COMMISSIONING MANAGER

• Office based Commissioning Manager accountable to the Facilities Site manager and other members of the project leadership team for managing and co-ordinating all activities required to safely bring the various hydrocarbon and non-hydrocarbon systems through commissioning and start-up over different completion dates for different phases of the project in accordance with COMPANY policies and procedures.

Major Duties/Tasks (day-to-day tasks & activities)
• Accountable to the Site Manager for the development and management of all commissioning plans, programs and on-site completion schedules, whilst liaising with individual EPC project managers and the operations team leaders to ensure that all completion dates for the different phases of the development project are aligned with COMPANY production targets and project goals.
• Responsible through the individual EPC contractors commissioning management team and the COMPANY commissioning team leaders for the co-ordination of all commissioning activities on a daily basis, reporting, scheduling, vendor interface and direct supervision of commissioning personnel (commissioning engineers, vendors, contractors).
• Responsible for managing the planning and co-ordinating of the activities of the commissioning team and for ensuring that the EPC contractors allocate correct staffing levels such that all commissioning activities are completed to schedule and in accordance with COMPANY and project policies and procedures.
• Responsible for providing technical leadership and guidance to staff within the commissioning team on the project.
• Responsible for review and approval in conjunction with the other members of the COMPANY leadership team of the commissioning and start up standards and procedures as prepared by the EPC contractor.
• Responsible for ensuring the correct and proper management and implementation of the Management of Change process with regard to any deviations to project activities and work scopes
• Responsible for recruitment and structuring of COMPANY commissioning teams
• Responsible for managing Pre Start Up Safety Reviews (PSSR’s) and for signing handover certificates to the Operations group.

Requirements (Minimum education required, background, experience, skills)

• A minimum of 20 years Oil & Gas industry experience which should include at least 10 years' experience in directing commissioning teams. Middle East experience is considered essential.
• Must have proven previous experience in the execution of EPC contracts either within the client or contractor organization.
• It is envisaged that candidates will have a recognized engineering qualification (diploma or degree) but the ability to demonstrate proven experience and an excellent track record in a similar environment is considered to be of equal importance.
• Excellent communication skills (both written and verbal) are essential. Frequent interchange and completion of job tasks depend to a large part upon effective interaction with others.
• Must possess the ability to recognize problems in advance, and develop solutions with the appropriate action steps within structured and/or defined judgment parameters.
• Must be a strong team player with good interpersonal and management skills
• Must be possess the ability to effectively interact with management, construction and engineering contractors, vendors and any other COMPANY departments to facilitate flow of information.
• Must be PC literate skilled in the use of MS Word, Excel, Outlook and Project as minimum. Previous exposure to the use of Primavera as a project planning tool is considered to be advantageous.
• Must be capable of organizing resources efficiently and effectively and delegating work to the appropriate staff.
