Work Schedule:
From commencement of assignment until approximately August 2010, the Commissioning team will be at Jebel Ali, Dubai UAE.
During this period, normally work days will be 5 days per week, minimum 8 hours per day. When required by the urgency of commissioning activities onshore, the team may need to work up to 7 days per week, and up to 12 hours per day.
During the period onshore, personnel shall be entitled to 10 working days leave for each three months of work undertaken with leave flights provided.
From approximately August 2010 until end December 2010, the work shall be performed offshore on the installed platforms. During this period, the working hours shall be 7 days per week, 12 hours per day. The team shall not be working on back to back rotation during this four month period, but shall work continuously through the period to achieve start-up.
Following each 28 day period, the entire team shall be permitted a 3 day R&R onshore break in either Dubai or Doha, Qatar.
Note that all the above stated time periods are approximate. Depending on workscope and planning, the offshore work period may be anywhere between 60 days and 120 days in total.
Purpose:
The Project comprises a GTL plant at Ras Laffan, Qatar with associated offshore facilities. The Offshore Platforms are a subdivision of the GTL Project.
The GTL Offshore Platforms E & I Commissioning Engineer will be a key member of the small Client Team for the GTL Offshore Platforms, which will be executed under an EPCI (Engineering, Procurement, Construction and Installation) Lump Sum Contract. The Offshore Platforms comprise two wellhead platforms (15 slots each) approx. 12km apart in water depths of 37 and28m, connected by two 30” carbon steel sub sea pipelines to shore. The Platforms will produce a total of approx. 1600MMscf/d of fluids, supplying feedstock to the onshore GTL plant for production of 140,000bbl/d of GTL products. The gas contains both H2S and CO2; therefore corrosion inhibition will be critical. Since the gas is wet and will be during winter below its hydrate temperature hydrate inhibition is required. The platforms consist of steel piled jackets with integrated deck topsides, incorporating flow lines, manifolds, test separation, utilities, a Control and Auxiliary Module, and a flare boom, with no processing onboard. They will be Not Normally Manned Installations and availability to supply the onshore plant is critical. The Platforms are planned to be installed offshore Qatar in Q2 2009 and 2010 respectively with an estimated. Service Life of 27 years. Interfaces include other GTL Project Teams (such as Drilling, Offshore Pipelines, Onshore, Operations, Marine Operations), Project Approvals, Technical Authorities, plus other Contractors (such as Onshore PMC, Marine Warranty Surveyor, Telecommunications Systems Integrator, Main Automation Contractor), as well as the Offshore Platforms EPCI Contractor and, by arrangement, its Subcontractors, amongst others.
Main Accountabilities:
Responsible for Pre-Com & Commissioning of Instrument & Electrical Commissioning Activities for MAC Telecom Power generation/distribution
Supervising both Electrical and Instrument Tech teams
Review Construction E & I Documents and ensuring compliance with the Scope of Work, and ensuring consistent application of Project-approved codes, standards, specifications and review of deviation requests.
Reviewing commenting on the Contractors Pre-Commissioning/Testing Procedures for the E&I equipment &systems meet Project & vendor specs
Monitoring of Contractors installation pre-commissioning activities, witnessing Key activities of Contractor sub contractors or Vendors
Punch listing and clearing of E & I items/systems equipment
Liaise with other disciplines, project personnel, etc. to ensure all associated interfaces clearly defined tested.
Provision of advice on equipment, commissioning spares tools test equipment and items/equipment requiring vendor presence or special training
Producing the E & I Functional Test procedures required for Commissioning onshore & offshore of the Platforms facilities and interfaces
Able to work with MAC Vendor & Contractor on DCS type systems
Telecoms installation & commissioning experience
Control & Supervise E & I Testing teams during Commissioning up to Hand Over to Operations
Knowledge of Certification Systems PIMS ICAPS or similar
Knowledge HSE and PTW systems
Reviewing and auditing all hand over & As Built documentation/Dossiers
Providing timely advice and information to the Commissioning or Technical Team Leaders
Participation in audits and reviews, HSE walk abounds as required
Monitoring Preservation Care and Routine Maintenance of Equipment
Support Operational & maintenance dept after Handover RFSU during start up, as and when required
Special Challenges:
The Offshore Platforms team will be lean and hence a self-starting and pro-active attitude with a high degree of ownership is essential. The international diversity of locations and the criticality of the Platforms to the entire GTL Project are all challenges to be met. The Offshore Platforms team will be located remote from the rest of the GTL Project, and will need to manage multi-disciplinary interfaces with a number of other locations.

Good communication skills and ability to integrate with existing project and future EPCI contractor staff in a number of locations in order to achieve the contract technical requirements
Ability to operate in diverse cultures
Able to adapt to new ways of working i.e. working in ADT - Asset Delivery Team
Qualifications and Experience:
E&I Commissioning Engineer with degree level and/or professional qualifications/Work Experience, with proven solid (10+ years) technical & commissioning experience in Oil and Gas activities, Offshore Gas platforms, EPCI, design testing Commissioning experience.
Candidates will need to demonstrate the ability to work unsupervised, using own initiative and knowledge in order to deliver sound and reliable advice on which management can rely.
