- Job Purpose
Supervises the activities of Capital Expenditure (CAPEX) section to ensure that capital expenditure on drilling, projects and assets for Joint Ventures (ADNOC Sole Risk & Associated Ventures) are correctly budgeted, committed and accounted for by venture in order to provide effective tool for management decisions and achieve accurate reporting to the owners.
- PRINCIPAL ACCOUNTABILITIES
a) Supervises the preparation of annual Capital Budgets, 5-Years Business Plan, Financial Outlook and Periodical Reports (Monthly, Quarterly and Annual Billing Statements) which include Drilling, Projects and Equipment (Movable Assets) for all the ventures with ensuring their accuracy and conformity with the Accounting procedure and other management s directives.
b) Review budget proposals prior to submission to the Budget Review Committee and recommends amendments as appropriate. Reviews budget contents and details in collaboration with Department Heads, provides advice and guidance and recommends the necessary amendments.
c) Supervises the maintenance of documentation and records of capital expenditure which includes verifying of input and output data, identifying major variances, investigation and recommending remedial actions.
d) Supervises the proper control of the Accounting activities of Assets and Capital Purchases, ensuring that adequately classified Memorandum of Assets are kept in line with Owners guidelines.
e) Supervises the preparation of abandonment cost & capitalization of well cost to ensure the Memorandum Assets are kept in line with owner s guidelines. Develops and recommends budgeting and costing systems and procedures for drilling operations and project works to be carried out under any venture newly entrusted by the owners.
f) Develops, maintains and updates proper allocation system and procedure on Engineering Department s management cost among project works across the ventures.
g) Supervises the periodical review of the computerized accounting systems the established procedures and working method / media in CAPEX Section for the continuous enhancement and improvement and recommend their implementations and represent the section; in a task force/a project team whenever it is formed to study and introduce a new computer application package on management accounting.
h) Reviews and comments on Financial terms of contracts and change- orders relating to capital expenditure to ensure that appropriate budgetary control is exercised.
i) Supervises the preparation of adhoc analytical reports on drilling and project expenditures for the management and the owners ensuring their accuracy and conformity with requirements.
j) Controls the appropriation of sanction budget funds and processes AFEs for approval by appropriate authority and recommending as necessary. Directs the preparation of completion APE, analysis variances and recommends corrective actions.
k) Initiates and implements the section s detailed work programs and schedules that will ensure agreed levels of service are achieved.
l) Ensure that employees are organized, trained and motivated in order to effectively implement agreed plans.
m) Performs duties in a safe, professional and efficient manner, complying with the HSE requirements related to all the Job activities.
n) Familiarizes, maintains proper and continuous knowledge of the Company s HSE procedures, rules, regulations and abides by them at all times.
o) Ensures that subordinates are performing their duties in a safe manner and that they are aware of the related HSE procedures; encourages them to report any unsafe conditions with respect to Health, Safety and Environment.
p) Ensures the UAE Nationals under the CAMS Program are trained and well familiarized with the activities in the section.
q) Mastering the Drilling Accounting as well as Project Accounting.
- WORK CONTACTS
Has a regular contact with Departmental Managers, Head of Services and Cost Controllers throughout the Company (including ADMA-OPCO Drilling & Finance Departments) on the Capital Budget preparation & Cost Accounting Reports. Coordinates and advises on company s policies and procedures for capitalization of Assets and tries to solve other day to day mutual problems relating to CAPEX Section.
- INDEPENDENCE OF OPERATIONS AND DECISION-MAKING AUTHORITY
Determines; work methods and sets own performance standards according to established procedure and guidelines and exercises a fair amount of judgment within such guidelines. Refers serious matters, such as major deviations from Budget to Supervisor. Work accomplishments are subject to review.

Job requirements
- KNOWLEDGE SKILLS AND EXPERIENCE
a) Bachelor Degree in Accounting b) 10 years and above experience required c) Oracle, Maximo & MS Office d) Recognized Accounting qualification ACA, ACCA, ACMA or CPA.
e) 8 years post qualification experience in Budgeting and Cost Control in a large oil company.
