Drilling Contracts Engineer – Resident Damascus, Syria
Tanganyika Oil Company Ltd.1 is an international oil and gas exploration and production company with interests in exploration and development properties in Syria. Tanganyika operates through its wholly-owned subsidiary, SIPC (Syria) Limited. Tanganyika has made significant achievements with the appraisal of value enhancing opportunities in Syria which has included testing enhanced oil recovery ("EOR") techniques and exploration drilling. The stated objectives of the Company include the consistent growth of reserves and production. On December 19th, 2008, Tanganyika became a wholly-owned subsidiary of Sinopec International
Petroleum Exploration and Production Corporation (“SIPC”). SIPC is a wholly owned subsidiary of China Petrochemical Corporation ("Sinopec Group") and undertakes overseas investments and operations in the upstream oil and gas sector. Sinopec Group is China's largest producer and supplier of oil products and major petrochemical products. Prior to being acquired by Sinopec, Tanganyika was publicly listed with shares trading on the Toronto Stock Exchange and Depository Receipts trading on the Nordic exchange.
Drilling Contracts Engineer – Resident – Damascus, Syria
Reporting to the Drilling Manager, this individual will be responsible for:
Responsibilities:
�� Participate with drilling team, in elaboration of Drilling and Workover Contracts/Procurement Plan, necessary for the execution of short, mid, and long term projects.
�� In coordination with Drilling and Workover Engineers support Drilling and Workover Engineer Contract/Procurement (D&WEC/P), in the elaboration and revision of Detailed Contracts/Procurement Documents covering scope of work (SOW), technical specifications, commercial requirements, commercial terms and conditions for use in tender process, and for inclusion in completed contracts (for services and products).
�� Administer Drilling and Workover contracts as assigned by senior management.
�� Keep a reliable updated Drilling and Workover contract data base.
�� Ensure that before any service or supply for drilling operations is ordered, there is an AFE, and a valid contract or P.O., and that there exists available funds in contract or P.O. to execute them.
�� Ensure that all the services have been executed, accepted, and signed by company representative.
�� Review invoices for payment, making reconciliation between accrual and approved invoice.
�� Initiate approvals for time extensions, variation orders, amendment of contracts, contract value variations in a timely manner.
�� Coordinate with concerned parties for preparing the necessary documentation for the above.
�� Process documents in timely and efficient manner.
�� Help in drafting and compiling documents as necessary.
�� Maintain updated record for contracts, variation and claims as well as prepare monthly report for contractual activities of assigned projects.
�� Ensure that well site representatives have copy of Contract or P.O. for execution and control.
�� Work with the Drilling Manager, the Finance Department and the Contract & Procurement Department to manage historical contractual issues for cost recovery.
�� Carry out all activities in compliance with contracts, and the contract/procurement agreement with SPC, to ensure cost recovery.
�� In coordination with Drilling Team get the best quality for services and goods.
�� Timely delivery of request for approval for contracts and P.O.’s variations, amendments.
�� Other duties and responsibilities as required.
Qualifications:
�� International drilling and contracts experience is essential.
�� B. Sc. degree in Petroleum Engineering; 10 years experience in the oil and gas industry (drilling activity related), with a minimum of 5 years in upstream/drilling service contracts.
�� Good technical knowledge of well operations.
�� Proficiency in verbal and written English.
�� Good computer skills.
�� Effective communication skills in oral and written English mandatory; ability to converse in Arabic is an asset.
