Organization/DepartmentOur client is an international oil and gas exploration and production company with operations in the United States, Middle East/North Africa and Latin America regions.
Currently with an immediate requirement for a HES Specialist to be based in Buenos Aires.
Job descriptionResponsibilities:
• Report all accidents / near misses to Line Managers and Supervisors and prepare initial incident reports for submittal to OOGC HES&S. Ensure flow of vital information to the Company database in a timely fashion. Follow up on all incident remedial actions to ensure timely close-out.
• Review general safety and Company Emergency Response Plans to ensure statutory compliance and current application to practice. Recommend changes as necessary.
• Assist Line Managers and Supervisors to motivate and coordinate emergency preparedness plans, drills and exercises, and assess and report performance. Provide emergency team support, leadership and training and participate as required.
• Play a key role in hazard identification and risk analysis.
• Report and maintain a HES action item database and track results and remedial HES actions until completed.
• Co-operate with internal and external audit groups and assists as required.
• Participate/Lead in accident/incident investigations as requested.
• Attend HES and technical training as deemed necessary by the company.
• Conduct HES training as needed
• Monitor housekeeping of the operations and inform Drilling Superintendent of any unsafe conditions.
• Provide professional HES guidance and leadership in the HESMS program implementation, audits, inspections, and service contractor HES programs
• Candidate must have strong understanding of drilling operations
• Monitors all ongoing operations for compliance with all applicable rules and regulations. Informs local drilling community of changes to rules and regulations.
• Teaches and mentors all drilling staff for HES training and understanding of rules and regulations
• Compiles and reports all drilling HES statistics
• Ensures contractor quality and compliance through use of audits and inspections of contractor's/supplier HES programs and implementation
• Monitor management of safety in operation and provides feedback to drilling management
• Participates in drilling contractor safety meetings
• Monitor contractor safety performance & provide feedback to drilling management
• Supports drilling group with rig and equipment inspections, risk identification/mitigation, and program input
The key measure is quality management of safety, achieving levels of risk as low as reasonably practicable, and program goals of zero lost time incidents with all operations in compliance with Regulations and client Policy. A high level of environmental and occupational health sensitivity is also expected to achieve reduction of health and pollution incidents.
Requirements- BS degree in an engineering discipline, HES or technical expertise, or equivalent experience
- A minimum of 5 years experience in HES and drilling & workover activites related to work experience in the oil industry
- Knowledge of Argentina HES standards and legislation
- Excellent oral and written English and Spanish language skills
- Willing to travel internationally
- Willing to be accessible 24 hours a day, 7 days a week
- Knowledge and training in safety, environmental and health practices to include interpretation of data, standards, codes and regulations, and professional knowldege of Company HES processes and performance standards.
- Good time management and organizational skills
- Excellent interpersonal and team skills
- Willingness / ability to spend +/- 50% working in the field in support of contractor and employee HES management
