Facilities Start Up Manager

Location: UAE
• Responsible for meeting the objective of taking mechanically complete EPC project facilities through to stable operation and final handover to Operations. Encompasses resource, process and risk management planning, execution of start up, troubleshooting, performance verification and preparation of handover documentation.

Major Duties/Tasks (day-to-day tasks & activities)
• Plan start up program for each major EPC facility in conjunction with project team and operations group
• Determine and acquire adequate resources for execution of start up
• Carry out detailed start-up risk management planning using “potential problem and opportunity analysis” techniques and ensure resulting action plan is executed
• Coordinate start up activity in conjunction with project, contractor, construction, commissioning and operations teams
• Set targets for facility utilization ramp-up and performance testing and report on status
• Participate in Facilities Development execution strategy team
• Participate in annual work program and budget planning
• Assist in coordination of department target assurance program
• Prepare and present reports to JOC and JMC technical committees

Requirements (Minimum education required, background, experience, skills)
• B.Sc. B Eng or equivalent (e.g. HNC plus extensive direct operations management experience)
• 20 years oil, gas and petrochemical industry experience in either an operating or engineering and construction capacity with an emphasis on commissioning, start up and operations
• Demonstrated experience of start up of multiple major facilities, with a proven track record of achieving project start-up goals
• Experienced in managing the operation of facilities
• Demonstrated understanding of use of workflow processes designed to assure project targets are met
• Experienced in project management
• Excellent analytical and problem solving skills
