Description
Main Role(s) and Purpose(s):
Under management of the Lead Engineer for Expansion and in close cooperation with the main engineering contractor, the Gas Transport Engineer is responsible for all aspects related to the Expansion of the gas transport system capacity, which is achieved by the addition of additional booster stations to the pipeline system.
Accountabilities:
Focal point for applying the knowledge from the Phase 2 project in the new Expansion project and work with the Central Engineering Department technical experts.
Work with the main contractor on definition of appropriate configuration; e.g. by supporting availability analysis and design configurations.
Dimensions:
Sakhalin Energy is currently completing its Phase II project. This project comprises the construction of a whole integrated supply chain for the production, transportation, processing and shipping of both oil and LNG. The LNG part currently consists of two identical trains with a total committed capacity of 9.55 mtpa.
Sakhalin Energy Infrastructure position and its large hydrocarbon resource base offer a platform for significant growth beyond the current Phase 2 Base Plan. Therefore, Sakhalin Energy is investigating a new combined upstream/downstream expansion project. The investigation is looking to achieve an increase in LNG sales volumes via an increase of about 50% from the two train plateau of 9.55 MTPA LNG by addition of a third train and required upstream infra-structure changes and additions. First LNG from the third train is intended for 2015.
This expansion in capacity will require modification of the whole supply chain; existing offshore (LUN-A platform, pipelines) and onshore (Onshore Processing Facility (OPF), pipelines, LNG Plant) facilities. It will require an estimated CAPEX investment of approx USD 6 billion, will increase LNG production volumes by approx 5 MTPA and will significantly accelerate Sakhalin Energy reserves.
The Sakhalin Energy Expansion team is a part of the Technical Directorate and is responsible for successfully project development. The Expansion team closely works together with the existing organisation and especially with the Commercial Directorate who are responsible for LNG sales and potential Third Party Gas purchase.
Overall the execution philosophy is that the technical work will be outsourced. This will be an integrated Technical development managed by one main contractor (e.g. SGSI). Sakhalin Energy will manage the overall execution and will be responsible for the integration of all efforts. Outsourcing the technical development does not mean that Sakhalin Energy will adopt a hands-off approach. Dedicated resources will be responsible for managing the respective parts of the development, ensuring proper overall integration and will be responsible to draw on the existing organisation.
Special Challenges:
As described in the above execution philosophy, the Expansion project is executed using a core Sakhalin Energy team interfacing with both execution contractors and the existing Sakhalin Energy organisation.
This execution model puts a lot of emphasis on the proper managing of the multiple interfaces with parties that are spread over multiple locations and time zones. Furthermore, efficient interfacing with the existing organisation and especially the phase 2 project organisation and the asset operating organisation will be crucial and challenging.
Although an abundance of gas exists on the Sakhalin shelf and although there is strong support for a possible expansion, the probability of this opportunity progressing to Final Investment Decision is less than 100%. It is therefore that any position may be cut short by the demise of the opportunity. However, Sakhalin Energy is a company of significant size and alternative opportunities will most likely exist.
Job requirements:
Experience and Qualifications required:
Graduate in Engineering with a minimum of 4 years experience in working directly or indirectly for a Major Oil/Gas exploration and production company with a core expertise in design and engineering related to gas turbines and /or compressor systems.
Knowledge of Russian rotating equipment is an advantage.
Capable of understanding the total integrated production system.
Good and positive communicator and team player.
