Organization/DepartmentOur client is a premier player in the oil and gas industry in the Emirate of Dubai and the United Arab Emirates which has the largest gas field deposit onshore.
The overall Project is the installation of an offshore LNG terminal consisting of a regas ship moored to a jetty with a gas pipeline to shore.
The scope of this job includes the mechanical elements of the jetty, dolphins, loading arms and gangway, to include welding, piping, valves, electrical and instrument work. There is no significant rotating equipment involved. The ship will be by others.
Job descriptionIdeal candidate is responsible for the mechanical inspection activities, quality and technical integrity of the Dubai LNG Project.
For Dubai LNG Project:
1. Assure the complete and correct implementation of the approved Project Quality Plan (PQP) and / or Inspection Test Plans (ITP)
2. Monitor the quality of the construction work on a daily basis (hands on)
3. Resolve quality deficiencies within respective discipline
4. Select and supervise third party inspection services
5. Focal point for mechanical quality related issues and (NDT) inspections
6. Review, approve and authorise the quality / inspection / NDT documents (like PQP and ITP) on behalf of the client
7. Reports deficiencies on quality and contractor quality performance and impact on progress and schedule immediately to the Construction Manager
Key Responsibilities:
1. Reviews RFC (Released For Construction) drawings, construction plans and specifications to ensure complete familiarity with their function and the totality of the construction work.
2. Review, approve and authorize the quality - / inspection - / NDT documents (like PQP, ITP and NDT reports).
3. Ensures proper storage and preservation of materials and sensitive items.
4. Where appropriate, authorizes / witnesses contractors pre-commission tests and / or calibrate equipment prior to installation.
5. Assure that all the quality requirements and inspections are performed in accordance with the approved Project Quality Plan and / or Inspection Test Plan.
6. Monitors construction quality on a daily basis.
7. Review craft skill certificates (like welder qualification) and witnesses any on-site craft tests to determine the proficiency of any laborers.
8. Monitors and stays abreast of the day-to-day work of Contractor and / or inspection services specific to his/her discipline and ensures their qualifications
9. Discusses quality deficiencies, construction deviations and inspection findings with the Mechanical Lead & Construction Constractor and develops win-win solutions.
10. Provides discipline specific construction feedback to the Mechanical Lead that can be used in improving subsequent Contracts and/or improve product quality.
11. Works with the Contractor to make them aware of industry best practices and safety guidelines that are specific to their discipline.
12. In consultation with the Mechanical Lead interfaces with the Contractor inspectors on discipline specific issues.
13. Reports major Contractor performance and quality deficiencies to the Mechanical Lead for resolution.
14. Brings any safety, environmental or security issues to the attention of the Mechanical Lead / Shell Construction Manager.
15. Assure that all inspection records / quality documents and relevant poject documents will be maintained and archived according the project execution plan (hardcopy and / or electronically).
16. Assist in developing the commissioning plans for the asset QA/QC requirements associated with equipment manufacture and supply, fabrication and field assembly/construction are fully addressed
17. Performs visual inspections
RequirementsInterpersonal Skills:
1. Highly motivated self starter with ability to work unsupervised (senior level).
2. Excellent team working and influencing skills in order to appraise, evaluate and advise other companies, authorities and technical disciplines.
3. Able to work at both a management level and at a hands on engineering leves.
4. Able to delegate effectively.
5. Able to deal with multiple simultaneous activities.
6. Proven ability to resolve conflict and solve problems
7. Able to influence without causing conflict
8. Well organized and methodical
9. Good presentational skills, both written and verbal in English
Technical Skills:
1. Relevant Mechanical Engineering degree (Bachelor or equivalent)
2. At least 10 - 15 years relevant experience within inspection / quality assurance / quality control
3. At least 10 years experience within new construction projects, preferable LNG terminals / pipelines / both green field and brown field / $150 MM range
4. Knowledge of relevant Inspection codes, like ASME / API
5. Able to read, interpret and to judge NDT reports.
6. Qualified X-ray / radiography interpreter (preference)
7. Strong safety and environmental beliefs.
8. Able to read, interpret and understand technical drawings (piping, structural, electrical, instrument, civil, etc.)
9. Broad knowledge of construction, commissioning and inspection best practices.
10. The ability to identify and intervene in problem areas, well developed problem solving skills
11. Be able to conduct technical and management audits.
12. Must have specific knowledge related to piping, welding (incl. pre heat and heat treatment), materials, corrosion aspects, structural surveying, the handling and setting of heavy equipment, equipment leveling and tie-down procedures, installing and pre-commissioning of static equipment.
13. Knowlegde of hydro testing procedures and piping design codes.
14. A sound knowledge of NDT Inspection techniques, like PMI, MPT, DPT, UT and X-ray / radiography.
15. Knowlegde of painting / coating and isolation procedures.
16. Prefered experiences with Horizontal Directional Drilling (HDD).
