Basic Function and Scope:
Plans, organizes and controls the physical inspection of Company Offshore installations including the subsea and top side structures, the sealine(s), the pressure vessels, the heat exchangers, the pressure relieving devices, the lifting equipment and the piping, etc.
Makes the recommendation on actions needed to preserve or to restore the integrity of the equipment and controls their implementations.
Tasks and Duties:
From Company Inspection policy, develops and then maintains “Inspection Manuals” covering the equipment within the offshore sector; e.g. Jackets, structures, pressure vessels, heat exchangers, tanks, piping, and pressure relieving devices. Such manuals shall include the inspection scopes, procedures, programmes, the list of equipment under a data base form to be computerized and the inspection reporting forms.
Coordinates and manages with Operations and Maintenance supervisors special activities such as auditing equipment, scheduling of inspection or certification works.
Directs pre-commissioning, commissioning or recommissioning related to maintenance and capital project works being carried out in the field, to ensure that established maintenance and construction procedures are followed for welding, fabrication and painting as per policy and in compliance with relevant applicable international codes and standards.
Continuously reviews inspection programs and plans, organizes and directs physical inspection of offshore installations underwater jackets, top side structures, and equipment (pressure vessels, heat exchangers, pressure relieving devices, piping lifting equipment) as per “Inspection Manuals” requirements. Inspection activities include but not limited to: Visual external and internal, routine NDE, Thermography, non-intrusion techniques, etc.
Prepares turnaround work list based on previous inspection results and the established inspection grade/frequency and on-stream inspection results. Develops detailed inspection Scope of Work for all equipment included in the turnaround work list. Prepares manpower and cost estimates for all turnaround activities.
Supervises the activities of Offshore Inspector, contracted NDE and painting inspectors and performs supervisory duties at the level established for the position.
Directs Contractors’ Inspection Teams or Third Parties such as underwater surveys, non-intrusive inspection, NDE and painting etc. (with the assistance of Offshore Inspector).
Prepares the technical specification for Inspection Contracts.
Reviews all inspection reports prepared by Inspectors and/or Contractors, assigns revised Inspection grade and frequency based on inspection findings, Collates and produces syntheses from the site inspection reports and/or Contractors reports, if required, and issue recommendations to supervisor. In liaison with Head of Documents and Standards, ensure proper maintenance of inspection reports and records.
In conjunction with Corrosion Engineer, provides technical support for coating requirements for offshore structures, all the equipment (pressure vessels, heat exchangers, contactors, etc.) and subsea installations such as the jackets.
Ensures proper maintenance of inspection reports and records. Maintains various records in the computerized systems, updating inspection test results and other data as required. Responsible for the overall input and maintenance of the various computerized inspection databases such as Meridium for Process facilities, Asset Manager for Subsea inspection and Micro Plus suite for Advanced Ultrasonic Inspection.
Responsible for the support of Company Safety, environment and Quality policies and programs, and carrying out specific duties and responsibilities related to his job as spelled out in Management system documentation, policies, procedures, local documentation, Management system Manual, Safety Manual and other related documentation.
Undertakes additional specific inspection and non-inspection related duties as directed by Head of Inspection to fulfill annual targets and special tasks.
Work Contacts:
Daily contacts with Operations and Maintenance Supervisors and Engineers to plan and coordinate inspection or certification activities. Frequent outside contacts with inspection contractors and Third Parties
Independence of Operations:
Performed assigned duties in accordance with established policies, guidelines and professional standards. Completed work is subject to review by supervisor.
Supervisory Responsibility:
Supervises the activities of 2 Offshore Inspectors, 1 NDT and 1 painting inspector
Directs the activities of Contracted Companies such as NDT, advanced NDE, underwater surveys, intelligent pigging, etc.
Physical Effort:
20% - Standing, walking, climbing and working in cramped position during inspection work on equipment.
Work Environment:
20% Non-air conditioned and offshore environment exposed to heat, humidity, and noise, including 5% inside vessels or other areas/equipment.
RequirementsMinimum Requirements:
Bachelor’s degree in Engineering discipline, preferably Mechanical Engineering.
8 years experience in offshore oil & gas industry.
Good written and spoken English.
