PROECUREMENT ENGINEER

1. PRIMARY PURPOSE
Provides procurement services in regard to supply chain activities.
Performs all activities with respect to processing of Purchase Requisitions for the procurement of Stock Goods, including maintain commercial directory; issue, administer and expedite purchase orders for Stock Items; perform logistics coordination activities; and administer the freight forwarding services call off agreements.

2. DUTIES AND RESPONSIBILITIES

1. Ensures that P&C Policies and Procedures are being complied with and applied for procurement of Stock Items.
2. Review, register and process all Purchase Requisitions for Stock Items generated by MRP.
3. Issue Request for Quotation to vendors for Stock Items and communicate with vendors to obtain the best terms to COMPANY.
4. Receive and evaluate quotations for Stock Items and coordinate any clarifications required. Prepare notifications to Tender Committee for Stock Items procurement.
5. Issue, administer and expedite Purchase Orders for Stock Items until delivery of Goods, including issue of any variations.
6. Follow up with Warehouse issue of Goods Receipt and Discrepancy Reports and communicate with Vendors resolution of any unsatisfactory, overage, shortage, or discrepant items until closure.
7. Follow up with Finance processing and timely payment of Invoices for Stock Items.
8. Maintain and update Commercial Directory.
9. Administer the freight forwarding services call off agreements and process declaration of cargo to be insured and any customs clearance documentation.
10. Work closely with Inventory Controller, Material Engineer and Senior Procurement Engineer for processing of Purchase Requisitions.
11. Works closely with Operations and Maintenance to advise and coordinate the interfaces regarding scheduled maintenance and the provision of spare parts for operational use.
12. Work closely with Warehouse Supervisor and Inventory Controller on all matters related to Material Management and Inventory Control.
13. Obtains appropriate management approval for purchase orders.
14. Carries out / participates in the routine tasks of the procurement cycle such as pre-qualifications criteria of suppliers, preparation of tender enquiry and agreement documents, formulation of tender lists.
15. Performs other similar or related duties, as assigned by Procurement & Contracts Manager. Assists users in obtaining budgetary offers prior to release of purchase requisitions, preparing status reports, etc.
16. Implement SAP MM and WM Modules for material management.

3. MINIMUM KNOWLEDGE AND EXPERIENCE

Education:
- Bachelors Degree in relevant Engineering field or equivalent.
Professional / Technical qualifications / Diplomas:
- Additional qualifications in multi-disciplinary engineering areas would be an added advantage.
Experience:
- 4-5 years experience in purchasing / materials management within the oil and gas industry.
Skills and Competencies:
- Effective interpersonal and verbal and written communication skills.
- Good analytical and judgemental skills.
- Appropriate contract negotiation and administration knowledge and experience.
- Experience in SAP.
- Clear communicator, particularly in writing.
- Good planner / organizer, team player.
- Clear / logical thinker.
- Excellent knowledge of written and spoken English.
- Knowledge of Arabic and experience in working in the Gulf area is an advantage.
- PC literate.
- Availability and flexibility to work in different places is an added advantage.
