Refinery Safety Management Systems Engineer

MINIMUM REQUIREMENTS: EDUCATION: B.S. Mechanical Engineering. EXPERIENCE: 10 - 15 years in oil and gas field. Experience must be such that the incumbent is clearly recognized as being capable of project and design assignments beyond the ability of the basic professional engineer. A thorough knowledge of English is required to perform analyses and studies in depth, make professional presentations and keep up with technical advancements; Arabic not required but considered desirable for American incumbents in this position. Must have a thorough knowledge of engineering practices and economic principles, calculation methods, design details, US and Aramco Codes, Standards and Specifications.

POSITION DESCRIPTION: The primary function of the Plant Safety Engineers (PSEs) will be focused on the followings operations and maintenance crucial plant related activities:

1. Develop and coordinate Terminal's Safety Program. Review Operations and Maintenance safety procedures, develop and recommend improved procedures as necessary. Represent the Terminal in investigating plant and near misses incidents. Maintain all safety performance records and statistics. 2. Review proposals and designs for new installations to determine that these installations can be operated and maintained efficiently, safely and economically. 3. Review new facilities during the construction phase to determine that the facilities installed are as designed and are adequate to accomplish the objectives of the project. Initiates corrective actions, if required. 4. Review and investigate the performance of individual plants as required to highlight and identify problems or potential problems that may arise. Develop and recommend corrective courses of action. 5. Perform various maintenance technical functions such as job planning and scheduling, troubleshooting and provide technical advice on repair techniques. 6. Assist in the preparation and review of Operating and Maintenance general instructions. 7. Provide technical consultation and prepares special studies on Operational and Maintenance problems and concerns as required by management. 8. Assist in the development of Saudis and the training of operations and maintenance personnel. 9. Support team members in their assigned duties in coordination of the corporate Safety Management System (SMS) elements. Familiarize all employees with their SMS roles and responsibilities. 10. Manage the recommendation tracking database and associated stewardship to demonstrate performance measures. 11. Annually measure, audit and evaluate the effectiveness of safety leadership.
