Location: UAE Scope of Duties:
Advises, coordinates and provides the activities related to the preparation of complex tender documents, evaluation of tenders, and execution of contract documents, together with post contract negotiations, for LNG Plant and associated COMPANY managed projects to ensure that requirements of end-users and management are met. Provides professional advise on contracting strategies, development of scope of work, and evaluation of tender. Provides supporting services, as and when required, during the course of administration or at contract "close-out".
Duties Performed:
• Advises, coordinates and provides the activities of assigned personnel. Perform supervisory functions at the level established by Management.
• Coordinates and reviews the tasks and activities involved with more complex contracts in the department.
• Reviews end-user submitted ‘Statement of Requirements’ to determine technical adequacy of work-scope and specifications, and liases with job officers regarding any required revisions to ‘Statement of Requirements’.
• Develops and recommends optimum contracting strategy based on work-scope and other requirements, such as, schedule, warranty etc.
• Conducts pre-qualification exercise in conjunction with the Job Officers and establishes proposed bidders list for subsequent management approval.
• Collates information for complex Plant requirements and project related projects from various Job Officers and prepares complete tender enquiry documentation.
• Develops and finalises presentations from Job Officers to management seeking authorisation of proposed bidders list.
• Develops tender evaluation procedure and criteria, obtains technical evaluation from Job Officer, directs commercial evaluation of tenders, including subsequent negotiations, if required and coordinates tender evaluation report for review and agreement.
• Develops and finalises presentations from Job Officers to Management, and Shareholders if required, seeking authorisation of award of contracts.
• Acts as Secretary to the Local Purchase and Contract Committee – Das Island (LPCC – Das) and submits the Committee’s recommendations to Plant Management for approval.

• Ensures that final contract documents are complete and accurate in all respects prior to timely execution and distribution to concerned parties.
• Acts as Contract Department coordinator on shut-down contract requirements and ensures that all shutdown contracts are prepared and executed in accordance with plant requirements.
• Performs the roles, and the responsibilities, assigned to his position according to the provision of the Company HSEM manual.
• Provides opportunities for training and development of employees under his direction (with emphasis on UAE Nationals).
• Carries out other similar or related duties as assigned such as ensures that all departmental records are maintained and updated.
Minimum Requirements:
• B.Sc. in Engineering or equivalent
• 8 years experience in oil/gas/energy related industries, of which 5 years should have been in commercial and technical development of contracts, including minimum 2 years in a supervisory position and preferable experience in Arabian Gulf region, with good knowledge of PC.
• Fluency in written and spoken English.
Remuneration Package:
• Salary is negotiable, with comprehensive benefits package.
• 5 days working week (Saturday to Wednesday)
