department policies and procedures. Establishes discipline staffing budget estimates and staffing assignment schedules for each project. Reviews and approves staff forecasting reports. Makes staffing assignments. Keeps closely involved with project schedules to increase or reassign staff as project and client requirements change. Establishes standards / procedures manuals. Recommends improvements to Department policies and procedures. Creates statistical reports for management on a recurring or one-of-a-kind basis. Initiates personnel action paperwork for salary increases and promotions. Supports pre-contract and business development efforts, as required, such as participation in proposals. May act for the Department Manager upon request or in the Manager's absence. Department Manager's signature may be regularly delegated for selected activities. Candidates should have held a similar role previously.
QUALIFICATIONS REQUIRED
BA / BS in Construction Management, Business, Engineering, or equivalent. Performs additional duties as assigned: Develop, modify, update and maintain all EMS Cost Procedures; Responsible for the development / assembly of the Monthly Cost Reports and Monthly Project Review Document (MPRD); Responsible for the development and maintenance of the Project Control Statement(s) (PCS); Assist the Business Manager where needed; May respond on behalf of the Project Controls Manager in his absence; Review documents with the Project Controls Manager. Fluent written and spoken English.
