MINIMUM REQUIREMENTS: Education: BS Engineering, Economics, Business Administration, Accounting, Financial Management or closely related specialty. Graduate Degree is desirable. Experience: Typically has 10-12 years' experience in the petroleum or other related industry, where an appreciation of operating problems and their relationship to planning and economics has been gained. Some supervisory experienced is preferred. Must have the proven ability to handle complex problems in a rigorous, analytical fashion. Experience must have been sufficiently broad to as to allow incumbent to be effective in an assignment to all planning areas. Incumbent will have achieved recognition as an expert. Relevant graduate degrees may be substituted for experience. Must be able to work with minimum supervision on relatively unstructured tasks. Must know how to use a wide variety of statistical, financial and analytical tools and have a working knowledge of petroleum economics, technology and accounting. Must be able to understand, interpret and communicate the rationale for corporate reporting requirements as related to business plans, manpower budgets, and capital and operating budgets to all levels of management. Must have the demonstrated ability to produce top quality written and oral reports in English.
DUTIES/RESPONSIBILITIES: Incumbent performs alone, directs or coordinates the following activities: Provides expert advice and guidance on complex planning and analysis problems to senior planning and analytical personnel and to Executive Management. Maximizes the company's operation with care and judgement for the best interest of the Saudi Arab Government and U.S. companies. Acts as ARAMCO's representative to counterpart personnel in the Saudi Arabian Government, to U.S. companies.and outside organizations. Reviews methods and procedures in his area of planning and analytical expertise for both existing and potential problems and opportunities. Originates, organizes and implements management agreed studies and investigations into planning and analytical methods and procedures to develop better techniques of analysis. Prepares and presents plans, analyses, interpretations, conclusions and recommendations to members of management and other Company personnel on a broad range of problems as they arise. Management's recommendations and decisions are frequently made on the basis of analyses for which the incumbent is solely responsible. Provides data, studies, arguments and other materials to be used in discussions with SAG on matters such as short and long-range planning, crude pricing, gas pricing and economics affecting new refinery process selection. Participates in such discussions when requested. Organizes, mobilizes, supervises and evaluates outside consultants for solving specific Company problems as the need arises. In all such jobs, incumbent acts as the contract administrator and is responsible for seeing that the job is completed. Directs the work of other members of Corporate Planning on specific projects when incumbent has the primary responsibility for the job. Prepares summaries and analyses of Capital Programs, operating expenditures manpower levels, business plans, and operating activities, both company wide and for individual organizations within the Company. Prepares special projects or studies related to any of the planning and analysis functions for organizations throughout the Company, e.g., developing improved cost reporting techniques, developing improved measures of activity, service levels, performance indicators, and analyzing alternative facilities systems. Prepares applicable sections of the Business Plan which relate to the international and local economic and business environment and to the worldwide energy supply/demand outlook and analysis. Prepares special studies and analyses, as required, for the Management Committee and Planning Advisory Committee.
